Healthy Skepticism about Magical Money Tree and Education Reform

The federal government’s “magical money tree” can make untold billions of dollars out of thin air to spend on a wide array of pork projects and various government programs. But what will the money earmarked for education do to promote lasting and effective reform to help student success? Plenty of lip service has been given to this notion. Don’t worry. You aren’t alone in having good reason to be very skeptical of the “stimulus” leading to real education reform. Months ago, when the stimulus was first passed, my Education Policy Center friend Ben DeGrow made the observation: While unconditionally dumping more funds into schools may help to guarantee jobs, it won’t help the ones who need it the most. We’re all in good company now. Are More Teacher Licensure Alternatives on Their Way to Colorado?

Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Parents Need to Learn about School Choice? We're On It Here in Colorado

A new Education Sector report by Erin Dillon suggests that too many parents (especially the poorer ones) don’t know enough to make the right decisions when they have school choice options: Reformers working to improve banking and food services in the district’s low-income neighborhoods and around the nation have already learned these lessons. In recent years, they’ve moved aggressively to provide sophisticated market analysis to private sector firms, making the case that poor neighborhoods represent an untapped source of profits. They’ve forged strong connections with local community organizations that reach out to new consumers and help customize services to meet local needs. They’ve provided crucial start-up funds for small businesses and have encouraged these businesses to be flexible in how and where they serve residents. And they’ve worked hard to build knowledge and expertise among the consumers who drive demand. Joanne Jacobs agrees: School choice proponents should learn how to help low-income parents recognize high-quality schools and avoid the duds. Research Shows Information Changes Public Opinion on School Funding

One of the main things my friends here at the Education Policy Center do is to shed light on the public debate with information. It’s good to see in scientific terms that information makes a difference with people’s opinions about important policy issues related to education. The new issue of Education Next highlights the research of University of Chicago Professor William Howell and Brown University Professor Martin West — who tested this idea in the area of whether schools should receive more funding. Here’s a sample of what they learned: The average per-pupil spending estimate from respondents to the 2008 Education Next/PEPG survey was $4,231, and the median response was just $2,000; but for these respondents, local average spending per pupil at the time exceeded $10,000. When told how much the local schools were spending, support for increased spending dropped by 10 percentage points, from 61 percent to a bare majority of 51 percent. Howell and West find that these differences in opinion based on exposure to key information are consistent across a wide range of socioeconomic backgrounds, views about the local public schools, and political ideologies. “It’s clear that the American public is quite willing to update its views […]

Jay Mathews Inspires My Radical Ideas to Spend $100 Billion on Education

In today’s Washington Post, education columnist Jay Mathews raises the question: If you had $100 billion to fix our schools, what would you do? Faithful readers know I was skeptical of the federal government’s “magical money tree” a few months ago. My sentiment hasn’t changed. Some ideas for spending 100 billion (that’s a 1 followed by 11 zeroes) new smackeroos in the education bureaucracy inevitably will be better than others, and some may end up yielding some positive results. In his column, Mathews grades five proposals for spending the money, realistically noting of those who submitted the proposals: Their goal is to get the biggest change by January 2012. I think they are dreaming. The federal stimulus is designed to save jobs, not raise student achievement. But some (not all) of the ideas are so good some states might (repeat, might) be tempted to try them. Arne Duncan & Feds Spending Freely, Doing Little for Real School Reform

Yesterday, U.S. Education Secretary Arne Duncan came to town. The good news is he visited two of Denver’s autonomy schools: Bruce Randolph and Montclair. The Education Secretary certainly is saying the right things about how this approach can grow: “The business we should be in is scaling up what works as quickly as possible,” Duncan said. “Let’s take those lessons, let’s replicate them and move on absolutely as fast as we can with a sense of urgency. We have to get dramatically better as a country, and we need to do it as fast as we can.” The $5 billion pot of “Race to the Top” innovation money is supposed to fulfill this purpose. As pointed out by Swifty Charlie and Flypaper’s Mike Petrilli, the reality is that “Race to the Top” is the only part of the federal stimulus funds that has even a legitimate shot at advancing school reform. Colorado may make some modest strides with the innovation dollars, but it very well could be outweighed by the much greater opportunity and resources wasted.

Politician Double-Super-Killed School Spending Transparency: What's to Hide?

Mostly dead wasn’t good enough for some Colorado lawmakers when it comes to school spending transparency I’m young, and still learning about many different things. Like I’ve learned a lot about the word “transparency” this year – especially as it relates to taxpayer-funded schools making it easy for citizens to see how they spend their money. But I guess I’m still pretty naive, too. It’s hard to believe the lengths the chairman of Colorado’s House Education Committee was willing to go to make sure that Senate Bill 57 was not only mostly dead but double-super-killed, all-the-way dead. You have to read what the investigators at Face The State found out to believe it: Also known as Senate Bill 57, the bill was postponed indefinitely after four hours of committee debate that lasted late into the evening. Speaker Terrance Carroll and House Minority Leader Mike May arrived to work the next morning ready to revive it. But they were too late. When legislation is postponed indefinitely it is technically not dead until the committee report is officially filed with the House clerk. "I Ask You, President Obama, to Please Save My Scholarship"

My tummy feels sick today — not because of something I ate, or any bug or anything. But because of the news that Congress’s latest spending binge includes a provision to take away school choice from some of the neediest kids in the nation’s capital. These kids can tell you why it’s important for President Obama to stop what Congress is trying to do (H/T Matt Ladner): I’ll let the Wall Street Journal sum up with its excellent editorial today: On Tuesday, Mr. Obama spoke of the “historic investment in education” in the stimulus bill, which included a staggering, few-strings-attached $140 billion to the Department of Education over two years. But he also noted that “our schools don’t just need more resources; they need more reform,” and he expressed support for charter schools and other policies that “open doors of opportunity for our children.” If he means what he says, Mr. Obama won’t let his fellow Democrats consign 1,700 more poor kids to failing schools he’d never dream of letting his own daughters attend. Making the Best of an Overstimulated Situation for Colorado Students

You know how this almost-six-year-old is no fan of the huge spending bill the President flew out here to sign last week. While it sounds nice on paper, I’m here to clue you in to the fact we aren’t going to be saved by a “magical money tree”. In the meantime, my Education Policy Center friend Ben DeGrow has a tip on how to make the best out of a bad situation. As he writes in yesterday’s edition of the Colorado Daily – if nearly a billion dollars is going to flow into Colorado for the purposes of K-12 education, let’s at least attach it to some serious and radical reforms: If the federal government is bound to spend untold billions it doesn’t have on education, nearly all would be better served by a student-centered approach to distributing the funds. Washington would do much better to offer incentives to states and school districts that attach funds directly to students, empowering families with a wide array of public schooling options. Citizens Speak Out Loud and Clear for Transparent Colorado School Spending

A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times.
