"Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks

I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included. 45 Days to Apply for State Aid to Develop Teacher Performance Pay Plan

Do you live in Colorado? Does your school district or charter school have a compensation system that rewards successful teachers? If not, could you come up with a plan in the next 45 days? There may be state money in it to help your cause. Led by Senator Nancy Spence (R-Centennial), the Colorado state legislature earlier this year allotted some money for local education agencies that want to develop their own alternative teacher compensation systems. Now the chance has come to put this piece of legislation into action. The Colorado Department of Education (CDE) released an important reminder today: The program will allow districts to develop their own individual plans to alternatively compensate educators. A result of the passage of House Bill 08-1388, CDE’s Office of Professional Services will manage the program, with money appropriated from the Colorado Education Fund. A total of $980,000 is available for distribution. There is no maximum that any applicant may request. However, a strong justification for the amount being requested is required…. Still Too Many Colorado High School Graduates Need Help Catching Up

High school and college are still a long ways off for me, but I found this interesting for those of you who are interested in education. A recent report from the Colorado Commission on Higher Education (PDF) found that 29.9 percent (that’s almost 3 in 10!) of Colorado public high school graduates entering Colorado public colleges and universities in 2007-08 needed remediation. Wow, that’s a mouthful! And as Ed News Colorado points out, it isn’t good news, either: Remediation costs at least $27.6 million a year, $14.6 million in state tax dollars and $13 million in tuition paid by students, the report said. (The actual cost is higher, because some remediation costs, such as summer school, weren’t included in the total.) “It’s unfortunate,” said Gov. Bill Ritter, that money is spent on remediation “instead of investing those funds in financial aid, classroom instruction and innovative research. We can and must do better.” But has Colorado been doing better than in recent years?

Education Secretary Post Could Do a Lot Worse than Michael Bennet

According to reliable Rocky Mountain News education reporter Nancy Mitchell, the name of Denver Public Schools superintendent Michael Bennet is being bounced around as a serious candidate to serve as Secretary of Education: The Newsweek columnist who broke the story of Barack Obama’s presidential bid is betting on Denver Public Schools Superintendent Michael Bennet as the next U.S. secretary of education. “I have my money on Bennet,” Jonathan Alter writes in the soon-to-be-printed Dec. 15 issue. The others on Alter’s short list are Chicago Public Schools Superintendent Arne Duncan and Paul Vallas, head of New Orleans’ public schools. The usually accessible Bennet is being coy about the column. He declined to comment directly. Being superintendent of an urban school district is a tough job. From the standpoint of teacher innovation, parental choice, local empowerment, and student opportunity, it’s easy to argue that Michael Bennet has done better than most. Krista Kafer Says Take Another Look at the Facts about Preschool

With her column published yesterday, Independence Institute senior fellow and Face The State columnist Krista Kafer drops a fly or two into the early childhood education debate soup: In Colorado, taxpayers spend $29 million a year on state preschool programs. Denver voters passed a sales tax in 2006 to subsidize preschool. According to a Denver Post article by Jeremy P. Meyer, 3,650 students receive subsidies. James Mejia, director of the Denver Preschool Program, told Meyer that “Studies show that for every dollar you spend on early childhood education, you will get back $10 to $12 in services you would otherwise be spending on social services, incarceration, remediation.” Sounds great, but upon closer examination, this just isn’t true. The cost-benefit analyses routinely bandied about by advocates come up short. The analysis is largely based on exaggerated claims from a tiny subset of studies misrepresented as the whole. When the vast majority of research is considered, it becomes clear that preschool does not reap the amazing benefits touted by advocates. Eagle County Experience with Teacher Pay Reform Should Embolden Others

Reforming how teachers are paid to better match the goals that benefit students in our education system is a tricky business. On one hand you have some people who oversimplify the issue of “merit pay” and think that it should be quite easy to implement a new system that has a positive impact on student achievement. (Of course, there is a significant grain of truth in what they advocate, as an analysis of a pilot program in Little Rock has shown.) On the other hand, you have entrenched opposition within elements of the education establishment who find it too hard to overcome the inertia that keeps the lockstep salary schedule in place. Paying teachers strictly for years of service and degrees is inefficient and ineffective, but a variety of obstacles are readily summoned to trip up any momentum toward compensation reform. That’s why it’s great news to read about a Colorado school district like Eagle County that at least has been working outside the box for the past six years to re-design teacher pay. Institute Report Highlights Douglas County's Home-Grown Teachers

It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County. Ben DeGrow's Denver Post Piece an Important Reminder of Priorities

If you’re someone who reads the Denver newspapers on the weekend, you likely noticed an op-ed in the Denver Post written by our own Ben DeGrow. The title of the piece is “Putting Education – Not Unions – First”. (You’d almost think Ben has been reading a thing or two that I write here.) But never mind that. I just wanted to share with you one section that I particularly liked and hope that you check out the whole thing: Sometimes, the interests of the Democratic Party and teachers union officials align closely. The Colorado Education Association and Colorado Federation of Teachers together give Democrats about $50 in contributions for every $1 they give Republicans. Of course, not all Democratic legislators are in the pockets of the teachers union hierarchy. It is remarkable, though, to see not one but two legislators without union connections assume the highest positions at our state Capitol. Peter Groff’s Democratic peers voted to re-elect him as state Senate president, and Rep. Terrance Carroll was selected to become the new speaker of the House. Supporters of public school parental choice could find no better friends in the Democratic caucus than Groff and Carroll. Both men have […]

Exciting News: California Charter Schools the Best at Teaching Poor Kids

According to a report cited in the Los Angeles Times, 12 of the top-performing 15 schools in California that serve low-income students are charter schools (H/T Joanne Jacobs). Nearly all of them! Number 1 on the list is the American Indian Public Charter run by the amazing Ben Chavis: “These poor kids are doing well because we practice math and language arts,” [Chavis] said. “That’s it. It’s simple.” He insisted that it is easier to teach poor students than more affluent ones because they are more motivated to succeed. “It’s the opposite of what everybody says,” he said. “It’s easier to do it with the poor kids and the minority kids because they have nothing, so they should be the highest.” Asked why most educational researchers say the opposite, he said: “They’re liberal and lazy . . . and they see these kids as victims.” Ben Chavis and his students are among the leading stars of the award-winning Flunked documentary. As you can imagine from his remarkable can-do attitude, Chavis has succeeded where the naysaying bureaucrats in the traditional education system have not. Colorado Teachers Unions May Not Get Day off to Campaign, Have Other Perks

Over at the catchy Flypaper blog, education guru Mike Petrilli talks about his local Maryland teachers union’s get-out-the-vote strategy for Election Day: Montgomery County schools are not only closed today (purportedly to protect students from intruders, as most schools are used as polling places) but were also closed yesterday. Which means that MCEA’s 12,000 members could spend a long weekend campaigning for Democratic candidates (most likely, across the Potomac in Virginia), and then volunteer at polling places today, all without taking a single hour off of work. That’s pretty smart politically, but what’s the justification for students to miss two days of school in the middle of the fall semester? A good question. I am pleased to report that there seems to be no evidence of this sort of thing going on along Colorado’s Front Range. A quick search of the eight largest school districts in the Denver metro area – Jefferson County, Denver, Douglas County, Cherry Creek, Aurora, Adams 12, Boulder Valley, and Littleton – show they are all in regular session today on Election Day (as well as yesterday).
