The Power of Financial Transparency (and Interns)

The last few days have been relatively quiet on the education news front, which means we don’t have a lot of really heavy stuff to discuss. That’s probably a good thing after yesterday’s enormous post on some recent voucher research finding negative academic impacts for participating students. Still, we should never let a good blog post go to waste. There’s always good policy meat to chew on. And as it turns out, the Independence Institute Education Policy Center has been plenty busy doing exactly that despite the summer doldrums. Today we’ll play a little catch up and cover some fantastic work on the part of one of the Institute’s summer interns, who decided to tackle a critical but often ignored aspect of education policy in Colorado: financial transparency.

Colorado State Board of Education Opens up the ESSA Conversation

I broke out my (heavily used) soap box a couple weeks ago to talk about the importance of having a seat at the education policy grown-ups table. We talked about Hillary Clinton’s promise to guarantee the National Education Association some level of policy influence, as well as some of the questionable stuff that has come out of working groups here in Colorado that are woefully devoid of any semblance of balanced perspectives. I finished the post by calling for Colorado’s new working committee on the Every Student Succeeds Act to be more inclusive of reform-minded voices, and worried aloud that the deck had already been stacked in favor of the omnipresent education establishment. New Profile Highlights Crossroads School in Longmont

I had a serious internal debate with myself this morning about whether I should use a Friday post to engage in a major policy discussion. There are several such discussions out there that we need to have, and have them we shall. But I think I’ll save you the brain damage for now and instead engage in a little shameless self-promotion. Well, not quite “self-promotion,” since I, Little Eddie, didn’t technically write “Altering Course: A Profile of Crossroads School.” My Independence Institute policy friend Ross Izard took care of that. Then again, it just so happens that I agree with Ross on every issue—sometimes to the point that people allege that we may, in fact, be the same person. Which sort of reminds me of a funny meme:

NEA's Push for "Ethnic Studies" Raises Questions

I think it’s great to see people stand up for minority kids. My policy friend Ross Izard’s recent profile of Arrupe Jesuit High School was a reminder of just how powerful those efforts can be, particularly in the context of using educational choice to provide opportunities these kids otherwise would not have. Some of you may also remember Ross’s other article on testing and teacher tenure, in which he cites the Vergara decision knocking down California’s tenure law. In that decision, the judge commented that tenure’s tendency to keep not-so-great teachers in front of kids who most need great ones “shocks the conscience.” Tenure reform is a critical part of correcting this problem and making sure every kid reaps the benefits of having a great teacher. But maybe minority kids don’t need all those fancy, newfangled opportunities or consistently fantastic teachers. Maybe they just need some more “ethnic studies” classes. So goes the thinking at NEA headquarters.

New Arrupe Jesuit Profile Highlights the Power of Educational Freedom

It’s almost time for July 4th! We’re only hours away from barbeques, fireworks, and copious amounts of flag waving. Before we get to that stuff, though, let’s take a few minutes to talk about a different kind freedom: The kind that empowers kids without means to access the high-quality educational options they need to build better futures. Although states around the country have been busy adopting school choice programs, Colorado has been stubbornly slow to expand options for its students. This frustrating fact is highlighted by the recent Douglas County voucher decision. While the Dougco decision has teed up an incredibly important fight over discriminatory Blaine Amendments around the country, that fight will take time. And time is something that many low-income or at-risk kids do not have on their side. Recognizing this fact, some private schools are finding ways give low-income kids the freedom to chart their own courses even in the absence of educational choice policy. My Independence Institute policy friend Ross Izard recently published a profile of Arrupe Jesuit High School, a private Catholic high school in Denver that uses an innovative model to serve exclusively low-income kids, the overwhelming majority of whom are ethnic minorities.

Drumroll, Please: The Great Testing Debate of 2015 Nears Conclusion

This is it, my friends. We have entered the final phase of the Great Testing Debate of 2015 as the legislature speeds toward the finish line. We’ve been talking about testing since the session began back in January (and even before then), but it looks like we’re nearing the end of the discussion. While we may not be able to fully pull ourselves out of the testing rut, there is now hope that we will see some forward progress. Colorado’s legislators have pulled together a hasty compromise that attempts to merge the two remaining big testing bills on the docket—HB 1323 and SB 257—by amending them to be identical to one another. Both bills passed the opposite chamber’s education committee last night.

NEA President Reminds Us That Education Policy Belongs in Legislatures, Not Courts

I don’t want to write about the teachers union today. I already did that this week, and it resulted in a whole bunch of grownups calling me and my friend Ross Izard ugly names. When I told Ross, he just laughed and said “If you’re catching flak, you’re over the target.” I don’t really know what that means, but I know I don’t like meanies. Besides, I’d much rather write about the fact that the top schools in Denver are charters, or a weird math thing called Simpson’s Paradox and how it relates to the recent release of NAEP social studies scores. Even better, I’d like to just post a video of a dinosaur and leave it at that. Unfortunately those things aren’t in the cards (today). My friend Jason Bedrick caught my attention with a tweet too fantastic to ignore this morning: Fine. We’ll talk about unions again. I have no choice if they’re going to make it this easy.

If You Want Something Done Right: CEA Steps into Thompson's Union Negotiations

After observing many of them on the playground, I can say that bullies are interesting creatures. Usually, they figure they can just push you around without any resistance. But stand up to them just a little, and they have to reevaluate. That reevaluation usually involves a two-step process. First, they try out nasty underhanded tactics like those used by the Jefferson County Mean Girlz. If that doesn’t work, or they meet more resistance (as the Mean Girlz certainly did), they often run off to find bigger, meaner friends to back them up. It appears that the Thompson Education Association has been paying attention to the Jeffco edu-blob’s failures on step one of the bullying handbook. The district’s union and its supporters have skipped straight to step two and called in reinforcements from the Colorado Education Association, our state’s powerful and extremely political teachers union.

What's a "Bedfellow"? New Article Takes a Look at Weird Alliances and Tenure Reform

Late last year, I wrote about the sticky testing issue knot. After a series of weird events on the State Board of Education and the early prospect of a strange alliance between Republicans and teachers unions during the ill-fated effort to reauthorize ESEA, we may be looking at more of a sticky testing issue black hole. Now, though, things are beginning to reach maximum weirdness, with the same strange alliances seen in Congress being observed in Colorado. So yeah, stuff’s complicated. It’s getting tough to make sense of it all. That’s why I was glad to see my Independence Institute friend Ross Izard’s new article, “Strange Bedfellows: Teachers Unions, Conservatives, and Tenure Reform.” I’m pretty sure I’m too young to know what a “bedfellow” is, but I think I see what Ross is trying to convey. The article takes a long, hard look at the differing motivations behind the oddly aligned conservative and union pushes against testing and for opt-outs. Keeping the Conversation Going: Independence Institute's New National School Choice Week Video

I’ve spent a lot of time at the Colorado State Capitol over the last month or so. Committee hearings, meetings, awkward hallway loitering—you name it, this little guy has done it. But by far the most fun I’ve had under the golden dome was the National School Choice Week rally last month. I hope you were there too, because I made a list. Did you really think those bright yellow scarves that your favorite ruggedly handsome policy analysts handed out were just for show? But just in case you weren’t around to be counted with the hoard of yellow-clad school choice supporters, my friends at the Independence Institute put together a fun little video on the rally. Specifically, Damon Sasso and Justin Longo deserve a huge shout out for their great work filming, editing, and polishing the video. They even managed to make Ross Izard sound good, and believe me when I tell you that’s tough to do. Ben DeGrow conducted the interviews, and he did so well that I’ve heard he’s been nominated to replace now-disgraced NBC anchor Brian Williams. Without further ado, here’s the video:
