Sad to See Rocky Go, But Education Reporter Nancy Mitchell Should Stay

Today is a sad day, one that people who have been around a lot longer than I have seem to understand a bit more. No more Rocky Mountain News. There’s a nice tribute over at GoBash as a “bad day for education reform”, as well as a call for a moment of silence from Ed News Colorado. We will miss living in a two-newspaper town. The Denver Post reports that a lot of the big names from the Rocky will join the staff of the city’s sole remaining daily paper — including editorial page editor Vincent Carroll, political reporter Lynn Bartels, columnists Mike Littwin and Tina Griego, and sports writer Dave Krieger. But what about Colorado’s most decorated and talented education reporter: Nancy Mitchell? Her excellent “Leaving to Learn” series alone shows what a great asset she has been. I certainly hope Nancy Mitchell finds a way to stay in Colorado, and continue to provide the great coverage on education that this almost-6-year-old can only aspire to do someday.

Boulder Valley Decision to Sue State Charter Schools Made in "Plush Times"

The Boulder Valley school board doesn’t seem to be learning too quickly. As the Boulder Daily Camera reports, at least they have put off their decision to waste more taxpayer money by continuing their lawsuit against educational opportunity through the state’s charter school authority. But they’re not making many winning arguments to justify their past actions, either. My Education Policy Center friend Pam Benigno was quoted in the story: Pam Benigno, director of the Independence Institute’s Education Policy Center, said Boulder Valley leaders should be held accountable for their “waste of taxpayer money.” “I’m a strong supporter of school choice,” Benigno said. “Families should have as many options as possible, and the state charter institute is a good idea for Colorado.”

Edspresso is Hot These Days, Burning Down the Magical Money Tree

The horse isn’t dead yet, so I’m not going to stop beating it. I’ve already highlighted the silliness of the “magical money tree” solution to education coming from Congress. Let’s not mince words: the so-called “stimulus” bill in Washington, DC, is a disaster. A disaster for education reform, and a disaster for students – who would end up being burdened with far, far more debt than we can hope to gain from the proposed education spending. As much as I have enjoyed picking apart the nonsense of this gargantuan wasteful spending bill, the writers at the Edspresso blog truly have been in their heyday unraveling the topic. After a hot start a few years ago, Edspresso went through some tough, slow times. That appears to be in the past, though. The latest piece “Status Quo Education Stimulus” ironically lauds the National Education Association for showing us how “the stimulus bill is nothing more than additional funding for the education programs and structures that already exist, regardless of efficacy.”

Feds' Magical Money Tree Blowing Dollars Away from Education Reform

Last week I asked whether the federal “stimulus” bill and its magical money tree would do any good for education reform. It didn’t take long to have that naive question soundly rejected. The Flypaper blog’s Obama Administration Reform-o-Meter has taken a plunge with the news that the $125 billion in education funding attached to the so-called emergency spending measure is becoming less reform-friendly. Take the Senate committee’s approved version: The Teacher Incentive Fund (which supports merit pay programs): gone. Charter school facilities dollars: gone. Money for data infrastructure projects: gone. Language ensuring that charter schools have equitable access to the money: gone. The teachers unions firmly in control of the Democratic Party: back with a vengeance.

Westminster Switches to Standards System (the Next Doogie Howser?)

As I look forward to my full-time education here in Colorado, I have to wonder if innovative ideas like the program Westminster School District has started will catch on. From a 9News report (including video) (H/T Complete Colorado): The district will shed the traditional kindergarten through 12th grade system in exchange for a standards-based model with assessment levels of one through ten. Students of different ages will be grouped together by assessment level. Students can only move on the next level if they show proficiency in the standards at their level. “There’s nothing magic about nine months in a classroom or at a particular grade level,” said [superintendent] Dr. [Roberta] Selleck. “The critical component in our standards-based model is that time becomes the variable.” This model was developed by smaller school districts in Alaska. Adams 50 will be the first larger school district in the nation to eliminate grade levels, certainly the first in Colorado. Dr. Selleck says this will allow students to learn and advance at their own pace. Colorado Judges Rule in Favor of Funding Fairness for Charter Schools

Okay, the year is almost over. And you won’t see me writing anything here between now and 2009. So I thought it a good idea to close out 2008 with a post that has some good news. In yesterday’s Rocky Mountain News, Berny Morson reported on a Colorado court decision that almost got completely overlooked. But it definitely is good news: School districts must apply the same funding rules to charter schools as they do other schools, the Colorado Court of Appeals has held in a Fort Collins case. At issue is a provision inserted by the Poudre R-1 school board in the contract that governs the Ridgeview Classical Schools, a charter school. The provision allowed the district to reduce financial support to Ridgeview when students transfer out. [link added] Basic and simple fairness, right? Students should benefit from the same funding rules whether they are in a traditional public school or a public charter school. Either it’s a good idea to take funds away from a school when a student transfers after the fall attendance count, or it’s not. It shouldn’t be a good idea for charters and a bad idea for others, or vice versa.

Americans Should Be Generally Happy with New Education Secretary

The American people may not know all the ins and outs of education reform, but enough of them get the big ideas to give me hope for the future. Look at this recent poll from Rasmussen Reports (H/T Mike Antonucci): But two-thirds of U.S. voters (66%) say the teachers’ unions – the National Education Association and the American Federation of Teachers – are more interested in protecting their members’ jobs than in the quality of education. Only 23% of voters say educational quality comes first for the unions, according to a new Rasmussen Reports national telephone survey. Twelve percent (12%) are undecided…. Sixty-six percent (66%) of voters also believe the secretary of Education should be an advocate for students rather than teachers, but 19% say teachers should be the secretary’s priority. Fifteen percent (15%) aren’t sure. [emphases added] If we were to put A and B together, it seems that 2 out of 3 Americans should like the idea that President-elect Barack Obama didn’t select the unions’ favorite candidate to be Secretary of Education. Terry Moe: Democrats and Effective Education Reform in the Balance

The best education read of the Thanksgiving week goes to the Hoover Institution’s Terry Moe, writing in the Wall Street Journal: Democrats are fervent supporters of public education, and the party genuinely wants to help disadvantaged kids stuck in bad schools. But it resists bold action. It is immobilized. Impotent. The explanation lies in its longstanding alliance with the teachers’ unions — which, with more than three million members, tons of money and legions of activists, are among the most powerful groups in American politics. The Democrats benefit enormously from all this firepower, and they know what they need to do to keep it. They need to stay inside the box. And they have done just that. Democrats favor educational “change” — as long as it doesn’t affect anyone’s job, reallocate resources, or otherwise threaten the occupational interests of the adults running the system. Most changes of real consequence are therefore off the table. The party specializes instead in proposals that involve spending more money and hiring more teachers — such as reductions in class size, across-the-board raises and huge new programs like universal preschool. Okay, so the last time I told you Joe Williams from Democrats for Education Reform was about to appear on the Independent Thinking television program, it turned out to be a false alarm. Schedules change. Those things are beyond my control. But now I’ve been promised that this time it’s going to happen for sure. Boulder School Officials Won't Give Up on Case against State Charter Schools

I know, I know. Yesterday there was this big election, and some things happened that will have an impact on education reform in Colorado. I’m going to let you know more about that a little later. For now, regardless of winners and losers at the ballot box, there are real threats to face – like school officials who won’t give up on using the courts to wrest control and choice from parents: The Charter School Act was passed by the then-Republican controlled General Assembly in 2004 to meet a growing demand for charter schools statewide. The legislation established the Charter School Institute, which provides oversight and funding to state charter schools. Over the last four years, the Boulder Valley School District has consistently tried to tear down the law by challenging its constitutionality. The district says the law takes away its constitutional right to govern schools operating within its boundaries. Provisions in the state constitution allow school districts local control on education policy. This particular complaint was first heard in district court with two other similar cases brought forth by Adams County School District 50 and the Poudre School District.
