Kudos to the Commish, But Parents Also Have Important Reform Role to Play

Yesterday, in a Denver Post guest commentary, Colorado’s commissioner of education Dwight Jones weighed in with some thoughts about our “race to the top” for innovative and effective education reform: Innovation is more than just a good idea, it’s about putting that good idea into practice. The Colorado Department of Education is presently pursuing a wide variety of innovative education models, including new approaches to teacher preparation, leadership development, school choice and the way in which education is funded. We are organizing strategies and directing resources in ways to innovate intentionally, and, in so doing, increase capacity to take to scale what improves education for Colorado’s students.

A Parent's Voice: Terrific Source of Information for Colorado Moms & Dads

Rather than dwell on the latest anti-D.C. scholarship program developments that have me burning angry again (I hope this group stands up and does something about it), I decided to focus on the positive this Monday morning. Colorado’s charter school parents and other school choice supporters have another great resource at their disposal. More Clarity Doesn't Give Arne Duncan Free Pass on Voucher Study Release

When I wrote yesterday with questions about Education Secretary Arne Duncan’s handling of the release of the D.C. voucher study, I didn’t necessarily expect such a fast answer. But former U.S. Department of Education official Russ Whitehurst has posted “Secretary Duncan Is Not Lying”. It’s a worthy read, and puts to rest the more extreme hypothesizing that Duncan knew about the positive results and intentionally hid them from Congress during the important debate on reauthorizing the program. While it seems clear that extreme case isn’t true, Jay Greene also rightly observes that other unsettling issues remain: Why did Duncan suppress the positive results in a Friday afternoon release with no publicity and a negative spin? Why falsely claim that the WSJ never attempted to contact him? The Secretary may well not be lying about his knowledge of the study but his credibility in general is very shaky right now. I’m too young to really grasp it all, but it seems politics lies at the center of the controversy. The D.C. voucher issue raises the specter of divisions within the Democratic Party and therefore causes some adults discomfort. Deconstructing Arne Duncan and the Release of the D.C. Voucher Program Study

I’ve pointed out to you the sad story of national education officials ignoring the positive results from the D.C. voucher program as they let the ax fall on opportunity for some very needy kids. The Wall Street Journal raised serious questions about the complicity of Education Secretary Arne Duncan in hiding the results so Congress could go ahead with shutting down the program. Questioning Duncan directly, the Denver Post‘s David Harsanyi pressed the issue further, finding that the Secretary’s story on one important count didn’t match the record: When I had the chance to ask Duncan — at a meeting of the Denver Post editorial board on Tuesday — whether he was alerted to this study before Congress eradicated the D.C. program, he offered an unequivocal “no.” He then called the WSJ editorial “fundamentally dishonest” and maintained that no one had even tried to contact him, despite the newspaper’s contention that it did, repeatedly. When I called the Wall Street Journal, I discovered a different — that is, meticulously sourced and exceedingly convincing — story, including documented e-mail conversations between the author and higher-ups in Duncan’s office. Arne Duncan & Feds Spending Freely, Doing Little for Real School Reform

Yesterday, U.S. Education Secretary Arne Duncan came to town. The good news is he visited two of Denver’s autonomy schools: Bruce Randolph and Montclair. The Education Secretary certainly is saying the right things about how this approach can grow: “The business we should be in is scaling up what works as quickly as possible,” Duncan said. “Let’s take those lessons, let’s replicate them and move on absolutely as fast as we can with a sense of urgency. We have to get dramatically better as a country, and we need to do it as fast as we can.” The $5 billion pot of “Race to the Top” innovation money is supposed to fulfill this purpose. As pointed out by Swifty Charlie and Flypaper’s Mike Petrilli, the reality is that “Race to the Top” is the only part of the federal stimulus funds that has even a legitimate shot at advancing school reform. Colorado may make some modest strides with the innovation dollars, but it very well could be outweighed by the much greater opportunity and resources wasted.

The Real World Would Recognize (and Deal with) Both Good and Bad Teaching

Every child is always a winner … Children just need better self-esteem … We only need to use positive incentives to help children learn more … Let’s reward the good but pretend like the bad doesn’t exist … I’m only 5 years old, and I get that this is marshmallow world nonsense. In fact, it’s the kind of silliness that makes many people question (sometimes fairly, sometimes not) the value of much of what goes on in public education. It gets even worse when the principle is applied not only to students, but also to teachers. At least if the union has its way. Witness the evidence from Chicago, a city with many failing schools: principal evaluations found only 3 out of every 1,000 teachers had unsatisfactory performance. While unions thrive on fears of bogeyman administrators who take out their vindictiveness on good teachers they don’t like, this evidence at least indicates the problem tips in the other direction. In any case, wouldn’t a more objective data system be better?

Homeschool Day at the Capitol: Marya DeGrow Spreads Message of Vigilance

A week ago I told you what a big school choice week it was going to be at the Colorado State Capitol. And it was. Ed News Colorado has a short video recap of Thursday’s charter school rally. It was left to one of my friends at the Education Policy Center – namely Marya DeGrow – to cover Friday’s Homeschool Day at the Capitol. Several legislators showed up to show their support and appreciation. Marya handed out hundreds of flyers about her new, exciting paper Colorado’s Homeschool Law Turns Twenty (PDF). And she let me be an honorary homeschooler for a day! Maybe you don’t have time to sit down and read the whole paper, or maybe you need to be persuaded why the paper is so important.

Colorado, Don't Get Any Ideas about Virtual Education from Florida's SB 1676

I’m kind of leery about even writing this here, afraid it might give some Colorado lawmakers a bad idea. But consider it a note of caution. Apparently, the Florida legislature is trying to put the clamps down on the state’s successful online public school program. So writes Bill Tucker at The Quick & The Ed about SB 1676 and its impact on the Florida Virtual School: The bill would eliminate enrollment in any elective courses and funding for any courses beyond a standard six periods. Students would no longer have an option to take electives, including some AP courses, beyond those offered at their traditional schools (especially painful for small or rural schools), nor would they have the opportunity to take extra courses to catch up on graduation requirements or accelerate. The legislation was approved in committee and now goes to the full State Senate. As tempting as it might be, it’s a bad idea for Florida officials to use tough economic times as an excuse to limit educational options. Politician Double-Super-Killed School Spending Transparency: What's to Hide?

Mostly dead wasn’t good enough for some Colorado lawmakers when it comes to school spending transparency I’m young, and still learning about many different things. Like I’ve learned a lot about the word “transparency” this year – especially as it relates to taxpayer-funded schools making it easy for citizens to see how they spend their money. But I guess I’m still pretty naive, too. It’s hard to believe the lengths the chairman of Colorado’s House Education Committee was willing to go to make sure that Senate Bill 57 was not only mostly dead but double-super-killed, all-the-way dead. You have to read what the investigators at Face The State found out to believe it: Also known as Senate Bill 57, the bill was postponed indefinitely after four hours of committee debate that lasted late into the evening. Speaker Terrance Carroll and House Minority Leader Mike May arrived to work the next morning ready to revive it. But they were too late. When legislation is postponed indefinitely it is technically not dead until the committee report is officially filed with the House clerk.
