New Friedman Report Highlights Why School Choice Benefits Teachers, Too
For some reason these last days of the school year have me busy. So I don’t have a lot of time to write — except that I wanted to point out something especially for teachers (who must be even busier than I am, I guess). A great new study released by the Friedman Foundation compares data from the U.S. Department of Education’s Schools & Staffing Survey and traces the attitudes of public school teachers vs. private school teachers on a whole host of issues. Out of the many results highlighted by co-authors Dr. Greg Forster and Christian D’Andrea, I wanted to bring your attention to a short few: Private school teachers are much more likely to say they will continue teaching as long as they are able (62 percent v. 44 percent), while public school teachers are much more likely to say they’ll leave teaching as soon as they are eligible for retirement (33 percent v. 12 percent) and that they would immediately leave teaching if a higher paying job were available (20 percent v. 12 percent)….

Brad Jupp the Latest Reformer Off to D.C.: Who Will Fill His Shoes?
Education Week‘s political blogger Alyson Klein wrote yesterday about another one of Denver’s education reform leaders being exported to the nation’s capital: Secretary of Education Arne Duncan has a new teacher quality adviser … and he’s got a foot in both the merit pay and union camps. Brad Jupp is formerly a senior policy adviser to Denver-schools-superintendent-turned-U.S.-Senator Michael Bennet. In that role, he worked on school and district performance improvement and accountability, teacher effectiveness, and school choice, among other issues. After being on the short list for the job Duncan now holds, DPS superintendent Michael Bennet was appointed U.S. Senator. More recently, state senate president Peter Groff was appointed to direct an office in the U.S. Department of Education. Now Jupp joins Groff in the Department in the special role of teacher quality adviser. I would be remiss not to observe that when it comes to Brad Jupp, Denver’s loss is D.C.’s gain. He has a tough job cut out for him — that’s usually the case when it comes to effecting change in the Beltway bureaucracy. Krista Kafer Helps You Figure Out What Makes a Charter School Good
A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF). Amandla Charter Closure Exceptional, Sign of the Institution's Strength
The Denver Post‘s Jeremy Meyer reports that Denver Public Schools is closing the troubled Amandla Charter Academy — a contract school re-applying to become a charter school. Given the known facts (a checkered past, ongoing financial problems, poor academic results, and lack of a “coherent education program”), it looks like a tough but very good decision by the school board. Public charter schools are an important option in the school choice menu, the institution should be strengthened, and their leaders and managers should be empowered for success. But we have to recognize one of the inherent strengths of charters is that they can be closed down effectively if they fail. That being said, Edspresso is correct to emphasize that decision makers must be “serious about understanding and reviewing original data before making conclusions” about charter school closures. For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model.

Teachers Union Puppets Aren't Cool Like Kermit the Frog & Friends
I’m 5 years old. Generally speaking, I like puppets and think they’re pretty cool. Recently learning that Kermit the Frog himself was a puppet (or muppet, you know what I mean) only increased my respect for him. But when heavily-funded teachers unions use other groups as puppets to oppose education reforms like choice and accountability — reforms that help kids like me, but especially kids in more dire straits — that’s a different story. Case #1: Thanks to the hard work of the Education Intelligence Agency’s intrepid Mike Antonucci, we learn that there’s more than meets the eye when it comes to the group Republicans Opposing Voucher Efforts (ROVE). The company that registered the ROVE website is run by a former high-level National Education Association (NEA) staffer. As Greg Forster notes, it “sure looks a whole lot like it has the NEA’s arm sticking out the bottom”.

SB 130 Choice for Autistic Kids Clears One Hurdle, House Education Awaits
Yesterday I brought news of a troubling development at the State Capitol. Today, I decided to shift to the positive — because hope for autistic children in Colorado is just a bit brighter. School choice champion Senator Nancy Spence‘s Senate Bill 130 passed one house of the state legislature, reports Colorado Senate News: Spence, a leading statehouse voice for school reform, faced months-long opposition from charter school opponents, who argued that the plan would take money away from public schools and provide an unnecessary service to children with autism. Spence maintained that the bill isn’t about taking on the public-education bureaucracy or taking funding from public schools; it’s about providing autistic children with a school that specifically serves their unique needs, she said. “We have a responsibility to do more for families struggling to address the needs of their autistic kids,” Spence said. “Children suffering from this disorder are just one small subsection of our society that aren’t being adequately served by our public schools.”

Momentous Time of Challenges and Opportunities for School Choice
I may not have been able to throw my Legos far enough to hit him, but Education Secretary Arne Duncan is taking plenty of lumps from others, reports Joanne Jacobs and Jay Greene (see here and here and here). Of course, what Duncan is allowing to happen to the Washington DC Opportunity Scholarship Program is perhaps just the most outrageous of the latest challenges to school choice. There’s also the recent Arizona Supreme Court decision, and continuing attacks against the Milwaukee voucher program. Who in Congress Opts for Private Schools But Denies Choice to Others?
The clever folks at the Heritage Foundation have done it again, coming up with a new version of a classic survey (H/T Core Knowledge Blog): The new survey revealed that 38 percent of Members of the 111th Congress sent a child to private school at one time. (See Appendix Table A-1.) Of these respondents, 44 percent of Senators and 36 percent of Representatives had at one time sent their children to private school; 23 percent of House Education and Labor Committee Members and nearly 40 percent of Senate Health, Education, Labor, and Pensions Committee Members have ever sent their children to private school; 38 percent of House Appropriations Committee Members and 35 percent of Senate Finance Committee Members have ever sent their children to private school; and 35 percent of Congressional Black Caucus Members and 31 percent of Congressional HispanicCaucus Members exercised private-school choice.[6](See Chart 1.) Are Education Lobbyists Handing Out Cue Cards at the Colorado Capitol?
Jay Greene’s blog has a humorous – but sad – story of how New York City teachers union operatives were caught red-handed passing out cue cards (including one with a misspelled word) to City Council members. Because we really need school boards and other policy makers to do the thoughtless bidding of adult interest groups rather than stand up for the interests of children and taxpaying citizens, right? I’m obviously being sarcastic there. But seeing that funny post made me wonder whether cue cards recently may have been passed out at the Colorado State Capitol: What cue cards were given to legislative opponents who slapped down school choice twice in the same day? Who wrote the script for the lawmaker who needed help from Grover to distinguish public from private (another legislator raised the same question on another bill at another hearing)? Who authored the cue cards for the education committee chair to ignore critical findings about school employee pensions so he could grandstand with frivolous attacks? What lobbying interest group told the same committee chair to thwart the will of the people and double-super kill school spending transparency?
