West Denver Prep Gets Well-Deserved Attention: An Example to Be Followed
Successful schools need to be highlighted, and West Denver Prep Charter School gets the appropriate treatment from Nancy Mitchell in today’s Rocky Mountain News: West Denver Preparatory Charter School was born over lukewarm coffee in the basement of a church called The Pearl in a graffiti- stained neighborhood at the south end of Federal Boulevard. In meeting after meeting, a carefully selected and diverse group – The Pearl’s minister, the city’s chief operating officer, a troubled kid from L.A. turned veteran teacher – drew the bones of a school they hoped would change minds about what can be achieved in public education in Denver. Today, West Denver Prep ranks No. 1 among the city’s 44 middle schools in the academic growth of its students. It stages annual lotteries to select pupils from an overflow of applicants and, from those not chosen, tears are not unusual. [emphasis added] Read the whole thing. New CSAP Scores Tell Colorado It's Time to Advance in School Reform
There’s a big hubbub today about CSAP results being announced. For those of you who don’t know, CSAP stands for Colorado Student Assessment Program – it’s the battery of tests in reading, writing, math, and science that help people to see how well schools and students are performing. The folks in the Education Policy Center and others like them get really excited on days like this, because of all the new information and what story it might tell. I guess this year is really special, because a new “growth model” has been introduced that allows for better measurement of individual student and school progress from year to year. Me? I haven’t had to take any CSAPs yet – frankly, I could do without tests altogether. But I understand why many people might think they are important. Anyway, the Rocky Mountain News has the basic rundown on the latest CSAP scores, and once again, hoped-for progress is not being achieved: Results were up in 11 of the 24 tests given in reading, writing and math in grades 3 through 10. Mile High Parent Campaign Should Reward Time on School Choice Site
Lousy parenting is a typical scapegoat of those who resist public school accountability or who make excuses for poor performance. Not all parents fulfill their responsibilities, and certainly none are perfect. But the overwhelming number of parents want to see their kids reach their fullest education potential. In that light, an idea like this one seems to make sense: The Mile High Parent Campaign, set to begin on the first day of school this fall, is designed to track the time DPS parents spend furthering their kids’ education. The goal is 5,280 minutes a year, or 30 minutes a school day. “I’m just hoping to bring a little more awareness of the importance of parent engagement and to celebrate things that we, as parents, do on a daily basis,” said Marlene DeLa Rosa, chairwoman of the Parent Empowerment Council. Parents who enroll in the program will log their time online or complete a form that details how they assisted their children. Someone Besides the Federal Government Can Fix the Summer Slide
It’s Friday, it’s hot, and I don’t want to make my Education Policy Center friends work too hard. But before I take a weekend break, here’s a story from the Rocky Mountain News that caught my attention: Summer slides occur in more than just water. During summer months, poor children fall behind academically more than wealthy children do. In fact, two-thirds of the learning gap between rich and poor can be attributed to unequal summer learning activities, research shows. Education activists call this the “summer slide” for students in Denver Public Schools. The story goes on to highlight calls for more federal funding of a special summer school program. I’m still young enough to believe this kind of stuff, but do these grown-ups really think a new government program is the best way to address the problem? What about the idea of year-round school? Or maybe at least summer school programs that aren’t dictated by bureaucrats in Washington, D.C.? Okay, that’s enough. If you’ll excuse me now, I think that water slide idea sounds really good.

Bruce Randolph Free to Enforce High Expectations, End Social Promotion
Denver’s Bruce Randolph School, which serves a challenging, high-poverty student population, is really working to change the culture from the ground up. The Rocky Mountain News‘ Nancy Mitchell reports that Bruce Randolph – led by Principal Kristin Waters – is putting a stop to social promotion. The school has signed contracts with the parents to ensure high expectations are kept and that students can avail themselves of needed interventions to help them make it to the next grade: Bruce Randolph’s part of the bargain was to closely monitor student achievement and to step in as soon as teachers saw a child struggling. So they launched tutoring Mondays and Wednesdays after school in the fall. They began Saturday school in October. They launched a week of intense remediation, which came to be known as “F-land,” in December. At the year’s midpoint, letters went home notifying parents if their children were facing retention. Letters went home again three-quarters of the way through the school year. In April, staff started weekly monitoring for failing grades. “All year long, we’ve talked to the parents,” Waters said. “And every time, parents have been supportive.” In May, teachers began calling homes to tell them the bad […]

Why Aren't Union Leaders Listening to Montclair's Request to be Free?
Last week I gave a “cautious hooray” to the new Innovation Schools Act, which makes it easier for individual schools to free themselves from the red tape and union rules that crush reform efforts. The movement came to life last December when Bruce Randolph School asked for autonomy. Bruce Randolph and Manual High School have had a hard time getting the local teachers union to approve their requests. Now another Denver school – Montclair Elementary – has come forward, reports the Rocky Mountain News, only to face similar obstruction: Montclair teachers voted 22-1 in favor of seeking autonomy, and the staff sent the request to DPS and to the teachers’ union on April 18. DPS board members unanimously approved the request on May 15. But Kimmal and his principal, Shannon Hagerman, say they’ve had no response from the union. So Friday, the last day for teachers in DPS, Hagerman, four parents and 21 teachers went to union headquarters downtown. “We don’t want to go through the summer without any agreement with them,” Kimmal said. Roy Romer's Answer Points to Reason to Come See Flunked: The Movie
Roy Romer is the former governor of our state and leader of a national group that wants politicians to talk more about education. This very important man sat down with Berny Morson from the Rocky Mountain News to answer five questions. Here’s the very first thing Gov. Romer said: Since ’83, we’ve really made relatively little progress, we’ve really been static. The rest of the world has been going up very rapidly. Among 30 industrial nations, we’re 25th from the top in math. We’re 21st from the top in science. Other countries have made great progress. Poland, South Korea, Singapore, Finland, Canada – we simply have not kept pace with the progress in education worldwide. Graduation will occur in a couple of weeks, and nearly 1.2 million kids won’t graduate who should have graduated. We have a real crisis on our hands. A good reminder for people around Denver to come out this Wednesday, May 21, to see Flunked: The Movie. Gov. Romer might want to see the successful innovations featured in the film, innovations that offer hope to America’s public schools.
