Disrupting Class Means Future Change for School System, Teacher Unions

So with this new year of 2010, I’m really thinking all futuristic. Yesterday it was brain skills testing. But what about technological changes that promise to transform our education system? That’s what Harvard professor Clayton Christensen writes about in his 2009 book Disrupting Class: How Disruptive Innovation Will Change the Way the World Learns. It's 2010, the Future is Here, What About More Brain Skills Testing?

Did you miss me while I was gone for a couple weeks there? Okay, hopefully not too much. One of the articles I nearly missed right before Christmas makes the case for a type of reform that could be easily overlooked in the Race to the Top. From December 21 of last year (last decade even!), Cognitive First leaders Larry Hargrave and Mickey Elliott wrote in a Denver Post column about the need to focus on student “learning capacity”: Discoveries in brain science and innovations in educational theory have recently converged and made it possible to cultivate learning capacity and enhance academic performance by addressing weak cognitive skills and strengthening giftedness. Just as researchers in medicine work to understand physical disorders by their causes, cognitive skill development allows education to move beyond an academic and correlative model to a new understanding of learning that is foundational and prior to improving academic performance.

How Far Will Colorado Reform "Human Capital" to Win Race to the Top?

Education leaders here in Colorado have shown a great deal of interest in the federal Race to the Top dollars, a multi-billion dollar program that we are told is designed to spur reform. In order to be eligible for rewards, states will be rated according how well their policies and goals line up with innovative practices mostly aimed at boosting student achievement. But no category will carry more weight in the Department’s Race to the Top determinations than “Great Teachers and Leaders.” That’s why the National Council on Teacher Quality (NCTQ) has created a very handy scorecard (PDF) to help you figure out whether Colorado or any other state might be on the right track to pursuing needed “human capital reforms.” I like going to Coors Field and keeping track of what happens on a baseball scorecard, but I don’t think that’s exactly what they mean. Just what sort of things could Colorado do to get a high score in the area of “Great Teachers and Leaders” and increase our state’s chances of getting Race to the Top funds? Help Nuggets' "Birdman" Support ACE Scholarships for Needy Students

Christmas is right around the corner (I can hardly wait). And while it’s very easy for me to be obsessed with expanding my own Lego collection, it’s also very important to remember to give those who are in need. I like basketball a lot, and the Denver Nuggets are my pro team. That’s why I was totally stoked to see Chris “Birdman” Andersen playing Santa Claus to raise money for the Alliance for Choice in Education (ACE). As explained on our School Choice for Kids website: Families living in Colorado that are eligible for free or reduced lunch may apply for an ACE scholarship. The scholarship provides as much as 50 percent of a school’s tuition, with maximum payments of $2,000 per year for grades K-8 and $3,000 per year for grades 9-12. ACE commits to paying for four years of tuition. ACE provides more than 775 scholarships annually and has more than 150 partner schools. For more information see the ACE Web site. Now, in the eyes of teachers unions, the fact that ACE supports school choice somehow makes them “Too Extreme for Colorado”. Don't Let Union and Congress Grinches Stop D.C. Opportunity Scholarships

Remember the poor kids in our nation’s capital who benefit from the D.C. Opportunity Scholarship Program? Last night D.C. Parents for School Choice Executive Director Virginia Walden Ford sent out an email alerting supporters about a new troubling development from Capitol Hill: Just an hour ago, the U.S. House of Representatives passed the omnibus bill that kills the D.C. Opportunity Scholarship Program (OSP). This is devastating news, and it means that if this bill makes it through the U.S. Senate and is signed into law by President Obama, the OSP will slowly die, with no new students permitted to access great schools through this groundbreaking program. When we began the fight to save this program more than a year ago, we pledged that we would fight hard and fight long and fight to the finish. We said we wouldn’t give up–regardless of the odds. Tonight is no exception. The House passed the voucher-killing omnibus by a tiny margin. The Senate must still act. So, we have not yet been defeated in our effort. Drama Sweeps In New Denver School Board… Surprise, Intrigue to Follow?

Last night marked a key moment of transition for the Denver Public Schools, as the old, reform-friendly Board made its last votes and the new, not-so-reform-friendly Board was sworn in to take its place. More remarkable and bizarre, however, was how dramatically events unfolded, as reported by Ed News Colorado: As board member Michelle Moss walked up to take her seat for what was to be her last meeting in eight years representing southwest Denver, her newly elected replacement Andrea Merida told her that she would be sitting on the dais instead. Merida, rather than waiting to take the oath of office with two other new members after the meeting, had instead been sworn in hours earlier so she could cast a vote on the controversial reforms.

I'm Thankful Colorado Teachers At Least Can Request Political Refunds

Tomorrow is Thanksgiving, which means I’ll take a little break from blogging. One of the things I’m thankful for are teachers — especially good teachers who work hard, know their stuff, and care about the success and well-being of kids like me. This time of year I also am thankful that teachers in Colorado are free to choose which membership organization best represents them, and that if they join a union they at least have the opportunity to ask for their money back — if they do so by December 15. Colorado Needs Standards for Tax-Funded Union Release Time

In many Colorado school districts, taxpayers are subsidizing union presidents and/or other officers to take release time from the classroom for union business. Back in 2003-04 the practice cost Colorado taxpayers at least $775,000 (PDF). Since nothing is known to have changed to crack down on the process, the figure must be considerably more these days. What exactly are union officials doing with their taxpayer-subsidized time, and how can we find out? Bargaining negotiations? Grievance procedures? District committees? Political activities?

Real Alternative Certification May Actually Help Boost Student Learning

I’ve told you before about groups like ABCTE that are reaching out to top-notch professionals and making it easier for them to make an effective transition into classroom teaching. But where’s the proof this is a good idea for the bottom line of education? In the new edition of Education Next, Daniel Nadler and Paul Peterson show that states with genuine alternative teacher certification programs (like Colorado) have experienced greater gains in math and reading scores, and especially among African-American students. Is it a coincidence, or cause-and-effect? Ultimately, it’s hard to say. But as the authors conclude, the arguments against alternative certification have been eroded: But the burden of proof would now seem to shift to the plaintiffs in the Renee v. Spellings case, who argue that traditional state certification is necessary to ensure teacher quality. Genuine alternative certification opens the door to more minority teachers, and student learning is more rapid in states where the reform has been introduced. Meanwhile, scientific evidence that alternative certification harms students remains somewhere between scant and nonexistent. Hoping Race to the Top Spurs Colorado Funding, Teacher, STEM Innovations

Katie Redding at the Colorado Independent reported yesterday on the official recommendations for Colorado’s application to receive Race to the Top federal reform dollars. One of my Education Policy Center friends got a chance to chime in: Ben DeGrow, education policy analyst for the free-market Independence Institute, found much to like about the application, particularly the suggestions to provide financial incentives to teachers and to attach higher funding to high-risk students (which he noted would give parents more choice about which schools could best serve their students.) There’s only so much reasonable space in an article like that one, so Ben asked me to revise and extend his remarks a bit. The “higher funding to high-risk students” is really a call for a widespread move to a transparent Weighted Student Funding formula that empowers parents and school-level leaders at the expense of central administration bureaucrats. Ben further cited Cole Arts and Science Academy as Colorado’s premier example of “Turning Around Low-Performing Schools.”
