Is Transparency for Teachers Unions Really THAT Scary of an Idea?
Robert Manwaring at the Quick and the Ed asks the timely, fair and relevant policy question: “Should New Era of Transparency Apply to Union Finances?”: Perhaps it is time to shed a little more light on how union funding is used. As union dues go up, what is the additional funding being spent on? Does the public have a right to know? Are union dues going up to compenate [sic] for all of the teachers that are being lost to job cuts, or are unions increasing salaries and expanding their influence. It would be interesting to know. Teachers unions represent government employees. They bargain over public services paid for by taxpayers that serve students in our communities. Therefore, not only do the educators who pay dues into the organization have a right to know where the money goes, so does the general public. My Education Policy Center friend Ben DeGrow makes this terrific point in a paper he wrote a few months ago, titled Setting the Standard for Pro-Worker Transparency (PDF). Pueblo School Districts Could Do Even Better Than Just Sharing Services
My mom and dad have been drilling the importance of sharing into me for years. I’ve finally got it down now (okay, for the most part). But as far as I recall, sharing my Legos or Matchbox cars with other kids has never been encouraged as a way to save money. I guess it’s a little different when it comes to school districts and “sharing” services. A recent article in the Pueblo Chieftain offers an account of a new development in the region’s two largest school districts: Talk of consolidating Pueblo City Schools and Pueblo County School District 70 may be too early right now, but the concept of sharing services is not.

Please Don't Let Unions Play Hide-and-Seek with Teachers' Money
Hide-and-seek can be a lot of fun, but not when someone else — especially some big group — is playing it with your money. That’s why my friends at the Independence Institute make such a big deal about government spending transparency. But what about transparency for teachers who belong to, or have to pay fees to, a union? Following the story of the Indiana state teachers union that lost millions of dollars of members’ money through gross mismanagement, James Sherk and Dan Lips from the Heritage Foundation wrote a great piece for yesterday’s National Review Online called “Shady Dealings”. Sneaky Anti-School Choice Empire Strikes Back at Milwaukee
When it comes to school choice, have no fear: if given a chance, the Empire will strike back. Most recently they have honed their targets on Milwaukee, the granddaddy of modern voucher programs. The threat looms large. As the editors of the Wall Street Journal explain, Wisconsin lawmakers have hit participating private schools with a double whammy: funding cuts (they already receive less than half as much per student as do traditional public schools) and new bureaucratic mandates. The best news that can be said, at least according to the Education Gadfly, is that the regulations could have been worse. Those nasty Wisconsin lawmakers must have figured that if it’s too risky to try to cut back vouchers outright, they might as well play around with the money and the rules. Very sneaky of them.

School Spending Transparency Opponents Are Running Out of Excuses

But no matter how uncomfortable it may make some politicians feel, the issue simply is not going to go away. Rocky Mountain Deaf School Seeking to Build on Special Record of Success
Yesterday a couple of my Education Policy Center friends had the privilege of visiting a local charter school with a special program to serve a particular group of kids with special needs: Rocky Mountain Deaf School (RMDS). RMDS is located in Jefferson County, but about half of its 61 students live in surrounding districts. That’s a sign of a school having success connecting with deaf and hearing-impaired kids and improving their learning horizons. The RMDS vision statement highlights the clear focus and special status of the school: As a high performing, innovative educational program for students who are deaf, we are deeply committed to providing a rigorous, standards-based curriculum. We prepare each deaf student to be literate, academically successful, and technologically competent. We provide a linguistically rich learning environment through the acquisition of American Sign Language and English both inside and outside the classroom.

Arne Duncan & Feds Spending Freely, Doing Little for Real School Reform
Yesterday, U.S. Education Secretary Arne Duncan came to town. The good news is he visited two of Denver’s autonomy schools: Bruce Randolph and Montclair. The Education Secretary certainly is saying the right things about how this approach can grow: “The business we should be in is scaling up what works as quickly as possible,” Duncan said. “Let’s take those lessons, let’s replicate them and move on absolutely as fast as we can with a sense of urgency. We have to get dramatically better as a country, and we need to do it as fast as we can.” The $5 billion pot of “Race to the Top” innovation money is supposed to fulfill this purpose. As pointed out by Swifty Charlie and Flypaper’s Mike Petrilli, the reality is that “Race to the Top” is the only part of the federal stimulus funds that has even a legitimate shot at advancing school reform. Colorado may make some modest strides with the innovation dollars, but it very well could be outweighed by the much greater opportunity and resources wasted.

Politician Double-Super-Killed School Spending Transparency: What's to Hide?
Mostly dead wasn’t good enough for some Colorado lawmakers when it comes to school spending transparency I’m young, and still learning about many different things. Like I’ve learned a lot about the word “transparency” this year – especially as it relates to taxpayer-funded schools making it easy for citizens to see how they spend their money. But I guess I’m still pretty naive, too. It’s hard to believe the lengths the chairman of Colorado’s House Education Committee was willing to go to make sure that Senate Bill 57 was not only mostly dead but double-super-killed, all-the-way dead. You have to read what the investigators at Face The State found out to believe it: Also known as Senate Bill 57, the bill was postponed indefinitely after four hours of committee debate that lasted late into the evening. Speaker Terrance Carroll and House Minority Leader Mike May arrived to work the next morning ready to revive it. But they were too late. When legislation is postponed indefinitely it is technically not dead until the committee report is officially filed with the House clerk. Colorado Charter-Friendliness Gets a B, As 41,000 Students Wait to Get In
I don’t know about you, but some parents give their kids money for getting certain grades on a report card. Not mine (at least they tell me they’re not going to), but that’s a different story. If Colorado were getting money based on how well it treated charter schools, how would it do? The Center for Education Reform‘s new report Accountability Lies at the Heart of Charter School Success says Colorado’s charter school law merits a B. Only eight states do better. Further, though our state’s charters receive significantly less funding than their other public school counterparts, their overall performance is commendable: In 2007, 74 percent of charters made federal accountability targets of Adequate Yearly Progress (AYP) while only 59 percent of conventional public schools did the same. Charter middle schools in Colorado are making the grade as well. In 2006, 55 percent of middle school charters were rated excellent or high by the state Department of Education, compared with 41 percent of conventional public middle schools.

Boulder Valley Decision to Sue State Charter Schools Made in "Plush Times"
The Boulder Valley school board doesn’t seem to be learning too quickly. As the Boulder Daily Camera reports, at least they have put off their decision to waste more taxpayer money by continuing their lawsuit against educational opportunity through the state’s charter school authority. But they’re not making many winning arguments to justify their past actions, either. My Education Policy Center friend Pam Benigno was quoted in the story: Pam Benigno, director of the Independence Institute’s Education Policy Center, said Boulder Valley leaders should be held accountable for their “waste of taxpayer money.” “I’m a strong supporter of school choice,” Benigno said. “Families should have as many options as possible, and the state charter institute is a good idea for Colorado.”
