Dougco's Toxic Trio Shirks Responsibility, Shafts Citizens
I know I’m a little snarky from time to time, but I generally feel like I’m a pretty even-keeled kid. It takes a fair amount to get me mad. But if there’s one thing that is absolutely, positively guaranteed to send me off the rails, it’s when grown-ups entrusted with the levers of power choose to operate those levers to benefit themselves and harm students, parents, and taxpayers. That is exactly what I saw happen last night when I tuned in for my favorite biweekly Tuesday entertainment: the Douglas County School District Board of Education meeting. As some of you may know, Doug Benevento, a member of the four-person conservative majority on the board, resigned his seat on August 17. He submitted a brief but official “letter” of resignation to Dougco BOE President Meghann Silverthorn, who subsequently informed the other board members of the news. Colorado Supreme Court Nixes Negative Factor Challenge
We’ve been talking a lot about the courts lately. Between the Dougco voucher decision, the ridiculous silliness going on in Thompson, and Washington’s bizarre decision that charter schools are unconstitutional, there hasn’t been much cause for celebration. I’ll admit to feeling pretty darn frustrated with the courts. Now, many of the folks on the other side of reform aisle are also experiencing some court-driven frustration after roughly a year of waiting. Today’s 4-3 Colorado Supreme Court decision in Dwyer v. State of Colorado has cemented the legislature’s interpretation of Amendment 23 to the Colorado Constitution and the “Negative Factor” it spawned.

If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?
Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?

Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?
Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

Offering Ideas to Address Stapleton School Overcrowding Challenge
What to do if you’re a school district, you have a fast-growing neighborhood, and not enough tax revenue to meet the promises to build schools for the elementary and middle school kids in the area? Well, Denver Public Schools is confronting that problem right now in regards to the Stapleton neighborhood. A meeting with community members “to share a list of options about what to do about overcrowding” is scheduled for next Tuesday. While it’s hard to argue that this situation isn’t a sticky one, my Education Policy Center friend Ben DeGrow nevertheless has written a new piece for Education News Colorado (also re-posted at the Independence Institute website), proposing some suggestions to help the district and citizens think outside the box a bit. Hoping Not to See More of the Same from Boulder, Teachers Union
It doesn’t seem that long ago the school year was winding down, and up in Boulder many teachers were calling in sick as a form of protest: sort of a collective temper tantrum. Now students and parents in the district may wonder what’s coming next. As the Boulder Daily Camera and Denver Post have both reported, 94 percent of Boulder Valley Education Association members (or about 75 percent of all Boulder Valley teachers) have voted to reject a contract offer that included across-the-board 1 percent bonuses but no permanent pay raise. Hey, I might vote against it, too — but for different reasons, I can assure you.

A Glimpse at New Schools: Jeffco's 21st Century Virtual Academy
It seems almost everyone is getting in on the virtual public school act in Colorado these days. But that’s a good thing, because having more options is better for students and parents. One of the latest options, opening new for fall 2009, is Jeffco’s 21st Century Virtual Academy. Operated by the state’s largest school district — Jefferson County Public Schools in west metro Denver — the program offers a wide range of high school course offerings for students ages 14 to 20 who are Colorado residents (and not necessarily of Jefferson County). Courses are aligned to state standards and local graduation requirements, but also feature an array of electives as well. Overhaul Detroit Schools without Giving Health Insurance to Dead People
It’s Friday. What better time to kick an institution that’s down, and deservedly so? If anyone is taking nominees for an American school district to tear down and start over the education system from scratch, I vote for the Detroit Public Schools. Anyone with me? The district’s well-documented failures and financial deficits are exacerbated by the latest findings of far-reaching corruption. The Detroit Free Press reports today about what was found in a pair of audits of Detroit Public Schools (H/T Intercepts): Among the findings: 160 outdated BlackBerrys, 11 motorcycles, 97 two-way phones and 50 handheld radios sat unused. One audit also showed that 411 people — including some who are dead — were receiving health insurance even though they weren’t eligible. Ending those benefits will save the district an immediate $2.1 million, [emergency financial manager Robert] Bobb said. Health insurance for dead people? To cover future embalming needs? Protection money from grave robbers? If we take away their benefits, will they be added to the rolls of Americans without health insurance? Unbelievable stuff. Do you see what I mean?

Baltimore School Celebration Ends with Union Rules Imposed on Charter
Alexander Russo at This Week in Education reports that the city of Baltimore threw a party to celebrate some dramatic improvements in student achievement: No doubt, the city has pulled things together in recent years. The number of students exceeding the state reading standard increased by 92 percent over the last two years, and the number of students exceeding the state math standard increased by 107 percent. All this apparently without any of the standards-lowering that other states have engaged in. The district still ranks near the bottom of Maryland’s 24 districts. But it’s worth celebrating. Academic performance in Charm City must have been pretty bleak before, if after such improvements the district still ranks last in the state. But then you see what’s happening to a charter school that’s been the shining light in Baltimore, and you wonder about the level of commitment to continuing the improvement process they’ve started to celebrate:

Fired Conservative Kansas Teacher Missed His Chance at "Rubber Rooms"
For teachable purposes, I like clear contrasts. You know: Black vs. white, Up vs. down, Chocolate ice cream vs. broccoli. But what about the world of education reform — specifically, teacher tenure? Two stories in particular popped up within hours of each other, and what a contrast they present. First, there’s this news from our neighbor to the east: A Kansas teacher says he was wrongfully terminated for his conservative views. Tim Latham has been teaching history and U.S. Government for over 19 years. But after teaching for just one year in the Lawrence School District in Lawrence, Kansas, Latham says his contract was not renewed because school officials did not like his conservative views — particularly a teacher website that Latham hosted and paid for himself. A teacher coach confronted him on that issue. If this indeed proves to be true, how sad it would be to see a teacher not only get persecuted for his unorthodox conservative patriotic views (unfortunately, it happens more than you may think) but also lose his job over it.
