Many Rural Districts Like Four -Day School Week, No Reason for Amendment 66
Out on the campaign trail advocating for Amendment 66 (the election is over tomorrow… YAY!), state senator Michael Johnston (D-Denver) has used a variety of points to make the case for the billion-dollar statewide tax increase. One that showed up in a recent email report would be one that many Denver-area residents might gloss over. He touts having driven 28,000 miles for 600 meetings with 7,000 people, then writes: I am grateful that my kids can still go to school five days a week in a state where 80 school districts can only keep the doors open 4 days a week. The email message is not the only place the theme has been delivered. Among other places, Johnston also mentioned the four-day week as a plug for Amendment 66 on a recent Colorado Public Radio debate with my Education Policy Center friend Ben DeGrow. Weld County School Districts Stand Out on Safety, Fiscal Sanity, Sound Policy
It’s pretty rare to see a geographically-themed post like this one here. While Weld County has become a focus for some about a debate to secede and create a 51st state, more interesting to me is a series of stories that set apart a number of the county’s school districts. The 12 school districts in northern Colorado’s mostly rural Weld County rank it second in the state to El Paso County, which has 15 different districts. Stealing the headlines a couple days ago was Weld Re-10J, better known as Briggsdale School, for adopting a student safety plan that includes enabling teachers and other staff to carry concealed firearms on school property. About 9 months ago I told you about the defeat of Senate Bill 9, which “would have allowed school boards to authorize carrying of concealed weapons in schools.” Apparently, Briggsdale has found a loophole that the Dolores County School District devised earlier this year. Teachers Union Leaders Miscalculate in Adams 12, Misbehave in DougCo
The campaign silly season just got sillier. A union-backed school board candidate in Adams 12 was just ruled to be ineligible for office because she lives outside the correct district boundaries. To think, two weeks ago she was most famous for subjecting her toddler son to a Klingon language immersion program. Yesterday’s unexpected development makes one wonder whether Amy Speers or the local teachers union that spent $39,000 on her candidacy knew she lived in the wrong district and tried to hide it, or just avoided doing their homework. Due to population changes, the Board of Education followed the law and redrew the boundaries back in May 2012. So it wasn’t exactly new or secret. In late 2011, Speers vied for the District 4 vacancy created by Heidi Williams‘ resignation to serve as mayor of Thornton. Rico Figueroa was chosen instead and now runs unopposed to keep the seat, because no one apparently paid enough attention to the fact that the new boundaries moved Speers into another district. Democrat Groff Backs Dougco Reform, as Vote Fraud Talk Enters Election Fray
Several weeks ago I warned you about the onset of the campaign “silly season.” But then sometimes, like the last 24 hours or so, we get to see how seriously a local school board race can be taken. So seriously, it would seem, that a supporter of the union-backed Douglas County school board candidates was describing voter fraud intent to her anti-reform compatriots on Facebook. The public leak, detected and captured by a concerned citizen, quickly caught the attention of places like Denver morning talk radio.

Where Do School Board Candidates Stand on Collecting Union Political Dues?
We are now well into the silly season of school board campaigning, but the union leaders displaced from Douglas County sure are taking matters seriously. More than a year ago, the American Federation of Teachers lost its monopoly bargaining power when the collective bargaining agreement expired. But as the Colorado Observer reports, their union rivals at the Colorado Education Association sure have their eyes on the prize. An email from the CEA’s vice president tried to drum up support at a recent rally protesting against the pro-reform school board.

All my education reform friends out there, you and I very likely have been getting too comfortable. Or perhaps just too naive, or maybe too lacking in ambition. Campaign "Silly Season" Starts to Emerge in Colorado's Largest School Districts
For reasons I don’t even have time to get into, big people often call the weeks leading up to an election the “silly season.” Most think of that in terms of presidential or Congressional races. Not so much when school board elections come around, and here in Colorado that’s in the fall of odd-numbered years. Lest you think school board elections aren’t a big deal, I have to remind you that local Colorado boards have a great deal of constitutional prerogatives and power. They just have to be ready and willing to use it. Besides, just ask a current University of Colorado Regent, a former state treasurer, and a former lieutenant governor who are all vying for positions this year. Two of them are running in three of the state’s largest districts, where the “silly season” has reached full bloom. The former lieutenant governor is Barbara O’Brien, competing for an at-large seat on the Denver Public Schools (DPS) board. As the Denver Post reports, she just happens to be the target of an interesting attack from her opponent. I Want to Put a Great Big Asterisk on a Compelling Jay Greene Argument
This week one of my favorite researchers and thought leaders in the world of K-12 education, Dr. Jay Greene, produced an insightful blog essay titled “Fix Schools by Not Fixing Schools.” His argument isn’t as odd as the title makes it sound: I understand that urging reformers to focus on fixing traditional schools by not fixing traditional schools sounds like abandoning the millions of children who remain in those schools, but that is simply not the case. The best hope for improving the situation of those children in traditional public schools is by expanding access to alternatives and enriching out-of-school experiences. If we succeed in expanding access to quality alternatives, more and more of those children will benefit by being able to take advantage of those alternatives. In addition, traditional public schools may be more willing and able to adopt reforms that are appropriate for their circumstances as they learn about what alternative providers are doing and feel some pressure to take steps to attract and retain their students. Learning about Douglas County K-12 Innovation: Read. Watch. Share. Repeat.
Seeing as how it’s been at least a couple days since I’ve mentioned Douglas County, it seemed like the perfect time to make sure you all also saw my Education Policy Center friend Ben DeGrow’s new op-ed in the Colorado Observer: There is nothing more difficult to take in hand, more perilous to conduct, or more uncertain in its success, than to take the lead in the introduction of a new order of things,” Machiavelli wrote in his 500-year-old classic The Prince. The Florentine political philosopher keenly recognized the challenges of undertaking any kind of major reform project. A conservative area like Douglas County is no exception, where the grievances of displaced interest groups have helped to forge a focused and empowered political opposition. In 2011, two years after reformers swept a majority of seats, Dougco’s school board became the nation’s first to adopt a local private school choice program. The action triggered a costly (but privately funded) lawsuit and the beginnings of a resistance.

Teacher Engagement Research Adds to Case for Compensation, Tenure Reforms
Little Coloradans like me have to grudgingly admit that, yes, good ideas and insights can come from Kansas, at least from time to time. In this case, a University of Kansas researcher conducted a study and found that newer teachers are more likely to be engaged at their jobs than many of their senior colleagues. The findings, based on Gallup’s 2012 broad national survey of teachers, bear some examination: According to [researcher Shane] Lopez, K-12 teachers with less than one year of experience are the most engaged teachers at work, at 35.1 percent, based on survey data. Engagement falls precipitously to 30.9 percent for teachers with one to three years of experience, and it falls further to 27.9 percent for educators with three to five years of experience. Engagement improves slightly for teachers with five to 10 years of experience (30.8 percent) and again for those teaching more than 10 years (31.8) but is still significantly lower than the first-year rate. It took me awhile to realize that “engagement” referred not to a status of someone who is planning to get married but to active effort, dedication, and focus on classroom responsibilities.
