Jay Mathews Inspires My Radical Ideas to Spend $100 Billion on Education
In today’s Washington Post, education columnist Jay Mathews raises the question: If you had $100 billion to fix our schools, what would you do? Faithful readers know I was skeptical of the federal government’s “magical money tree” a few months ago. My sentiment hasn’t changed. Some ideas for spending 100 billion (that’s a 1 followed by 11 zeroes) new smackeroos in the education bureaucracy inevitably will be better than others, and some may end up yielding some positive results. In his column, Mathews grades five proposals for spending the money, realistically noting of those who submitted the proposals: Their goal is to get the biggest change by January 2012. I think they are dreaming. The federal stimulus is designed to save jobs, not raise student achievement. But some (not all) of the ideas are so good some states might (repeat, might) be tempted to try them. Yes, We Should At Least Give the Year-Round School Idea a Chance
It isn’t easy for me to say this, and many of my fellow kids may vote me out as a Benedict Arnold, but Colorado teacher Kathy Kullback has a good point: Maybe there’s something to the year-round school idea. What? No more summer vacation, you argue? Ms. Kullback writes: As a special educator, I tried to sign up special education students with generalized learning disabilities reading below grade level for summer school, but soon learned that the only special education students who take an extended year are cognitively disabled. I was advised that I not extend my students’ school year because the esteem issues associated with students of average cognitive ability attending summer school with students with cognitive disabilities is too severe. Then why not offer different classes for the learning disabled student? If year round classes are good for cognitively disabled students, it seems to me that year round classes would give regular education students that needed boost of continuity, and aid in their achieving academic success. Momentous Time of Challenges and Opportunities for School Choice
I may not have been able to throw my Legos far enough to hit him, but Education Secretary Arne Duncan is taking plenty of lumps from others, reports Joanne Jacobs and Jay Greene (see here and here and here). Of course, what Duncan is allowing to happen to the Washington DC Opportunity Scholarship Program is perhaps just the most outrageous of the latest challenges to school choice. There’s also the recent Arizona Supreme Court decision, and continuing attacks against the Milwaukee voucher program. Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole
Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning). Catching Up on Michelle Rhee While I Look at the Tigers at the Zoo
Today is a busy day: Lots of playing outside to do … I’m going to the zoo! So instead of a longer post, I’m just going to point you to what my Education Policy Center friend Ben DeGrow wrote yesterday about Washington DC Schools Chancellor Michelle Rhee and “collaboration”: Maybe some think it would be nice that Rhee “collaborated” more with union officials — or career bureaucrats, for that matter. But it certainly isn’t necessary, and may even be counterproductive. Yes, the situation is complicated by politics. Not including the Washington Teachers Union at the table may end up unleashing various obstructions from an entrenched group. In his piece, Mr. Ben takes on two very different comments about Michelle Rhee’s recent visit to Denver — the one I was so sad to have missed. Have I mentioned how much I really like Rhee? Maybe she’ll play Legos with me sometime… or come to the zoo and look at the tigers with me – I love the Tigers!

Michelle Rhee Helping to Inspire My Radical Education Reform Side
I am bummed. Not only did school not get canceled today, but I also missed my chance to see Washington DC school chancellor Michelle Rhee. She was in Denver last night. (Follow that link to read the story and watch a video of her.) Where was I, you ask? Getting a long timeout and an early bedtime for excessive Lego-throwing. That made me even angrier, because Michelle Rhee is one of those few education leaders willing to take on a real fight to help make a difference for kids. Don’t believe me? Look at the article by Jeremy Meyer in the Denver Post: “We have public schools so that every kid can have an equal shot in life,” Rhee said. “That is not the reality for children in Washington, D.C., today or many children in urban cities today. That is the biggest social injustice imaginable.” Rhee said radical changes are necessary. “Unless we do something massive about this right now, unless we are willing to turn the system on its head . . . then all of the ideals of this country are actually hollow,” she said. Kudos to the Commish, But Parents Also Have Important Reform Role to Play
Yesterday, in a Denver Post guest commentary, Colorado’s commissioner of education Dwight Jones weighed in with some thoughts about our “race to the top” for innovative and effective education reform: Innovation is more than just a good idea, it’s about putting that good idea into practice. The Colorado Department of Education is presently pursuing a wide variety of innovative education models, including new approaches to teacher preparation, leadership development, school choice and the way in which education is funded. We are organizing strategies and directing resources in ways to innovate intentionally, and, in so doing, increase capacity to take to scale what improves education for Colorado’s students.

The Real World Would Recognize (and Deal with) Both Good and Bad Teaching
Every child is always a winner … Children just need better self-esteem … We only need to use positive incentives to help children learn more … Let’s reward the good but pretend like the bad doesn’t exist … I’m only 5 years old, and I get that this is marshmallow world nonsense. In fact, it’s the kind of silliness that makes many people question (sometimes fairly, sometimes not) the value of much of what goes on in public education. It gets even worse when the principle is applied not only to students, but also to teachers. At least if the union has its way. Witness the evidence from Chicago, a city with many failing schools: principal evaluations found only 3 out of every 1,000 teachers had unsatisfactory performance. While unions thrive on fears of bogeyman administrators who take out their vindictiveness on good teachers they don’t like, this evidence at least indicates the problem tips in the other direction. In any case, wouldn’t a more objective data system be better?

Colorado, Don't Get Any Ideas about Virtual Education from Florida's SB 1676
I’m kind of leery about even writing this here, afraid it might give some Colorado lawmakers a bad idea. But consider it a note of caution. Apparently, the Florida legislature is trying to put the clamps down on the state’s successful online public school program. So writes Bill Tucker at The Quick & The Ed about SB 1676 and its impact on the Florida Virtual School: The bill would eliminate enrollment in any elective courses and funding for any courses beyond a standard six periods. Students would no longer have an option to take electives, including some AP courses, beyond those offered at their traditional schools (especially painful for small or rural schools), nor would they have the opportunity to take extra courses to catch up on graduation requirements or accelerate. The legislation was approved in committee and now goes to the full State Senate. As tempting as it might be, it’s a bad idea for Florida officials to use tough economic times as an excuse to limit educational options. Speedy School Finance Bill Could Innovate, Punish "Sore Loser" Districts
This morning brings an important committee hearing at the State Capitol, as the Democrats in charge try to speed through some serious changes to the School Finance Act: Legislators and lobbyists Tuesday were hurriedly conferring about and drafting possible amendments to Senate Bill 09-256, the 2008-09 school finance bill that was introduced Monday. The bill currently is scheduled to be heard in the Senate Education Committee on Wednesday, considered on the Senate floor Thursday and is set for final passage on Friday. That leaves little time for crafting language for a complex bill that takes several new directions with the overall goal of funneling more money to at-risk students and polishing up Colorado’s chances to win competitive federal stimulus grants for education innovation. [Link to bill PDF added] Very little time has been given to analysis of this proposal thus far, so I can’t comment much yet. It does look like some innovative proposals may be included, but then as the Denver Post‘s Jessica Fender reports, something bad could be in store for certain school districts that want to honor taxpayer protections — if House Democrats get their way:
