Fixing How Colorado Teachers Are Evaluated an Important Reform Piece

Hooray for Nancy Mitchell, and so glad she is working at Ed News Colorado these days. Her latest investigation probes the value of our current teacher evaluation system at identifying effective teachers, weeding out ineffective teachers, and providing support where necessary. The results? Not very good: Education News Colorado requested teacher evaluation data from the six largest districts, all in the metro area, which serve more than 40 percent of public school students statewide. The analysis found little difference between the results of evaluations given in affluent, high-performing Douglas County and those doled out in urban Denver Public Schools, where large numbers of students perform below average on state exams. Fewer than 2 percent of teachers in either district – or in Adams Five-Star School District or in Jefferson County Public Schools – were told they needed to improve their instructional skills.

Rocky Mountain Deaf School Seeking to Build on Special Record of Success

Yesterday a couple of my Education Policy Center friends had the privilege of visiting a local charter school with a special program to serve a particular group of kids with special needs: Rocky Mountain Deaf School (RMDS). RMDS is located in Jefferson County, but about half of its 61 students live in surrounding districts. That’s a sign of a school having success connecting with deaf and hearing-impaired kids and improving their learning horizons. The RMDS vision statement highlights the clear focus and special status of the school: As a high performing, innovative educational program for students who are deaf, we are deeply committed to providing a rigorous, standards-based curriculum. We prepare each deaf student to be literate, academically successful, and technologically competent. We provide a linguistically rich learning environment through the acquisition of American Sign Language and English both inside and outside the classroom.

Professional Pay and Behavior in Jefferson County Contract Impasse?

Update , 12:45 PM: It looks like Jeffco isn’t alone with the impasse problem. Some teachers in Boulder Valley School District have taken it even further, staging a sick-out at Broomfield High School (H/T Complete Colorado). And it’s not the first time. Five years ago — when I was just a wee baby — the Boulder Valley Education Association staged a major “sick-out”. Then, as now, the terms of their collective bargaining contract read: There will be no strikes or other individual or concerted action designed to deprive the youth in the schools of services of Unit B employees [ed note: teachers and other certified professional non-administrative employees]. Any employee who engages in such actions during the term of this Agreement shall be subject to severe disciplinary action. Such disciplinary action shall be subject to the Grievance Procedure contained in this Agreement, except where applicable the state statute will apply. Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace

President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. Among the less traditionally Democratic education reform ideas Barack Obama embraced are charter schools, accountability, and teacher performance pay. Colorado Schools Just That Much Closer to True Transparency

In case you missed it from Friday, after winning endorsements from both the Rocky Mountain News and Denver Post, a proposal to bring greater financial transparency to Colorado public schools moved one step closer to reality by passing the state senate on a preliminary voice vote. I guess the big discussion state legislators had included some very interesting and telling remarks.

Citizens Have Chance to Stand Up for Real – not Phony-Baloney – Transparency

Nancy Mitchell of the Rocky Mountain News has reported that Denver Public Schools (DPS) plans to cut the budget by 2 percent. To its credit, DPS already has made some moves toward financial transparency, but not to the degree that Senate Bill 57 (PDF) would have DPS and every other Colorado school district and charter school do. At least the original version of SB 57. I told you last week how many citizens came to testify in favor of school districts adopting the relatively simple and cost-effective approach of posting expenditures online in a user-friendly, searchable format. But a majority of legislators on the Senate Education Committee hijacked the bill and made it merely a suggestion – a worthless way of pretending to support transparency. Tomorrow morning (Tuesday, February 3) SB 57 will be debated before the entire state senate, and we’ll get to see whether our legislators support real transparency or the phony-baloney kind. 45 Days to Apply for State Aid to Develop Teacher Performance Pay Plan

Do you live in Colorado? Does your school district or charter school have a compensation system that rewards successful teachers? If not, could you come up with a plan in the next 45 days? There may be state money in it to help your cause. Led by Senator Nancy Spence (R-Centennial), the Colorado state legislature earlier this year allotted some money for local education agencies that want to develop their own alternative teacher compensation systems. Now the chance has come to put this piece of legislation into action. The Colorado Department of Education (CDE) released an important reminder today: The program will allow districts to develop their own individual plans to alternatively compensate educators. A result of the passage of House Bill 08-1388, CDE’s Office of Professional Services will manage the program, with money appropriated from the Colorado Education Fund. A total of $980,000 is available for distribution. There is no maximum that any applicant may request. However, a strong justification for the amount being requested is required…. Eagle County Experience with Teacher Pay Reform Should Embolden Others

Reforming how teachers are paid to better match the goals that benefit students in our education system is a tricky business. On one hand you have some people who oversimplify the issue of “merit pay” and think that it should be quite easy to implement a new system that has a positive impact on student achievement. (Of course, there is a significant grain of truth in what they advocate, as an analysis of a pilot program in Little Rock has shown.) On the other hand, you have entrenched opposition within elements of the education establishment who find it too hard to overcome the inertia that keeps the lockstep salary schedule in place. Paying teachers strictly for years of service and degrees is inefficient and ineffective, but a variety of obstacles are readily summoned to trip up any momentum toward compensation reform. That’s why it’s great news to read about a Colorado school district like Eagle County that at least has been working outside the box for the past six years to re-design teacher pay. Most noteworthy is that their system not only includes significant rewards for boosting student test scores, but also that it’s showing broader support among district teachers. […]

Answers to Failed Tax Proposals? More School Choice and Transparency

On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.
