Institute Report Highlights Douglas County's Home-Grown Teachers

It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County. Okay, so the last time I told you Joe Williams from Democrats for Education Reform was about to appear on the Independent Thinking television program, it turned out to be a false alarm. Schedules change. Those things are beyond my control. But now I’ve been promised that this time it’s going to happen for sure. Exciting News: California Charter Schools the Best at Teaching Poor Kids

According to a report cited in the Los Angeles Times, 12 of the top-performing 15 schools in California that serve low-income students are charter schools (H/T Joanne Jacobs). Nearly all of them! Number 1 on the list is the American Indian Public Charter run by the amazing Ben Chavis: “These poor kids are doing well because we practice math and language arts,” [Chavis] said. “That’s it. It’s simple.” He insisted that it is easier to teach poor students than more affluent ones because they are more motivated to succeed. “It’s the opposite of what everybody says,” he said. “It’s easier to do it with the poor kids and the minority kids because they have nothing, so they should be the highest.” Asked why most educational researchers say the opposite, he said: “They’re liberal and lazy . . . and they see these kids as victims.” Ben Chavis and his students are among the leading stars of the award-winning Flunked documentary. Uncle Charley Unmasked as One of Our Own Questioning DPS Bond Proposal

One of Colorado’s biggest online mysteries has been solved. The many readers of the Schools for Tomorrow education blog are sleeping better tonight. Okay, maybe that’s a bit of an exaggeration. What am I talking about? On Friday, 9News interviewed the Education Policy Center‘s Ben DeGrow about his perspective on the state record $454 million school bond proposal Denver voters face this year. In the process, his hardly-surprising online identity was revealed: An online blogger named “Uncle Charley” has written several entries for Education News Colorado trying to get readers to think about the need before they act. One blog is entitled, “More Tough Questions on DPS Bond,” which talks in part about the individual items that would be funded by this bond issue and series of property tax hikes have agreed to in Denver over the past two decades. “Uncle Charley” is actually the pseudonym for Ben DeGrow, with the Independence Institute, a non-partisan conservative political think tank. DeGrow says spending $13 million dollars on athletic fields and other monies for failing and half-filled schools is not wise. Barack Obama: School Choice for My Children, But Not Thy Children

Rocky Mountain News guest columnist Robert Maranto – an endowed chair at the University of Arkansas Department of Education Reform – makes some striking points about some politicians’ school choice hypocrisy. Especially about one very prominent politician in particular: Candidate [Barack] Obama declares that “We need to fix & improve our public schools, not throw our hands up and walk away from them,” the way Barack and Michelle Obama have with their own children. Candidate Obama’s official education program opposes private school choice, and only under pressure gave a very qualified endorsement to public charter schools. Instead of letting parents choose, Obama emphasizes bureaucratic programs like teacher certification. Supporters of traditional teacher certification programs, like Obama education adviser Linda Darling Hammond, want all public school teachers to be certified. They argue that no one wants children to be operated on by uncertified doctors, so why should they be taught by uncertified teachers? Yet unlike medical certification, there is precious little evidence that teacher certification works. School Choice Takes National TV Stage at Last Night's Presidential Debate

In contrast with the unimpressive remarks provided at the vice-presidential debate, I was excited to hear the candidates in last night’s presidential debate talk so much about school choice. The candidates agree on public school choice. First, an excerpt of Senator John McCain’s remarks: So choice and competition amongst schools is one of the key elements that’s already been proven in places in like New Orleans and New York City and other places, where we have charter schools, where we take good teachers and we reward them and promote them…. Charter schools aren’t the only answer, but they’re providing competition. They are providing the kind of competitions that have upgraded both schools — types of schools. And here’s some of what Senator Barack Obama had to say: Charter schools, I doubled the number of charter schools in Illinois despite some reservations from teachers unions. I think it’s important to foster competition inside the public schools. But then came the point of disagreement.

What Teachers Say Attracts Them to Work in Tougher School Environments

What does it take to attract teachers to serve in the more challenging school environments? Part of Denver’s ProComp program rewards teachers who work at hard-to-serve schools with a $2,345 bonus this year. While the extra money definitely plays a part in providing incentives to some, there are other factors that help attract teachers to challenging environments they might not otherwise choose. As Ed News Colorado reports about a new study: Augenblick, Palaich and Associates surveyed teachers and principals at 16 relatively high-performing public schools – some charters, some district schools – in six cities coast-to-coast. The study, undertaken in collaboration with district and union leaders from Aurora, Denver and Jefferson County public schools, was funded by Denver’s Rose Community Foundation. The study participants were overwhelmingly from elementary schools, so people reviewing results should keep that in mind, researchers stressed. Dale DeCesare, one of the study’s authors, said he was surprised by the emphasis teachers placed on the effective use of technology. Overall, availability of technology ranked as the third most important factor in creating positive working conditions. There's No Evidence that Merit Pay Negatively Affects Teacher Teamwork

Washington Post education columnist Jay Mathews wrote a column earlier this week suggesting that “merit pay could ruin teacher teamwork” in Washington, DC. In response, Jeanne Allen from the Center for Education Reform wrote an open letter saying that merit pay is in fact the key to building a culture of teamwork inside the district schools of our nation’s capital. But there’s more to throw into the pot of this little debate. Findings from a study of a merit pay pilot program (PDF) in Little Rock, Arkansas, further questions the conventional wisdom in Mathews’ piece: The data do not indicate that ACPP teachers experience divisive competition, suffer from a negative work environment, or shy away from working with low-performing students – despite the fact that these are three oft-cited potential problems inherent in merit pay plans. More research is needed, but it looks like there’s reason to believe that the old teachers union saw about merit pay being divisive isn’t necessarily true. Evidence from D.C. Shows Need to Improve Focus on School Accountability

There’s a great story in the Washington Post today about the positive impacts of No Child Left Behind (NCLB) accountability on poor and needy students in and around our nation’s capital (H/T Joanne Jacobs): Since enactment of the No Child Left Behind law, students from poor families in the Washington area have made major gains on reading and math tests and are starting to catch up with those from middle-class and affluent backgrounds, a Washington Post analysis shows. The achievement gap between economic groups, long a major frustration for educators, has narrowed in the region’s suburban schools since President Bush signed the law in 2002, according to Maryland and Virginia test data. In Montgomery County, for instance, students in poverty have earned better scores on Maryland’s reading test in each of the past five years, slicing in half the 28 percentage-point gulf that separated their pass rate from the county average. They also have made a major dent in the math gap. In Fairfax County, another suburban academic powerhouse, such students have slashed the achievement gaps on Virginia tests. Challenge Grows for Michelle Rhee's Washington DC Teacher Innovations

Washington, DC, schools chancellor Michelle Rhee is fast approaching a critical crossroads that will put her bold leadership to the test, as her showdown with the teachers union reaches the moment of truth. The Washington Post reports that union leaders are giving in to cries from older tenured teachers insecure about their professional abilities: [Union president George] Parker said many older teachers believe that they have been targeted for dismissal by Rhee, who has proposed a two-tiered salary plan that would pay many instructors more than $100,000 annually in pay and performance bonuses. Those choosing the “green tier” would be required to spend a year on probation, risking termination. Teachers have the option of selecting a “red tier” that would allow them to keep tenure and accept lower raises. Union leaders can’t only be concerned about the promising young teachers in their midst. They have to fight for the interests of mediocre and overpaid teachers, too. It’s the nature of the beast.
