Life Skills Center of Denver Continues to Fill Important Niche for At-Risk Students
This week one of my Education Policy Center friends was privileged with the opportunity to visit a Denver charter school that fills a niche for 16- to 21-year olds who have dropped out and/or been neglected by the system. Life Skills Center of Denver is an alternative education campus that uses computer-assisted instruction in a teacher-guided laboratory setting to help high school students get remediation in lagging math and reading skills with the goal of graduation and success in life. In 2007, after four years of operation, Life Skills was in danger of having its charter revoked and being shut down. The State Board intervened to save the school after the DPS board’s vote based on legitimate concerns with poor results that showed up on testing measures. As Denise at Colorado Charters noted back then, new principal Santiago Lopez had already taken steps to improve the school. Look Closer at Census Spending Data, Big Picture: Colorado's K-12 Sky Isn't Falling
Talk about one of your below-the-fold news stories. Yesterday a Denver Business Journal headline declared: “Colo. near bottom for education spending.” The story references newly-released data from the U.S. Census Bureau, which shows Colorado fell from 36th in per-pupil spending in 2007-08 ($9,079) to 40th in 2008-09 ($8,718). There is good news, though. The best I can tell, unlike a certain recent tax increase press conference, no children were harmed — or even used as props — in the making of this article. For that we can truly be thankful. How do they measure these spending rankings, though? Correct me if I’m wrong, but I missed any local headlines when the National Education Association released its data showing Colorado’s per-pupil spending increased from $9,335 to $9,574 — albeit slipped down one spot in the rankings from 29th to 30th — during the exact same span. And the U.S. Department of Education’s data likely would be different from both NEA and the Census Bureau, as soon as they release their 2008-09 numbers for us to see.

Nevada Teacher Makes Case for Ending LIFO; No More Coin Flips in Colorado?
There are just some silly policies out there in K-12 education. One that has justly received a remarkable amount of attention in recent weeks and months is the issue of “Last In, First Out” (aka LIFO). Thanks to many union bargaining agreements and some state laws, many teachers are able to retain their jobs or their positions within a school during seasons of downsizing (not uncommon now), based on their seniority within the school district. A school principal may have to part with an effective teacher who has less experience — or just hasn’t been around that district as long — while a less effective senior teacher stays in the classroom. What's Left Unsaid in CTQ Report on Implementing Colorado SB 191
A few weeks ago I posted some thoughts about Colorado’s implementation of the educator effectiveness law (SB 191) — including a video from Step Up Colorado — that prompted a lengthy and thoughtful comment from an area teacher who is part of the Center for Teaching Quality (CTQ)’s New Millennium Initiative (NMI). Then someone else from CTQ reached out to my Education Policy Center friend Ben DeGrow to notify him of a report, co-authored by Denver-area teachers, with thoughts on SB 191 implementation. I thought it fitting to dig in and follow up, seeing as how it was just last week Ben shared his thoughts before the State Board of Education on this very topic. Cincinnati Study, Step Up for Colorado, Bolster SB 191 Implementation Success
There’s more to creating good policy than just passing a good law. This is especially true when it comes to big changes, like Colorado Senate Bill 191’s push to update how teachers are evaluated and retained. It wasn’t that long ago I expressed my concerns about the implementation. A couple weeks ago the co-chairs of the State Council on Educator Effectiveness presented their recommendations to the Colorado State Board of Education. One of the presenters expressed a hopeful confidence that the 50 percent of teacher and principal evaluations based on observed performance would match up with the 50 percent based on student growth. The good news, as reported by Education Next, is that new research by Thomas Kane and colleagues shows creating such an effective evaluation system can be done — because in a sense, the Cincinnati Public Schools’ Teacher Evaluation System (TES) already has done it:

The Implementation of SB 191: A Reason for Little Me to Get Old and Skeptical?
When (or should I say if) I get older, maybe I’ll acquire a healthy dose of that battle-worn cynicism about highly-lauded education reform initiatives like Colorado’s Senate Bill 191 — also known as the “Great Teachers and Leaders” law. Sometimes I think I’m too young to adjust my expectations appropriately. But if someone as smart and experienced as Sandi Jacobs from the National Council on Teacher Quality (NCTQ) is upbeat but realistic about it, why shouldn’t little Eddie? Staff, Parents Discuss Falcon Innovation: Ideas Emerging as Promise Remains Strong
I began the week by telling you about the series of “Innovation Conventions” going on in Falcon 49 — a school district serving about 15,000 students east of Colorado Springs. (Background: Check out District 49’s innovations page and the links it contains, especially the open letter from the Board, the iVoices podcast interview and the op-ed by Ben DeGrow.) Falcon 49 Parents, Teachers, District Leaders Convene Around Innovation
Has it really been a whole month since I wrote about the Falcon 49 innovation plan — not to mention the Cookie Monster? Time flies. Next thing you know, I’ll blink and turn 6. Anyway, over the weekend, we saw one of the first promising signs that the district’s innovative reform is gaining traction. The Colorado Springs Gazette reports on a gathering of key players in the Vista Ridge community: Teachers, parents and district employees at the district’s first “Innovation Convention” mulled110 ideas including tapping Google for online tools including e-mail, changing teacher evaluations and scheduling more time for planning and collaboration. As Falcon pursues streamlining the administration and bringing power down to the building level, these conventions can play a critical role in making the schools more productive, responsive and focused on student needs. Yes, one meeting doesn’t begin to solve every problem. But among other things it does get the process rolling toward identifying specific waivers that should be requested under the Innovation Schools Act — such as costly job protections for ineffective teachers. Innovation Alert: Glenwood Springs Schools and Students "Moving On" Up?
I’ve been to Glenwood Springs before with my parents. It’s a neat place, with the caves and the rides and, of course, the hot springs. But this has got to be the first time I’ve blogged about it here. The local Post Independent reports that the Roaring Fork School District looks like they are about to forge ahead with something quite innovative: At tonight’s meeting, principals and teachers from Glenwood Springs and Sopris elementary schools, Glenwood Springs Middle School and Glenwood Springs High School, as well as district officials, will all be on hand to explain the concept and answer questions. Called “Moving On,” the new levels approach to student placement is the next step in district’s ongoing effort to adopt a standards-based learning model. The standards approach is intended to ensure that students achieve a certain degree of proficiency in a subject area, primarily reading, writing and math, before they move on to the next level.
