New Opportunity for Colorado's Autistic Students a Little Closer

The challenge of being able to help all kids shouldn’t be a reason not to help some kids. That’s why I’m excited that Colorado is one step closer to having legislation that will provide new options for students with autism. Senator Nancy Spence, truly one of the legislature’s champions for educational choice and opportunity, has sponsored Senate Bill 130. In its original form (PDF), the bill would have created a new scholarship program so parents of autistic kids could choose to enroll them in a private school to meet their special needs. If you look in the Alliance for School Choice’s brand-new School Choice Yearbook 2008-09 (PDF), you will learn – among many other things – that five different states have some sort of special-needs scholarship program. In fact, Ohio has an existing Autism Scholarship Program that in its fifth year (2007-08) had more than 1,000 students and 200 schools participating. Outside Education Experts Help Point the Way to Get Colorado On Track

Education policy is often as much art as it is science. But Colorado’s education policy still can benefit from the informed perspectives of non-Colorado experts. Denver’s own Piton Foundation convened a panel of six national education experts who observe what Colorado has done in many reform areas, and asked for their honest assessments. The result is a brand new report Colorado’s 2008 Education Reforms: Will They Achieve the Colorado Promise? (PDF). In today’s Denver Post, education writer Jeremy Meyer sums up the findings: Six national education experts took a look at Colorado’s education landscape and found the state is on track in some areas but has a long way to go in others.

Colorado Charter Schools May Be Saved by Smaller Building Grant Fund Cuts

A week ago I brought your attention to concerns from Colorado charter school parents and leaders that grant money for facility projects was at serious risk. Public charter schools already face significant inequities when it comes to receiving funds for construction and maintenance. But cutting back the state’s charter school capital construction fund from $10 million to $5 million – as initially proposed by the governor and lawmakers on the powerful Joint Budget Committee (JBC) – also put eligibility for federal grant funds at risk, a double whammy. So news like this from the Colorado League of Charter Schools is really good concerning the circumstances: We are excited to report that our efforts at the Capitol, and especially your calls, emails and persistence have paid off. The JBC has revised its proposal and is now recommending that charter school capital construction funding be cut by $2.5 million instead of $5 million. Your efforts helped save $2.5 million in funding for charter schools. We couldn’t have done it without you!

Feds' Magical Money Tree Blowing Dollars Away from Education Reform

Last week I asked whether the federal “stimulus” bill and its magical money tree would do any good for education reform. It didn’t take long to have that naive question soundly rejected. The Flypaper blog’s Obama Administration Reform-o-Meter has taken a plunge with the news that the $125 billion in education funding attached to the so-called emergency spending measure is becoming less reform-friendly. Take the Senate committee’s approved version: The Teacher Incentive Fund (which supports merit pay programs): gone. Charter school facilities dollars: gone. Money for data infrastructure projects: gone. Language ensuring that charter schools have equitable access to the money: gone. The teachers unions firmly in control of the Democratic Party: back with a vengeance.

School Leadership a Big Part of Education Reform Puzzle

Earlier this month I let you know about the teachers union’s efforts to organize two New York City KIPP charter schools, and shared with you the insights of a couple people who know a lot more than I do about this stuff. But then I read something this nice teacher lady Kathy Kullback (who is a friend of the Independence Institute) wrote over at Backbone America about her own professional horror story with poor school administration. She concludes with this insight often overlooked among education reformers: Poor school leadership practices are why teachers’ unions flourish and why there is tremendous growth in the charter school movement. I applied for positions to charter schools close to my home and where I had previous relationships because they have their own hiring practices and do not participate in the non-renewal ban. Not only was I treated very well, but they also gave me recognition for a job well done. How often do any of us receive that! [emphasis added] Figuring out how to seriously improve school leadership across the public education system is a very difficult policy knot to untangle. But in the meantime, high teacher-friendly praise for charter schools!

Unions Advancing in NYC Charter Schools Raise Compelling Questions

Update: In a column for the New York Post, Manhattan Institute senior fellow Marcus Winters explains in more detail the potential problem posed by unionizing charter schools. Yesterday brought a report in the New York Times that the teachers union – namely, the American Federation of Teachers – is seeking to organize two New York City KIPP charter schools. Lessons for Colorado from Study on Boston Charter School Success

The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

Legislative Session Starts: Time to Require Later Bedtimes, More Dessert

In just a few minutes the excitement begins anew: the Colorado state legislature reconvenes. With the economy in the doldrums and tax revenues down, it’s going to be an interesting four months under Denver’s golden dome. But what about the kids? What about K-12 education? Ed News Colorado gives us a preview of the speeches and schedules that kick off the new session. Ed News also takes a look at some of the bigger education issues that figure to be debated. Standardizing a system of concurrent enrollment, creating unique teacher identifiers, adding flexibility to the School Accountability Report, cutting back on CSAP tests, expanding charter school access to bond money – all these figure to be important debates. Given time, I’ll jump into all of them. For now, though, I wanted to hone in on this one: There’s talk that several lawmakers are interested in legislation to encourage greater parental involvement in schools, including possibly a bill that would require businesses to give employees time off for school activities. Colorado Judges Rule in Favor of Funding Fairness for Charter Schools

Okay, the year is almost over. And you won’t see me writing anything here between now and 2009. So I thought it a good idea to close out 2008 with a post that has some good news. In yesterday’s Rocky Mountain News, Berny Morson reported on a Colorado court decision that almost got completely overlooked. But it definitely is good news: School districts must apply the same funding rules to charter schools as they do other schools, the Colorado Court of Appeals has held in a Fort Collins case. At issue is a provision inserted by the Poudre R-1 school board in the contract that governs the Ridgeview Classical Schools, a charter school. The provision allowed the district to reduce financial support to Ridgeview when students transfer out. [link added] Basic and simple fairness, right? Students should benefit from the same funding rules whether they are in a traditional public school or a public charter school. Either it’s a good idea to take funds away from a school when a student transfers after the fall attendance count, or it’s not. It shouldn’t be a good idea for charters and a bad idea for others, or vice versa.

Kafer's Invaluable Advice for Colorado Families Seeking a New School

Yes, I’m not ashamed to admit it: I’m a big (and maybe the youngest) fan of Krista Kafer. The column Krista wrote for yesterday’s Rocky Mountain News is just the latest reason — even though she does tell readers to do more homework: While rankings and other analysis can provide the public and parents confidence in charter schools as a whole, school-by-school information is actually more important to individual families. When considering public schools – whether district-run or charter – the [School Accountability Report] is great place to start when choosing a school. Parents shouldn’t stop there. They should check out other sources of information such as www.greatschools.net, www.schoolmatters.com and www.schoolchoiceforkids.org. Next they should visit the school’s Web site and the school building. You don’t have to be an education expert to recognize student disengagement, apathy or boredom. Kids wandering aimlessly, teachers yelling angrily or trash scattered about the floor – these would be bad signs. Talking to other parents, teachers and students is a must.
