Real Alternative Certification May Actually Help Boost Student Learning

I’ve told you before about groups like ABCTE that are reaching out to top-notch professionals and making it easier for them to make an effective transition into classroom teaching. But where’s the proof this is a good idea for the bottom line of education? In the new edition of Education Next, Daniel Nadler and Paul Peterson show that states with genuine alternative teacher certification programs (like Colorado) have experienced greater gains in math and reading scores, and especially among African-American students. Is it a coincidence, or cause-and-effect? Ultimately, it’s hard to say. But as the authors conclude, the arguments against alternative certification have been eroded: But the burden of proof would now seem to shift to the plaintiffs in the Renee v. Spellings case, who argue that traditional state certification is necessary to ensure teacher quality. Genuine alternative certification opens the door to more minority teachers, and student learning is more rapid in states where the reform has been introduced. Meanwhile, scientific evidence that alternative certification harms students remains somewhere between scant and nonexistent. Hoping Race to the Top Spurs Colorado Funding, Teacher, STEM Innovations

Katie Redding at the Colorado Independent reported yesterday on the official recommendations for Colorado’s application to receive Race to the Top federal reform dollars. One of my Education Policy Center friends got a chance to chime in: Ben DeGrow, education policy analyst for the free-market Independence Institute, found much to like about the application, particularly the suggestions to provide financial incentives to teachers and to attach higher funding to high-risk students (which he noted would give parents more choice about which schools could best serve their students.) There’s only so much reasonable space in an article like that one, so Ben asked me to revise and extend his remarks a bit. The “higher funding to high-risk students” is really a call for a widespread move to a transparent Weighted Student Funding formula that empowers parents and school-level leaders at the expense of central administration bureaucrats. Ben further cited Cole Arts and Science Academy as Colorado’s premier example of “Turning Around Low-Performing Schools.”

Colorado Cyberschool Students Tell What It's Like To Go To School Online

Colorado is a great place to be for families seeking a free online public education. There are 18 different multi-district cyberschools in the state, in addition to single-district and other supplemental online programs. Over the past several months I’ve introduced you to insights on the transformative power of online education through a podcast interview with Dr. Terry Moe, and helped give you a better glimpse of this fast-growing type of education with local cyberschool leaders and with Colorado’s Online Elementary Teacher of the Year. One-Two Research Combination Shows Positive Effects of NYC Charters

Chalk up another gold star for public charter schools as an education reform success. What am I talking about? The second half of a one-two research combination punch, released in late October but just reported by the smart people writing opinion for the Wall Street Journal: Mr. [Marcus] Winters focuses on New York City public school students in grades 3 through 8. “For every one percent of a public school’s students who leave for a charter,” concludes Mr. Winters, “reading proficiency among those who remain increases by about 0.02 standard deviations, a small but not insignificant number, in view of the widely held suspicion that the impact on local public schools . . . would be negative.” It tuns out that traditional public schools respond to competition in a way that benefits their students. Writing on Jay Greene’s blog, the venerable Greg Forster additionally notes: …Marcus also finds that the lowest-performing students in NYC’s regular public schools benefit from charter competition; in fact, while the benefits for the overall population are statistically certain only in reading, they’re certain in both reading and math for low performers.

Families' Power to Choose a High School or Middle School in Denver

As reported in yesterday’s Denver Post, more and more Denver families are becoming smart education shoppers and taking advantage of the choices available to them — even sometimes opting for different schools within the same household: The chaos begins in the Black household on weekday mornings around 6 a.m., when the family’s three children prepare to head off to three different Denver high schools. Keenan, a senior, attends George Washington High School. Griffin the sophomore, goes to nearby Thomas Jefferson. And Addie, a freshman, is enrolled at South. The oldest likes George Washington’s International Baccalaureate program, the sophomore likes the computer center at TJ and Addie is excited about the diversity at South. Interested? Excited? Banging the Drum about Teacher Quality for TPPF, ABCTE, and Others

If there’s a musical instrument I could play, it would probably be the drums. (Some of you may think it’s the horn I like to toot, and my mom & dad have already said “No” to any loud percussion instruments, but anyway….) Why? Because I like to keep banging on the drum of how very, very important teacher quality is to improving schools and student learning outcomes. Reforms like performance pay, streamlining tenure, and alternative certification are not merely nice ideas, but vital changes that need to be made to our school systems. On that note (pun intended), all of you — especially the teacher quality skeptics — really ought to check out this new issue brief by the Texas Public Policy Foundation (TPPF)’s Brooke Dollens Terry, “Shortchanging Our Kids: How Poor Teacher Quality & Failed Government Policies Harm Students” (PDF). Many of the things Brooke writes about Texas could apply to Colorado as well. A Glimpse at New Schools: KIPP Denver Collegiate High School

In what probably will be the final stop on the “A Glimpse at New Schools” tour for 2009-10, I quickly wanted to bring your attention to KIPP Denver Collegiate High School, near West Alameda and Pecos. This August the public charter school opened with a group of 9th graders who are set to be its first graduating class in 2013 before moving on to their goal of college. KIPP Denver Collegiate, conveniently located next door to the successful KIPP Sunshine Peak Academy middle school, is sharing space with Rishel Middle School (building pictured behind the famous “Knowledge Is Power” slogan from which the KIPP name derives). I was going to give you more of a detailed lowdown on KIPP Denver Collegiate, but Denver Examiner charter school columnist Donnell Rosenberg already wrote an excellent piece. Interested in learning American Sign Language (ASL), but not exactly sure where to get started? Our friends at the Rocky Mountain Deaf School (RMDS) (just around the corner from my friends at the Independence Institute) wanted me to let you know about this opportunity that you’ll appreciate. Let's Make Vocational Programs a Bigger Slice of School Choice Menu

You probably assume a prolific blogging prodigy like myself eventually will head to a prestigious 4-year university — maybe even with Doogie Howser-like potential. But what if when I turn 16 some day my heart is set on a career as a plumber or a chef? You wouldn’t deny me that, would you? Writing for the America’s Future Foundation, Liam Julian of the Hoover Institution says we could take a big bite out of our high school dropout problem by engaging more students in vocational education programs — particularly those that integrate academics directly with students’ career aspirations, providing greater relevance to many teens (H/T Heritage Insider): Imagine a 17-year-old who does not want to attend college (or at least not right away); who finds parsing Macbeth maddeningly immaterial; who yearns to learn a practical skill and put it to use; who feels his personal strengths are being ignored and wasted; who is annoyed by his school’s lackluster teachers, classroom chaos, and general atmosphere of indifference.
