Legislative Session Starts: Time to Require Later Bedtimes, More Dessert

In just a few minutes the excitement begins anew: the Colorado state legislature reconvenes. With the economy in the doldrums and tax revenues down, it’s going to be an interesting four months under Denver’s golden dome. But what about the kids? What about K-12 education? Ed News Colorado gives us a preview of the speeches and schedules that kick off the new session. Ed News also takes a look at some of the bigger education issues that figure to be debated. Standardizing a system of concurrent enrollment, creating unique teacher identifiers, adding flexibility to the School Accountability Report, cutting back on CSAP tests, expanding charter school access to bond money – all these figure to be important debates. Given time, I’ll jump into all of them. For now, though, I wanted to hone in on this one: There’s talk that several lawmakers are interested in legislation to encourage greater parental involvement in schools, including possibly a bill that would require businesses to give employees time off for school activities. Wake Up, Colorado! Maybe We Ought to Fix the School Finance System First

By lobbying for an overhaul of tax-and-spending measures in the state constitution, the education establishment groups that came together to form Believe in a Better Colorado are barking up the wrong tree. Or at least they have put the cart before the horse. Pick your favorite overused cliche. Until we fix the way schools are funded, it’s a futile effort. That’s why my friends in the Education Policy Center recommend a careful look at Facing the Future: Financing Productive Schools from the Center for Reinventing Public Education. Co-authors include Paul Hill and Marguerite Roza, two of the sharpest minds to study the current school system and what could work better. Here is a key excerpt from the report explaining the problem: Overall, we have a system in which so much is controlled by decisions made in the past, sometimes for reasons and on behalf of people who are no longer in the system, and at such a distance from schools, that educators have scant flexibility to adapt to the needs of here and now. Could Unelected Judges End Up Writing Colorado's School Finance Laws?

According to the Alamosa Valley Courier, the Colorado Supreme Court has agreed to hear a case that could redefine how (and how much) schools are funded: A lawsuit initiated by Anthony Lobato and family of Center along with 14 San Luis Valley school districts and other districts statewide will go before the state Supreme Court sometime early next year, according to attorney Kathleen Gebhardt. Lobato vs. the State Board of education [sic] went before the Court of Appeals in Denver for oral argument Jan. 7 of this year. The Appeals Court quickly returned a decision stating that the State had no jurisdiction in the matter, so the case could not be referred for trial to the appropriate court. I haven’t had the chance yet to take the course in civics that teaches the different jobs of different branches of government. But I’m told that the legislature is elected to make laws, and the judges are appointed to interpret them. The history of these kinds of school finance lawsuits in other states should teach us this is the wrong path to go down. Evidence from D.C. Shows Need to Improve Focus on School Accountability

There’s a great story in the Washington Post today about the positive impacts of No Child Left Behind (NCLB) accountability on poor and needy students in and around our nation’s capital (H/T Joanne Jacobs): Since enactment of the No Child Left Behind law, students from poor families in the Washington area have made major gains on reading and math tests and are starting to catch up with those from middle-class and affluent backgrounds, a Washington Post analysis shows. The achievement gap between economic groups, long a major frustration for educators, has narrowed in the region’s suburban schools since President Bush signed the law in 2002, according to Maryland and Virginia test data. In Montgomery County, for instance, students in poverty have earned better scores on Maryland’s reading test in each of the past five years, slicing in half the 28 percentage-point gulf that separated their pass rate from the county average. They also have made a major dent in the math gap. In Fairfax County, another suburban academic powerhouse, such students have slashed the achievement gaps on Virginia tests.
