Taking a Look at This Year's Colorado School Grades

December is an exciting month for me. For starters, I’ve got some cool presents coming my way next week. In the meantime, I’ve got plenty of fun education stuff to keep me busy. Earlier this month, I had the pleasure of highlighting some standouts among CDE’s annual award winners. This week, I have the honor of presenting the newest report card from Colorado School Grades. Some might wonder why I’m so excited about school grades. All the data is out there anyway, right? Those people have probably never experienced the sheer horror of navigating performance frameworks on CDE’s website. The information is there, and those with some level of knowledge and experience can find it without experiencing irreversible brain damage. Others who may want or need information on school performance—parents, for instance—are likely to find the system too onerous to be worth the effort. Colorado school grades rectifies that problem by putting everything into easily understood letter grades. But don’t let the simplicity fool you; all of the variables used by CDE are wrapped into those grades using a complex formula developed by the University of Colorado Denver.  Pretty cool if you ask me. One More Year: Districts Take Different Paths as 191 Closes In

It’s almost Turkey Day, and that means it’s time to start thinking about the things we’re thankful for. At the top of my list are my dog, my parents, and pumpkin pie with Cool Whip on it. But while I sit here smacking my lips at the thought of tomorrow’s pie, some school districts are feeling thankful for a very different reason: This year’s reprieve from SB-191’s requirement that 50 percent of teacher evaluations be based on multiple measures of student learning. This afternoon, Chalkbeat posted an article detailing some of the districts that have chosen to press ahead with SB-191’s requirements along with some others that have chosen to wait. The article is based on a survey of Colorado’s 20 largest districts, which together employ more than two-thirds of the state teachers. Chalkbeat found that just over half of the districts—including our friends in Douglas and Jefferson County—have decided to forge ahead as originally planned. Some other districts have decided to weight their growth data at zero percent of the evaluation formula, basing evaluations only on professional quality standards. Despite Satisfactory Resolution, Jeffco Curriculum Controversy Limps On

If there’s one thing being a perpetual five year old has taught me, it’s that you have to know when to let something go. Continually bringing up the same thing may get you some attention, but in the long run it’s likely to do more harm than good. That’s especially true when you’ve already gotten what you want. Like my dad always says, you catch more flies with honey than with vinegar. That is, of course, assuming that there are actually any flies left to catch. The Jeffco curriculum controversy finally drew to a reasonable close at last Thursday’s board meeting, yet a handful of Jefferson County students—or more accurately, Jefferson County families—don’t seem ready to give up the misguided fight over curriculum review in the district. A Show in Jeffco: Last Week's Meeting and What Lies Ahead

As you may recall, I went to a party last Thursday night. Sadly, I didn’t find the snacks I was promised (though not for lack of trying). What I did find was a relatively small room absolutely packed with cameras, tension, and people wearing cheaply designed custom t-shirts. And snacks or no snacks, I got quite a show. The meeting began with more than two hours of public comments. Some of these comments were entertaining, but others were so venomous that I felt compelled to cover my little ears. Threats were issued, ultimatums were given, and political potshots were taken. Many (many) thousands of up-twinkles were performed. And through all of this, the board majority listened patiently and without reaction. That’s pretty impressive. But the public comments were just the beginning. Shortly thereafter, the real fun started as the board began discussion on the “censorship” issue” that has rocked the district in recent weeks. Superintendent Dan McMinimee offered a pretty reasonable compromise that restructured the district’s two existing (and rather mysterious) review committees instead of pursuing an amended proposal for a new committee.

Jefferson County's Ongoing Case of the Blue Flu

Whatever Jeffco’s teachers have, it seems to be pretty contagious. First it spread like wildfire through two high schools, then it infected thousands of Jeffco high school students. Now, it’s made its way to teachers in two more schools. We should probably start making warning posters: “The blue flu is active in this area. Symptoms include sign making, shaking fists, excessive use of words like ‘disrespect’ and ‘secrecy,’ and irrational protesting about non-existent threats to 1st Amendment rights.” Eek! I’m not sure mom’s advice to wash my hands before eating is going to help with this one. What will help, though, are thoughtful pieces like the one posted earlier today by my friend Ross Izard of the Independence Institute. Izard uses the piece to take apart the two most commonly cited reasons for the protests: Censorship of the new AP US History (APUSH) curriculum framework and the new pay-for-performance system in the district, which readers will remember I wrote about in detail when news of the sick outs first broke. Onward and Upward: Jeffco Forges Ahead with New Pay Model

A while back, I wrote about a proposal in Jefferson County that aimed to reimagine the way the district’s pay structure works. The proposal generated much huffing and puffing by the teachers union. Happily, this has not resulted in them blowing the proverbial house down. In fact, the school board voted last week to press forward on a more sensible pay system. To Ask Five Jeffco Board Candidates About Key Education Positions

Earlier this week Ed News Colorado reported that five Jefferson County residents have stepped forward to fill the school board vacancy left by departing Scott Benefield: Here are the candidates: * Harvey Burns of Westminster retired from the district is 2004 after 30 years as an English teacher and librarian. He works as a substitute teacher. He was an officer of the Jefferson County Education Association and served on the board of the Colorado Education Association in the middle 1990s. * Edward Duran of Arvada is vice president of an information technology company. * Tomas Griego of Westminster is a retired middle school teacher and middle and high school administrator. After retirement he worked as a hearing officer in the Westminster schools. Most of his career was as assistant principal of Hodgkins Middle School in the Westminster district. * Robin Johnson of Arvada is the mother of three children in the Jeffco schools and has been a school volunteer and active in the Jeffco PTA. Rocky Mountain Deaf School Seeking to Build on Special Record of Success

Yesterday a couple of my Education Policy Center friends had the privilege of visiting a local charter school with a special program to serve a particular group of kids with special needs: Rocky Mountain Deaf School (RMDS). RMDS is located in Jefferson County, but about half of its 61 students live in surrounding districts. That’s a sign of a school having success connecting with deaf and hearing-impaired kids and improving their learning horizons. The RMDS vision statement highlights the clear focus and special status of the school: As a high performing, innovative educational program for students who are deaf, we are deeply committed to providing a rigorous, standards-based curriculum. We prepare each deaf student to be literate, academically successful, and technologically competent. We provide a linguistically rich learning environment through the acquisition of American Sign Language and English both inside and outside the classroom.

Blaming Kids Like Me for 20 Sick Days a Year in Hartford Public Schools

It seems the local teachers union in Hartford, Connecticut, resents outside experts from the National Council on Teacher Quality looking at the effect their collective bargaining contract has on school performance and student learning. One issue in particular made me chuckle. From the Hartford Courant: [Hartford Federation of Teachers president Andrea] Johnson also disliked the recommendation that Hartford teachers be given fewer sick days. According to the report, many large districts and most business-sector jobs have an average of 10 sick days a year, while a Hartford teacher gets 20. On average, Hartford teachers use 11 of the 20 sick days each year, according to the report. If all the allotted sick and personal time (an additional five days) was taken, teachers would miss 14 percent of the school year, the report says. Johnson said that working with children every day requires more sick time because teachers are more susceptible to catching illnesses from the students and also passing along an illness to a room full of children. *Cough, cough.*

Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace

President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. Among the less traditionally Democratic education reform ideas Barack Obama embraced are charter schools, accountability, and teacher performance pay.
