He talked about the awful federal “stimulus” bill, the need for online financial transparency, and gave a shout-out to parent-friendly school choice reforms. I was too busy getting out of bed and getting ready for school to hear it for myself, so I was glad to get a copy we all can go back and listen to: Right on! More Colorado Students and Parents Choosing the Cyberschool Option
Because of the fact that I communicate with you over the Internet, you’d probably guess I’m a big fan of online education. Well, I am. It doesn’t work for every kid, but it sure deserves to be treated fairly as another educational option. Cyberschools well may be the wave of the future, and it’s growing more popular with parents and students in Colorado all the time. In today’s Rocky Mountain News, Nancy Mitchell sheds light on the rising trend of cyberschools: Growth in the programs, which had spiked from 166 students in 2000 to 9,150 in 2006, eked up to 9,222 in 2007. But in fall 2008, that number grew to 11,641 students – an enrollment that would rank it 19th among Colorado’s 178 school districts in size…. In return for greater accountability, the law provides more funding. Before, online schools were prohibited from receiving funding for students who had been home- schooled or were in private schools the year before they enrolled in virtual classes.

Colorado Charter Schools May Be Saved by Smaller Building Grant Fund Cuts
A week ago I brought your attention to concerns from Colorado charter school parents and leaders that grant money for facility projects was at serious risk. Public charter schools already face significant inequities when it comes to receiving funds for construction and maintenance. But cutting back the state’s charter school capital construction fund from $10 million to $5 million – as initially proposed by the governor and lawmakers on the powerful Joint Budget Committee (JBC) – also put eligibility for federal grant funds at risk, a double whammy. So news like this from the Colorado League of Charter Schools is really good concerning the circumstances: We are excited to report that our efforts at the Capitol, and especially your calls, emails and persistence have paid off. The JBC has revised its proposal and is now recommending that charter school capital construction funding be cut by $2.5 million instead of $5 million. Your efforts helped save $2.5 million in funding for charter schools. We couldn’t have done it without you!

Citizens Speak Out Loud and Clear for Transparent Colorado School Spending
A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times. Private Schools Facing Real Challenges from Economic Downturn, Too
Times are tough out there. I don’t have a lot of perspective yet, but there’s no doubt the economy is hurting. And that means not only are real people hurting, but – as the Wall Street Journal reports – so are private schools: Trinity Episcopal School survived Hurricane Ike last fall. But then another storm hit — the economy. The Galveston, Texas, school, where tuition is between $5,000 and $8,000 a year, has seen its enrollment drop 12%, says David Dearman, the head of the school. Many parents of its students were among the 3,000 workers laid off by the area’s largest employer, the University of Texas Medical Branch. At the end of 2008, the school’s endowment was $800,000, down about 20% from July. The school has ramped up donation efforts through its Web site, and held car washes and bake sales. It stopped using substitute teachers — other staff members now step in when a teacher is out sick. “Our school will survive, but it will take years to recover,” Mr. Dearman says. Will the Feds' Magical Money Tree Help Support Effective Education Reform?
If Barack Obama and the Democrats really are going to pull $122 billion off the magical money tree and send it to fund education programs in the states, could we at least hope the dollars are spent sensibly on effective reforms? For example, will the feds dump freshly-printed greenbacks into traditional, union-controlled teacher licensure programs that do nothing for the bottom line of education? Or might they consider using the cash to improve the quality of the teaching workforce – you know, boost effective performance pay so we can reward good teachers, and repeal harmful tenure laws so we can get rid of bad teachers? Surely some reasonable share of the $122 billion could be used to make a real positive difference. Right? I’ve already been told my problem is that I’m not old enough yet to be properly cynical about all this. I’m not ready to admit that, but I have been trying to find the seeds to plant a magical money tree in our backyard. That way, I can have my own bazillion-dollar weekly allowance without hitting up my parents or the federal government.

Leaner Budget Times Call for Colorado Schools to Post Finances Online
It’s going to be a tough fiscal year for education officials used to managing ever-expanding tax-funded budgets. 2009 just might be a year in which policy makers and administrators find ways to cut out the fat and focus the lean spending on classroom success. One way to help is to empower everyday citizens – like my mom and dad, and thousands of other Colorado taxpayers – with detailed financial information online so they can help find cost savings. What am I talking about? It’s called online financial transparency. Can you imagine if school districts and other local education agencies all had searchable databases on their websites that allowed you to see exactly how money is being spent? What once was a distant dream is fast approaching reality. My Education Policy Center friend Ben DeGrow explains it all in his new backgrounder Shining the Light on Colorado School Spending. Westminster Switches to Standards System (the Next Doogie Howser?)
As I look forward to my full-time education here in Colorado, I have to wonder if innovative ideas like the program Westminster School District has started will catch on. From a 9News report (including video) (H/T Complete Colorado): The district will shed the traditional kindergarten through 12th grade system in exchange for a standards-based model with assessment levels of one through ten. Students of different ages will be grouped together by assessment level. Students can only move on the next level if they show proficiency in the standards at their level. “There’s nothing magic about nine months in a classroom or at a particular grade level,” said [superintendent] Dr. [Roberta] Selleck. “The critical component in our standards-based model is that time becomes the variable.” This model was developed by smaller school districts in Alaska. Adams 50 will be the first larger school district in the nation to eliminate grade levels, certainly the first in Colorado. D.C. Parents Satisfied with Choice, Time for Colorado Open Enrollment
Updated with more specific information about open enrollment Some things we learn about the world of education seem so obvious, yet when we hear about them they really seem to trigger a “light bulb” moment. Here is one in a press release from the University of Arkansas’s School Choice Demonstration Project: Parents report that having a choice of where to send their children to school boosts their satisfaction with and involvement in schools, a study of the publicly funded school voucher program in Washington, D.C., has found. You can hear some of the D.C. parents speak for themselves at the Voices of School Choice website. If there’s one thing we know with great confidence about school choice, it’s that parents who participate find great satisfaction with the opportunity. Parents overwhelmingly respond well to the consumer empowerment that comes with school choice, in part by getting more actively involved in their child’s education. Kafer's Invaluable Advice for Colorado Families Seeking a New School
Yes, I’m not ashamed to admit it: I’m a big (and maybe the youngest) fan of Krista Kafer. The column Krista wrote for yesterday’s Rocky Mountain News is just the latest reason — even though she does tell readers to do more homework: While rankings and other analysis can provide the public and parents confidence in charter schools as a whole, school-by-school information is actually more important to individual families. When considering public schools – whether district-run or charter – the [School Accountability Report] is great place to start when choosing a school. Parents shouldn’t stop there. They should check out other sources of information such as www.greatschools.net, www.schoolmatters.com and www.schoolchoiceforkids.org. Next they should visit the school’s Web site and the school building. You don’t have to be an education expert to recognize student disengagement, apathy or boredom. Kids wandering aimlessly, teachers yelling angrily or trash scattered about the floor – these would be bad signs. Talking to other parents, teachers and students is a must.
