Temperature Rises in Georgia's Debate Over Universal School Vouchers
With a proposal in the state legislature, Georgia is having a debate right now over universal vouchers for K-12 students. The bill, sponsored by state senator Eric Johnson, would attach $5,000 to each child for their parents to select the public or private school of their choice. The debate over such a radical change makes events down in the Peach State worth watching closely: Will one state dare to make the leap to truly competitive, student-centered, customer-friendly public education? Are our schools foremost a jobs program for adults or a place to serve the needs of students? I think most parents and many teachers would choose the latter, but connecting that perception to constructing a more competitive system of consumer empowerment is easily lost in the heated rhetoric that inevitably follows the word “vouchers”.

Colorado State Board of Education Members Weigh in on "Stimulus" Bill
You may think I spend a lot of time complaining about the education spending proposal inside Congress’ so-called stimulus (I prefer “magical money tree”) bill. Well, rather than just get up on my soapbox again (but hey, if I don’t stand up there, nobody will see me), I decided to share firsthand thoughts from a couple of Colorado’s state education officials on the issue. Earlier this week, new State Board of Education member Marcia Neal shared some thoughts on the education portion of the federal stimulus bill with Grand Junction reporter Mike Saccone: “I think there’s growing concern over this huge amount of money they’re throwing around,” Neal told Political Notebook today. “As always my concern … is the issue of local control. That when you accept money from the feds and they direct the way you spend it, they’re basically directing your local educational program and increasing your dependence on federal money.” Neal, a Republican, said she hopes the Senate, when it mulls the economic stimulus package this week, clears up the issue of local control. Ben DeGrow Plugs Commonsense, Parent- & Taxpayer-Friendly Reform
Yesterday morning, my Education Policy Center friend Ben DeGrow took to the airwaves for a quick interview on Colorado’s Morning News (850 KOA). He talked about the awful federal “stimulus” bill, the need for online financial transparency, and gave a shout-out to parent-friendly school choice reforms. More Colorado Students and Parents Choosing the Cyberschool Option
Because of the fact that I communicate with you over the Internet, you’d probably guess I’m a big fan of online education. Well, I am. It doesn’t work for every kid, but it sure deserves to be treated fairly as another educational option. Cyberschools well may be the wave of the future, and it’s growing more popular with parents and students in Colorado all the time. In today’s Rocky Mountain News, Nancy Mitchell sheds light on the rising trend of cyberschools: Growth in the programs, which had spiked from 166 students in 2000 to 9,150 in 2006, eked up to 9,222 in 2007. But in fall 2008, that number grew to 11,641 students – an enrollment that would rank it 19th among Colorado’s 178 school districts in size…. In return for greater accountability, the law provides more funding. Before, online schools were prohibited from receiving funding for students who had been home- schooled or were in private schools the year before they enrolled in virtual classes.

Colorado Charter Schools May Be Saved by Smaller Building Grant Fund Cuts
A week ago I brought your attention to concerns from Colorado charter school parents and leaders that grant money for facility projects was at serious risk. Public charter schools already face significant inequities when it comes to receiving funds for construction and maintenance. But cutting back the state’s charter school capital construction fund from $10 million to $5 million – as initially proposed by the governor and lawmakers on the powerful Joint Budget Committee (JBC) – also put eligibility for federal grant funds at risk, a double whammy. So news like this from the Colorado League of Charter Schools is really good concerning the circumstances: We are excited to report that our efforts at the Capitol, and especially your calls, emails and persistence have paid off. The JBC has revised its proposal and is now recommending that charter school capital construction funding be cut by $2.5 million instead of $5 million. Your efforts helped save $2.5 million in funding for charter schools. We couldn’t have done it without you!

D.C. Parents Satisfied with Choice, Time for Colorado Open Enrollment
Updated with more specific information about open enrollment Some things we learn about the world of education seem so obvious, yet when we hear about them they really seem to trigger a “light bulb” moment. Here is one in a press release from the University of Arkansas’s School Choice Demonstration Project: Parents report that having a choice of where to send their children to school boosts their satisfaction with and involvement in schools, a study of the publicly funded school voucher program in Washington, D.C., has found. You can hear some of the D.C. parents speak for themselves at the Voices of School Choice website. If there’s one thing we know with great confidence about school choice, it’s that parents who participate find great satisfaction with the opportunity. Parents overwhelmingly respond well to the consumer empowerment that comes with school choice, in part by getting more actively involved in their child’s education. Lessons for Colorado from Study on Boston Charter School Success
The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

So I’ve already written once today, but I just had to let you know about this Education News Colorado blog post. Why? Because not only does the author Karin Piper give a great argument for school choice, she does so by talking about ice cream. What do I mean? Thanks to Friedman, You Don't Need to Be Afraid of Any School Choice Myths
Over on Jay Greene’s blog, Dr. Greg Forster has a valuable update for those of us who want a handy place to go to answer all those objections to school choice: …the Friedman Foundation has released a set of “myth buster” guides to the research on the six most common school choice myths. For each myth they’ve provided a brief, handy reference sheet and a slightly longer, more detailed guide to the research. Even the detailed version of each myth buster is still less technical than the other lists on my “meta-list” page, compiled by Jay and other scholars, but it does go over the most important technical issues (how do we distinguish the impact of vouchers from the impact of other factors like family influence?) and provides the references you’ll need to dig further if you wish. Yes, I’m not ashamed to admit it: I’m a big (and maybe the youngest) fan of Krista Kafer. The column Krista wrote for yesterday’s Rocky Mountain News is just the latest reason — even though she does tell readers to do more homework: While rankings and other analysis can provide the public and parents confidence in charter schools as a whole, school-by-school information is actually more important to individual families. When considering public schools – whether district-run or charter – the [School Accountability Report] is great place to start when choosing a school. Parents shouldn’t stop there. They should check out other sources of information such as www.greatschools.net, www.schoolmatters.com and www.schoolchoiceforkids.org. Next they should visit the school’s Web site and the school building. You don’t have to be an education expert to recognize student disengagement, apathy or boredom. Kids wandering aimlessly, teachers yelling angrily or trash scattered about the floor – these would be bad signs. Talking to other parents, teachers and students is a must.
