Superintendent Subterfuge: Broken Promises, Empty Words, and the Crystal Ball in Jefferson County
Remember that recall thing that happened in Jeffco back in 2015? Of course you do. We all do. In fact, a fair number of folks are still suffering from the edu-PTSD that nasty fight caused. Many speculated as the dust settled that the dishonesty underlying the Jeffco recall portended broken promises and bad behavior by the new 5-0 anti-reform board. And based on the board’s recent selection of Eagle County’s legendarily anti-reform Jason Glass as its new superintendent, it would appear those predictions have come true. It became clear pretty quickly following the 2015 election that recall proponents were somewhat… erm… less than honest about their motivations and backers. That’s a nice way of saying they lied through their collective teeth. First, it emerged that the teachers union began working against the conservative reform majority “from the moment the polls closed in 2013” despite statements to the contrary from just about everyone on the pro-recall side. Then, we discovered that the “parent-led” recall effort was, in fact, directly funded by the National Education Association. Unpacking AFT's Early LM-2 Christmas Present
‘Tis the season my friends. No, no, not for head-spinning shifts in store decorations (is anyone else freaked out by the jumbled Hallowthanksgivemas décor in some places?) or falling leaves or the first justifiable excuse to wear a frumpy sweater to work. ‘Tis the season for U.S. Department of Labor LM-2 filings for national unions. I know what you’re thinking. Why, Eddie, would I want to dig through an enormous federal form outlining the inner workings of a union? Well, because you never know what you might find in there! About this time last year, the Independence Institute uncovered the fact that despite Jeffco recall proponent’s vehement denials of union involvement (since completely abandoned in favor of overt bragging), the National Education Association dumped $150,000 into recall front group Jeffco United. Where’d that revelation come from? You guessed it, NEA’s 2015 LM-2. You see, LM-2s are like early Christmas presents—you never know what you might find. Pizza Pies and Dollar Signs
I love pizza. Do you love pizza? Oh, what a silly question! Of course you love pizza. Everyone loves pizza! But here’s the big question: Do you love pizza enough to spend $2.6 million on it? Denver Public Schools does. I ran across an interesting article this morning from Kyle Clark, my favorite 9News reporter, who has apparently discovered that DPS has negotiated an agreement with Blackjack Pizza for $886,730 in the first year. If the pizza “meets expectations” (whatever that means given that there is no such thing as bad pizza, only shades of deliciousness), the agreement could be extended for another two years. That brings the grand total to $2.6 million.

Turning Over a New Leaf: Better Turnover Figures Make Me Smile
There are a lot of exciting days every year. Christmas, Easter, snow days, and my birthday all spring to mind immediately. But for education nerds, there’s no day more exciting than New Numbers Day. Today, my friends, is that day. Okay, New Numbers Day was technically April 7, when the Colorado Department of Education released brand-new, more accurate teacher turnover numbers for school districts across the state. But we’re going to talk about it today, and one of the benefits of entirely made-up holidays is that you can have them whenever you want. So there. Regular readers of my diatribes will remember that I am not a fan of the way CDE has reported teacher turnover in the past. Why? Because the Department included a whole bunch of stuff that created an inaccurate picture of actual turnover in school districts. More specifically, the state’s old calculations included teachers leaving after riding out their final year of employment under PERA’s 110/110 program, the ones scooped up as additional losses due to differences in reporting timeframes between the district and the state, those on single-year contracts, and others who were promoted or moved to non-teaching positions in the district. Little Eddie Talks Big (Union) Money
Yesterday’s post dealt with the union’s new-found pride in having bamboozled Jeffco voters into supporting a “parent-led” recall effort that wasn’t. I mentioned in the post that I’d hold my tongue about John Ford’s hypocritical accusations of “organized money” and “outside interests” until today. Today is here, so let’s get started. First, a reminder of John Ford’s conference session description: Powerful, Prepared, Proactive: Building a Comprehensive Plan to Win – PART 1 In the 2015 election, the Jefferson County Education Association in Colorado beat back the Koch brothers and other outside money and interests in their local school board election by building and working a comprehensive plan to win. In this session, participants will learn the strategies and processes involved in the successful two year plan. Participants will learn how organized people can beat organized money. (It is recommended that participants attend both Part 1 and Part 2). John Ford Obviously, this description is hardly the only example of the union touting the “outside interests” and “organized money” narratives. Ugly Smear Column Tries, Fails to Shove Conservative Education Reform Aside
I hope you all enjoyed a nice, long break from recent depressing edu-happenings over the last few days. I also hope that your disappointment is tempered by hope for the future. As my friend Ross Izard pointed out in a recent op-ed—and as my dad always says—it ain’t over ‘til the fat lady sings. I never have figured out who that fat lady is, but I’m pretty positive it isn’t Michael Vaughn, a former DPS spokesperson turned communications director for Education Post. Mr. Vaughn recently wrote a post-election Denver Post op-ed about the fact that “real” reform is winning in Colorado. It’s a rather nasty piece in which he celebrates reform victories in Denver while all but dancing on the graves of conservative education reformers around the state. When I look at what conservative education reform folks have pushed for over the past few years in Jeffco, Thompson, Dougco, and other districts, I see a long list of meaningful reforms. New curricula, new charter schools, pay-for-performance systems, equal funding for charter students, collective bargaining reform—you name it, it’s there. Denver Post Editorial Board Nails It on the Jeffco Recall… Again
I know I’ve said this before, but it makes me feel good when even the mainstream media sees through the antics of anti-reform efforts in Colorado. The Denver Post has been a model for sensible, truthful commentary in recent months. So much so, in fact, that I feel compelled to make a bulleted list of their recent columns on education issues to avoid a monster paragraph: An editorial about the Colorado Supreme Court’s dubious decision to kill Dougco’s local voucher program. An editorial slamming the abuse of recall elections by anti-reform activists and union supporters in Jeffco. A fantastic column about a serious union-driven legal threat to local control in Thompson A follow-up piece wondering aloud about the tortured legal logic underlying an unprecedented decision by a district court judge to force the Thompson school board to swallow a union contract it has repeatedly voted against in one form or another. After all that, one would think they’d be all out of good stuff to say. One would be wrong. The Denver Post Editorial Board has really outdone itself with its latest column about why the Jeffco recall effort ought to be rejected.

Respected Voices Highlight Importance of Reform Battles in Jeffco, Thompson
Yesterday, we took a look at a major school choice flub in the new PDK/Gallup national education poll. I was all set to offer some further comments on that poll this morning, but we’ll have to come back to that. Today we’ve got important stuff like the hugely important fights over local education reform in Jeffco and Thompson to talk about. I got a little worked up last week thinking about the criticality of the education reform battles in Jeffco and Thompson. Yet I was long ago categorized as a five-year-old ideologue, so it’s easy enough for reform opponents to write me off by pointing out that my father is Charles Koch, or that I was born in a petri dish in a secret underground lab know only to members of the “vast right-wing conspiracy.” Neither of which I can confirm or deny, of course. Now, though, more and more mainstream folks are beginning to talk about the significance of these two districts. Two pieces in particular stood out to me this morning during my daily romp through the news.

On Pay for Performance and Using the Right Yardstick
Pay for performance (PFP) is an incredibly hotly debated facet of education reform. I’ve never really quite understood that because, well, rewarding folks for doing great work strikes me as common sense. I mean, I get more allowance money if I do my chores well, and not so much if I “clean my room” by just moving a pile of toys from one corner to another, less visible one. Yet as a recent Denver Post article highlights, things aren’t always as clear cut for folks who are skeptical of PFP. The article provides very brief outlines of PFP system variants in Denver, Jefferson County, and Douglas County. It also launches a number of thinly veiled assaults against the concept of pay for performance, which means that—you guessed it—Little Eddie feels compelled to say a few things. Before we get to that, though, I find it interesting (and slightly disingenuous) that the article does not include any mention of Harrison School District’s innovative compensation model. Harrison’s system is certainly the most fully developed and interesting PFP system in the state, and perhaps one of the most intriguing in the nation.
