D.C. Parents Satisfied with Choice, Time for Colorado Open Enrollment

Updated with more specific information about open enrollment Some things we learn about the world of education seem so obvious, yet when we hear about them they really seem to trigger a “light bulb” moment. Here is one in a press release from the University of Arkansas’s School Choice Demonstration Project: Parents report that having a choice of where to send their children to school boosts their satisfaction with and involvement in schools, a study of the publicly funded school voucher program in Washington, D.C., has found. You can hear some of the D.C. parents speak for themselves at the Voices of School Choice website. If there’s one thing we know with great confidence about school choice, it’s that parents who participate find great satisfaction with the opportunity. Parents overwhelmingly respond well to the consumer empowerment that comes with school choice, in part by getting more actively involved in their child’s education. Lessons for Colorado from Study on Boston Charter School Success

The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

"Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks

I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included. Thanks to Friedman, You Don't Need to Be Afraid of Any School Choice Myths

Over on Jay Greene’s blog, Dr. Greg Forster has a valuable update for those of us who want a handy place to go to answer all those objections to school choice: …the Friedman Foundation has released a set of “myth buster” guides to the research on the six most common school choice myths. For each myth they’ve provided a brief, handy reference sheet and a slightly longer, more detailed guide to the research. Even the detailed version of each myth buster is still less technical than the other lists on my “meta-list” page, compiled by Jay and other scholars, but it does go over the most important technical issues (how do we distinguish the impact of vouchers from the impact of other factors like family influence?) and provides the references you’ll need to dig further if you wish. Eagle County Experience with Teacher Pay Reform Should Embolden Others

Reforming how teachers are paid to better match the goals that benefit students in our education system is a tricky business. On one hand you have some people who oversimplify the issue of “merit pay” and think that it should be quite easy to implement a new system that has a positive impact on student achievement. (Of course, there is a significant grain of truth in what they advocate, as an analysis of a pilot program in Little Rock has shown.) On the other hand, you have entrenched opposition within elements of the education establishment who find it too hard to overcome the inertia that keeps the lockstep salary schedule in place. Paying teachers strictly for years of service and degrees is inefficient and ineffective, but a variety of obstacles are readily summoned to trip up any momentum toward compensation reform. That’s why it’s great news to read about a Colorado school district like Eagle County that at least has been working outside the box for the past six years to re-design teacher pay. Most noteworthy is that their system not only includes significant rewards for boosting student test scores, but also that it’s showing broader support among district teachers. […]

Wake Up, Colorado! Maybe We Ought to Fix the School Finance System First

By lobbying for an overhaul of tax-and-spending measures in the state constitution, the education establishment groups that came together to form Believe in a Better Colorado are barking up the wrong tree. Or at least they have put the cart before the horse. Pick your favorite overused cliche. Until we fix the way schools are funded, it’s a futile effort. That’s why my friends in the Education Policy Center recommend a careful look at Facing the Future: Financing Productive Schools from the Center for Reinventing Public Education. Co-authors include Paul Hill and Marguerite Roza, two of the sharpest minds to study the current school system and what could work better. Here is a key excerpt from the report explaining the problem: Overall, we have a system in which so much is controlled by decisions made in the past, sometimes for reasons and on behalf of people who are no longer in the system, and at such a distance from schools, that educators have scant flexibility to adapt to the needs of here and now. Independence Institute Highlights Rural Colorado School Performance

There are plenty of kids in Colorado who live out in the country or in remote small towns. I don’t know many of them myself. Yet while I’m sure they have their own challenges in learning and education, they don’t get as much attention as those of us who live in and around the big city of Denver. That’s part of the reason why my friends in the Education Policy Center put together a project looking at the academic performance of Colorado’s rural school districts, compared with the numbers of poor and non-white students they serve. The author of the newly-released Assessing Colorado Rural Public School Performance (PDF) is Paul Mueller, who spent the summer working in our offices. (Just in case you were wondering, I didn’t see much of Paul, because I spent much of my summer months off school playing outdoors rather than visiting the Independence Institute.) Answers to Failed Tax Proposals? More School Choice and Transparency

On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.

Barack Obama: School Choice for My Children, But Not Thy Children

Rocky Mountain News guest columnist Robert Maranto – an endowed chair at the University of Arkansas Department of Education Reform – makes some striking points about some politicians’ school choice hypocrisy. Especially about one very prominent politician in particular: Candidate [Barack] Obama declares that “We need to fix & improve our public schools, not throw our hands up and walk away from them,” the way Barack and Michelle Obama have with their own children. Candidate Obama’s official education program opposes private school choice, and only under pressure gave a very qualified endorsement to public charter schools. Instead of letting parents choose, Obama emphasizes bureaucratic programs like teacher certification. Supporters of traditional teacher certification programs, like Obama education adviser Linda Darling Hammond, want all public school teachers to be certified. They argue that no one wants children to be operated on by uncertified doctors, so why should they be taught by uncertified teachers? Yet unlike medical certification, there is precious little evidence that teacher certification works. School Choice Takes National TV Stage at Last Night's Presidential Debate

In contrast with the unimpressive remarks provided at the vice-presidential debate, I was excited to hear the candidates in last night’s presidential debate talk so much about school choice. The candidates agree on public school choice. First, an excerpt of Senator John McCain’s remarks: So choice and competition amongst schools is one of the key elements that’s already been proven in places in like New Orleans and New York City and other places, where we have charter schools, where we take good teachers and we reward them and promote them…. Charter schools aren’t the only answer, but they’re providing competition. They are providing the kind of competitions that have upgraded both schools — types of schools. And here’s some of what Senator Barack Obama had to say: Charter schools, I doubled the number of charter schools in Illinois despite some reservations from teachers unions. I think it’s important to foster competition inside the public schools. But then came the point of disagreement.
