Can School District Leaders Slow, Even Stop, Denver's Dance of the Lemons?

Ed News Colorado reports on an attempt by Denver Public Schools leadership to help its struggling schools break out of their struggles: [DPS superintendent Tom] Boasberg, in an email to principals Friday afternoon, said “it is our intention” not to place any unassigned teachers at year’s end into schools now on probation under the district’s school rating system. He also said DPS “will seek to limit forced placements” in the district’s poorest schools, or those receiving Title 1 federal grant money based on student poverty rates. Whether the teachers are poor performers, or they just aren’t warm to the school’s culture and its program to achieve excellence (presuming an effective one is in action), it does more harm than good to force teacher placements — at least as a policy on paper. If the current approach is the best we can do to deal with the “dance of the lemons,” then we might as well give up on urban school reform. But I’m too young to give up, and you should be, too! Quick Hit: More Milwaukee Voucher Students Graduate High School

It’s a busy day in Eddie’s world, so I don’t have a lot of time to write. But I would feel badly if I didn’t point you to some good news about the success of the Milwaukee Voucher Program. Research by the University of Minnesota’s John Robert Warren (PDF) confirms that voucher students have significantly more success in terms of graduating form high school than their public school counterparts. Does Louisiana's School Choice Program Hold Any Lessons for Colorado?

The New Orleans Saints’ first trip to the Super Bowl may be the biggest story out of The Pelican State these days, but it’s not the only one. Serious school choice supporters ought to check out a great new article in Education Next. Harvard research fellow Michael Henderson details the interesting behind-the-scenes story how his native Louisiana came to adopt a now-growing private school choice program. How much of the momentum for creating the program was fueled by the terrible 2005 disaster of Hurricane Katrina? Or are there important lessons for school choice advocates in other states they can apply to their own political battles to expand educational opportunity for K-12 students? Hooray! Mike Miles and Harrison Taking Bold Step on Merit Pay Reform

While Colorado’s governor and state officials have created a 15-member Council on Educator Effectiveness and Denver Public Schools has received a $10 million Gates Foundation grant to study and develop a new teacher evaluation system, Harrison School District in Colorado Springs is moving forward on a truly bold merit-pay reform. So reports Nancy Mitchell in today’s edition of Education News Colorado: Incentives play no part in the plan created by Miles, the superintendent here since 2006. There are no bonuses for teaching in struggling schools. Teachers don’t pocket a couple thousand bucks more if their students do better than expected on state tests. Instead, teachers in Harrison will soon have their entire salaries based on a combination of their annual evaluations and their students’ academic progress. No longer will teachers get annual raises for another year on the job or for taking more college classes – the way most districts in Colorado and across the country pay their instructors. These changes are made easier by the fact that Harrison teachers do not have collective bargaining rights.

Unveiling TFA's Secrets of Quality Teaching… How Do We Scale It Up?

Writing for the new edition of The Atlantic, Amanda Ripley talks to the Teach for America (TFA) crew about what they’ve learned about quality teaching from their vast stores of data. We know quality instruction can make a huge difference, but you may be surprised to learn what characteristics TFA finds match up with making the biggest positive impact on student learning: What did predict success, interestingly, was a history of perseverance—not just an attitude, but a track record. In the interview process, Teach for America now asks applicants to talk about overcoming challenges in their lives—and ranks their perseverance based on their answers…. But another trait seemed to matter even more. Teachers who scored high in “life satisfaction”—reporting that they were very content with their lives—were 43 percent more likely to perform well in the classroom than their less satisfied colleagues. These teachers “may be more adept at engaging their pupils, and their zest and enthusiasm may spread to their students,” the study suggested.

Today’s Denver Post has an excellent story about a generous Christmas deed performed at a truly inspirational school: Millionaire businessman Tom Gamel stood before a classroom of sixth-graders at Cole Arts & Science Academy on Wednesday, about to blow their minds with a nifty gift, but first, he wanted to impart some wisdom. “I am a very lucky person,” said Gamel, who owns Timpte Trailers and has made wise investments. “The reason I am able to buy you each a present is because of education. I want to urge you, if you want to grow up and be successful, get an education.” …

Help Nuggets' "Birdman" Support ACE Scholarships for Needy Students

Christmas is right around the corner (I can hardly wait). And while it’s very easy for me to be obsessed with expanding my own Lego collection, it’s also very important to remember to give those who are in need. I like basketball a lot, and the Denver Nuggets are my pro team. That’s why I was totally stoked to see Chris “Birdman” Andersen playing Santa Claus to raise money for the Alliance for Choice in Education (ACE). As explained on our School Choice for Kids website: Families living in Colorado that are eligible for free or reduced lunch may apply for an ACE scholarship. The scholarship provides as much as 50 percent of a school’s tuition, with maximum payments of $2,000 per year for grades K-8 and $3,000 per year for grades 9-12. ACE commits to paying for four years of tuition. ACE provides more than 775 scholarships annually and has more than 150 partner schools. For more information see the ACE Web site. Don't Let Union and Congress Grinches Stop D.C. Opportunity Scholarships

Remember the poor kids in our nation’s capital who benefit from the D.C. Opportunity Scholarship Program? Last night D.C. Parents for School Choice Executive Director Virginia Walden Ford sent out an email alerting supporters about a new troubling development from Capitol Hill: Just an hour ago, the U.S. House of Representatives passed the omnibus bill that kills the D.C. Opportunity Scholarship Program (OSP). This is devastating news, and it means that if this bill makes it through the U.S. Senate and is signed into law by President Obama, the OSP will slowly die, with no new students permitted to access great schools through this groundbreaking program. When we began the fight to save this program more than a year ago, we pledged that we would fight hard and fight long and fight to the finish. We said we wouldn’t give up–regardless of the odds. Tonight is no exception. The House passed the voucher-killing omnibus by a tiny margin. The Senate must still act. So, we have not yet been defeated in our effort. As Bad Schools Close, Milwaukee's Voucher Market Shows It's Working

The Milwaukee Journal-Sentinel reports some interesting developments in that city’s nearly two decades old voucher program (H/T Joanne Jacobs). Four Milwaukee voucher schools — including the fast-growing independent Atlas Preparatory Academy — now have more than 750 students each. More than 21,000 students total are enrolled in 111 voucher schools this year. But what’s really telling: And 18 schools that were on the voucher roster a year ago were not there. It’s hard to get sentimental looking at the list. Most were small or weak. Some could not meet the tightened requirements of state law, including rules being applied full force now that voucher schools get accredited by independent organizations…. “The market is working,” said Terry Brown, who heads St. Anthony. “It’s not a perfect market,” but over time many bad schools have been weeded out.

Drama Sweeps In New Denver School Board… Surprise, Intrigue to Follow?

Last night marked a key moment of transition for the Denver Public Schools, as the old, reform-friendly Board made its last votes and the new, not-so-reform-friendly Board was sworn in to take its place. More remarkable and bizarre, however, was how dramatically events unfolded, as reported by Ed News Colorado: As board member Michelle Moss walked up to take her seat for what was to be her last meeting in eight years representing southwest Denver, her newly elected replacement Andrea Merida told her that she would be sitting on the dais instead. Merida, rather than waiting to take the oath of office with two other new members after the meeting, had instead been sworn in hours earlier so she could cast a vote on the controversial reforms.
