New Rankings Should Lead to New, Better Conversations

While Education Week’s annual Quality Counts report is just one of many K-12 state rankings out there, it tends to get a lot of attention because it’s more accessible and easier to interpret that data directly from, say, the U.S. Census Bureau or the National Center for Education Statistics. The latest edition of that report was just released, which means we’re about to see a bevy of questionably accurate news articles, accusations, and assertions crop up in the near future. In the meantime, we can talk a little about the latest results and what they may or may not tell us. Some of you may remember that the Education Policy Center spent some time talking about Education Week’s 2016 Quality Counts report in a recent paper on Colorado school finance. Here’s a refresher on last year’s report: Published annually by Education Week, this report ranks states on “chance for success,” academic achievement, and school finance, with ratings in each of these categories consisting of both an overall grade and a number of more granular rankings. So… What Happens Now? Thoughts on What President Trump Means for Education

Something happened last night. I was already in bed, of course, but I could hear strange shouting downstairs. I couldn’t quite make it out, but it sounded like someone saying, “Wisconsin?! What?!” This morning I found my dad still awake, sitting in an arm chair with bleary eyes and a strange expression that I’m not sure I’ve seen on his face before. It was weird. It was really, really weird. I am, of course, referring to Donald Trump’s utterly astonishing victory over Hillary Clinton in last night’s presidential election. He deserves a hearty congratulation for defying the political odds and, in the end, pulling off exactly the kind of map-changing, crushing victory he said he’d accomplish. Truthfully, I never thought I would write the words “President-elect Trump.” But here we are.

New Finance Paper Sheds Light on Complicated Issues

Just last week, we were talking about the record number of local school-related tax increases on the ballot and how those increases fit in the context of school finance overall. I even had a reader named Larry write in to correct me on a misspelling of Michael Phelps’ name. I incorrectly thought his name was Michael Phelp (with no “s”). I suppose that’s what I get for not watching swimming. I am dreadfully ashamed of the error, and hope Mr. Phelps (and Larry) can find it in his heart to forgive me. Fortunately, I won’t need to make any swimming references today. Instead, I’d like to continue the conversation on Colorado school finance by briefly highlighting a new issue paper published by my Independence Institute policy friend Ross Izard.

Not All Records Are Good Records When It Comes to Taxpayers

Records are usually good things to set. Consider Jamaican Olympian Usain Bolt’s blindingly fast 100m dash record. Or maybe you’d be more impressed by U.S. Olympian Michael Phelps’ record number of individual medals—a record that hasn’t been touched since a guy named Leonidas of Rhodes won his 12th individual event in 152 B.C. That’s right, B.C. as in Before Christ. If you’re more into weirder records, you could ponder the couple who hold the record for most tattooed senior citizens, the man who maintains the world’s largest afro, the cat who holds the distinction of being the world’s longest housecat (at about four feet in length), or the llama who holds the record for highest bar jump cleared by a llama. Yep, that’s a real thing. But sometimes records aren’t so great. For instance, the record for “worst pandemic” goes to the bubonic plague, otherwise known as the “Black Death,” which killed about a quarter of the people in Europe back during the 1300s. My guess is that few people were excited about that one. And although tax increases are somewhat less terrible than society-ravaging outbreaks of plague (some may disagree on that point), I can’t imagine Colorado taxpayers are super […]

Pizza Pies and Dollar Signs

I love pizza. Do you love pizza? Oh, what a silly question! Of course you love pizza. Everyone loves pizza! But here’s the big question: Do you love pizza enough to spend $2.6 million on it? Denver Public Schools does. I ran across an interesting article this morning from Kyle Clark, my favorite 9News reporter, who has apparently discovered that DPS has negotiated an agreement with Blackjack Pizza for $886,730 in the first year. If the pizza “meets expectations” (whatever that means given that there is no such thing as bad pizza, only shades of deliciousness), the agreement could be extended for another two years. That brings the grand total to $2.6 million.

The Power of Financial Transparency (and Interns)

The last few days have been relatively quiet on the education news front, which means we don’t have a lot of really heavy stuff to discuss. That’s probably a good thing after yesterday’s enormous post on some recent voucher research finding negative academic impacts for participating students. Still, we should never let a good blog post go to waste. There’s always good policy meat to chew on. And as it turns out, the Independence Institute Education Policy Center has been plenty busy doing exactly that despite the summer doldrums. Today we’ll play a little catch up and cover some fantastic work on the part of one of the Institute’s summer interns, who decided to tackle a critical but often ignored aspect of education policy in Colorado: financial transparency.

Lessons from Boulder Valley: Hoping for No Strike and Even More

The negotiations surrounding the teachers union contract have broken down. Now the situation appears to be getting quite tense in the Boulder Valley School District. Last week I expressed my hopes that the teachers choose to act like professionals, rather than rehash last spring’s “sick out” or even worse. This Daily Camera report (complete with video) from Tuesday’s Boulder Valley School Board meeting indicates the growing possibility that my hopes may not be met: Union officials said they don’t know what value fact-finding would provide, and they’d rather go through the budget to find the money needed to move toward professional pay. Regardless of how negotiations move forward, King has said schools won’t be interrupted. The teachers’ union has said taking some sort of “job action,” such as a strike, is a possibility but they hope to avoid it. [emphases added] Four items to consider:

Will Colorado "Race to the Top" of the Class? Would That Be a Good Thing?

Update, 8/26: The witty voice of experienced education reformer Checker Finn eloquently notes that “the country’s most powerful education organization has fired a big grumpy shell across the bow of the country’s earnest and determined education secretary. This battle is joined.” I invite you to read his perspective. When it comes to the U.S. Department of Education doling out money to states for reform and innovation, is Colorado like the nerdy kid at the front of the class who sucks up to the teachers? That’s the colorful metaphor Education Week blogger Alyson Klein crafts to explain our state’s approach to getting Arne Duncan‘s “Race to the Top” money: If the competition for a slice of the $4.35 billion Race to the Top Fund were a K-12 class, Colorado would be the kid sitting right up front, wearing gigantic glasses, furiously taking notes, and leaping up to answer every single one of the teacher’s questions. The latest effort? A petition, sent to folks in Colorado, urging them to endorse the state’s bid. Hidden beneath the surface are concerns that Colorado might not meet the early expectations and be one of the top finalists.

Hoping Not to See More of the Same from Boulder, Teachers Union

It doesn’t seem that long ago the school year was winding down, and up in Boulder many teachers were calling in sick as a form of protest: sort of a collective temper tantrum. Now students and parents in the district may wonder what’s coming next. As the Boulder Daily Camera and Denver Post have both reported, 94 percent of Boulder Valley Education Association members (or about 75 percent of all Boulder Valley teachers) have voted to reject a contract offer that included across-the-board 1 percent bonuses but no permanent pay raise. Hey, I might vote against it, too — but for different reasons, I can assure you.

NEA Backs Obama Care Plan, Doesn't Bother Asking Member Teachers

For some reason, these days all the big people are talking a lot more about health care than education. Hey, I’m not a huge fan of going to the doctor or going to school. But at least at school, you’ve got some of your friends around you. And learning can be fun, too (but don’t tell my friends I said that). Anyway, my other friends in the Education Policy Center provide one overlooked example of how the two issues overlap with this post on the Independent Teachers blog: If you were a full-time member of the National Education Association (NEA) through joining your local teachers union, then you sent money during the 2007-08 school year to support the current proposal from Congress and President Obama to promote socialized medicine. According to the latest disclosure report filed with the U.S. Department of Labor, NEA gave $500,000 in 2007-08 to the group Health Care for America Now, a 501c4 political organization that is backing President Obama’s health care plan. (It is likely that NEA has made further contributions to this group since 2007-08, since NEA is listed as being a member of the HCAN steering committee.) Wow, you think the union could […]
