Fixing How Colorado Teachers Are Evaluated an Important Reform Piece

Hooray for Nancy Mitchell, and so glad she is working at Ed News Colorado these days. Her latest investigation probes the value of our current teacher evaluation system at identifying effective teachers, weeding out ineffective teachers, and providing support where necessary. The results? Not very good: Education News Colorado requested teacher evaluation data from the six largest districts, all in the metro area, which serve more than 40 percent of public school students statewide. The analysis found little difference between the results of evaluations given in affluent, high-performing Douglas County and those doled out in urban Denver Public Schools, where large numbers of students perform below average on state exams. Fewer than 2 percent of teachers in either district – or in Adams Five-Star School District or in Jefferson County Public Schools – were told they needed to improve their instructional skills.

School Spending Transparency Opponents Are Running Out of Excuses

It’s been a couple months now since the Democrats running Colorado’s House Education Committee went out of their way to double-super kill school spending transparency. But no matter how uncomfortable it may make some politicians feel, the issue simply is not going to go away. New Friedman Report Highlights Why School Choice Benefits Teachers, Too

For some reason these last days of the school year have me busy. So I don’t have a lot of time to write — except that I wanted to point out something especially for teachers (who must be even busier than I am, I guess). A great new study released by the Friedman Foundation compares data from the U.S. Department of Education’s Schools & Staffing Survey and traces the attitudes of public school teachers vs. private school teachers on a whole host of issues. Out of the many results highlighted by co-authors Dr. Greg Forster and Christian D’Andrea, I wanted to bring your attention to a short few: Private school teachers are much more likely to say they will continue teaching as long as they are able (62 percent v. 44 percent), while public school teachers are much more likely to say they’ll leave teaching as soon as they are eligible for retirement (33 percent v. 12 percent) and that they would immediately leave teaching if a higher paying job were available (20 percent v. 12 percent)….

Colorado Teachers Paid Above Average, But Performance Still Not in Equation

Are Colorado teachers underpaid, overpaid, or compensated about right? Many people have different opinions on the matter, but it’s always good to root opinion in fact when possible. In its most recent estimates the National Education Association ranked Colorado 29th in average teacher salary at $48,707, just a hair under the national average of $48,969. But as Terry Stoops explains in his new John Locke Foundation report (PDF), even the NEA admits that these data aren’t very good for apples-to-apples comparisons. So he went a step further and factor in cost of living, pension contributions, and average experience to see which state’s teachers are getting the most compensation value for their work. Feds' Magical Money Tree Blowing Dollars Away from Education Reform

Last week I asked whether the federal “stimulus” bill and its magical money tree would do any good for education reform. It didn’t take long to have that naive question soundly rejected. The Flypaper blog’s Obama Administration Reform-o-Meter has taken a plunge with the news that the $125 billion in education funding attached to the so-called emergency spending measure is becoming less reform-friendly. Take the Senate committee’s approved version: The Teacher Incentive Fund (which supports merit pay programs): gone. Charter school facilities dollars: gone. Money for data infrastructure projects: gone. Language ensuring that charter schools have equitable access to the money: gone. The teachers unions firmly in control of the Democratic Party: back with a vengeance.

Barack Obama: School Choice for My Children, But Not Thy Children

Rocky Mountain News guest columnist Robert Maranto – an endowed chair at the University of Arkansas Department of Education Reform – makes some striking points about some politicians’ school choice hypocrisy. Especially about one very prominent politician in particular: Candidate [Barack] Obama declares that “We need to fix & improve our public schools, not throw our hands up and walk away from them,” the way Barack and Michelle Obama have with their own children. Candidate Obama’s official education program opposes private school choice, and only under pressure gave a very qualified endorsement to public charter schools. Instead of letting parents choose, Obama emphasizes bureaucratic programs like teacher certification. Supporters of traditional teacher certification programs, like Obama education adviser Linda Darling Hammond, want all public school teachers to be certified. They argue that no one wants children to be operated on by uncertified doctors, so why should they be taught by uncertified teachers? Yet unlike medical certification, there is precious little evidence that teacher certification works. School Choice Takes National TV Stage at Last Night's Presidential Debate

In contrast with the unimpressive remarks provided at the vice-presidential debate, I was excited to hear the candidates in last night’s presidential debate talk so much about school choice. The candidates agree on public school choice. First, an excerpt of Senator John McCain’s remarks: So choice and competition amongst schools is one of the key elements that’s already been proven in places in like New Orleans and New York City and other places, where we have charter schools, where we take good teachers and we reward them and promote them…. Charter schools aren’t the only answer, but they’re providing competition. They are providing the kind of competitions that have upgraded both schools — types of schools. And here’s some of what Senator Barack Obama had to say: Charter schools, I doubled the number of charter schools in Illinois despite some reservations from teachers unions. I think it’s important to foster competition inside the public schools. But then came the point of disagreement.

Student Growth Model Enlightens Public … Financial Transparency Next?

More clear, accurate, available and usable information about public education is a good thing – good for parents, teachers, policy makers, and taxpayers — and ultimately for students like me. One good example of a step forward in this area is the Colorado Department of Education (CDE)’s new student growth model, featured in today’s Denver Post: The model shows how students have grown academically compared with peers in the same grades with similar scores on the Colorado Student Assessment Program over the past two years. “The bottom line is, the model tells us how much growth the child has made and whether that growth is good enough to meet state standards,” said Richard Wenning, associate education commissioner. Other states have adopted growth models, but Colorado is the nation’s first to use percentiles to describe the growth, Wenning said.
