A Show in Jeffco: Last Week's Meeting and What Lies Ahead

As you may recall, I went to a party last Thursday night. Sadly, I didn’t find the snacks I was promised (though not for lack of trying). What I did find was a relatively small room absolutely packed with cameras, tension, and people wearing cheaply designed custom t-shirts. And snacks or no snacks, I got quite a show. The meeting began with more than two hours of public comments. Some of these comments were entertaining, but others were so venomous that I felt compelled to cover my little ears. Threats were issued, ultimatums were given, and political potshots were taken. Many (many) thousands of up-twinkles were performed. And through all of this, the board majority listened patiently and without reaction. That’s pretty impressive. But the public comments were just the beginning. Shortly thereafter, the real fun started as the board began discussion on the “censorship” issue” that has rocked the district in recent weeks. Superintendent Dan McMinimee offered a pretty reasonable compromise that restructured the district’s two existing (and rather mysterious) review committees instead of pursuing an amended proposal for a new committee.

Jefferson County's Ongoing Case of the Blue Flu

Whatever Jeffco’s teachers have, it seems to be pretty contagious. First it spread like wildfire through two high schools, then it infected thousands of Jeffco high school students. Now, it’s made its way to teachers in two more schools. We should probably start making warning posters: “The blue flu is active in this area. Symptoms include sign making, shaking fists, excessive use of words like ‘disrespect’ and ‘secrecy,’ and irrational protesting about non-existent threats to 1st Amendment rights.” Eek! I’m not sure mom’s advice to wash my hands before eating is going to help with this one. What will help, though, are thoughtful pieces like the one posted earlier today by my friend Ross Izard of the Independence Institute. Izard uses the piece to take apart the two most commonly cited reasons for the protests: Censorship of the new AP US History (APUSH) curriculum framework and the new pay-for-performance system in the district, which readers will remember I wrote about in detail when news of the sick outs first broke. If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?

Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?

A Glimpse at New Schools: Math and Science Leadership Academy

After the Colorado Independent brought attention to Denver’s Math and Science Leadership Academy (MSLA) on Friday, I decided it was turn to shine the light on a brick-and-mortar school that is unique for one reason: no principal. No principal, you say? That has to be good, right? When I throw spit wads at the kid next to me, whose office are they going to send me to? Right? Okay, okay, I can stop being goofy for a few minutes. MSLA is not a charter school but an innovation school. The school’s founders had to ask for waivers from state law that would allow it to operate with two “lead teachers” instead of a principal. Teachers evaluate each other through a peer review system. Located in southwest Denver, it’s a K-5 elementary school with a “primary focus” on “science, technology, and mathematics.” MSLA opened its doors this year to students in kindergarten through second grade. Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?

Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

Will Colorado "Race to the Top" of the Class? Would That Be a Good Thing?

Update, 8/26: The witty voice of experienced education reformer Checker Finn eloquently notes that “the country’s most powerful education organization has fired a big grumpy shell across the bow of the country’s earnest and determined education secretary. This battle is joined.” I invite you to read his perspective. When it comes to the U.S. Department of Education doling out money to states for reform and innovation, is Colorado like the nerdy kid at the front of the class who sucks up to the teachers? That’s the colorful metaphor Education Week blogger Alyson Klein crafts to explain our state’s approach to getting Arne Duncan‘s “Race to the Top” money: If the competition for a slice of the $4.35 billion Race to the Top Fund were a K-12 class, Colorado would be the kid sitting right up front, wearing gigantic glasses, furiously taking notes, and leaping up to answer every single one of the teacher’s questions. The latest effort? A petition, sent to folks in Colorado, urging them to endorse the state’s bid. Hidden beneath the surface are concerns that Colorado might not meet the early expectations and be one of the top finalists.

Fired Conservative Kansas Teacher Missed His Chance at "Rubber Rooms"

For teachable purposes, I like clear contrasts. You know: Black vs. white, Up vs. down, Chocolate ice cream vs. broccoli. But what about the world of education reform — specifically, teacher tenure? Two stories in particular popped up within hours of each other, and what a contrast they present. First, there’s this news from our neighbor to the east: A Kansas teacher says he was wrongfully terminated for his conservative views. Tim Latham has been teaching history and U.S. Government for over 19 years. But after teaching for just one year in the Lawrence School District in Lawrence, Kansas, Latham says his contract was not renewed because school officials did not like his conservative views — particularly a teacher website that Latham hosted and paid for himself. A teacher coach confronted him on that issue. If this indeed proves to be true, how sad it would be to see a teacher not only get persecuted for his unorthodox conservative patriotic views (unfortunately, it happens more than you may think) but also lose his job over it. Pueblo School Districts Could Do Even Better Than Just Sharing Services

My mom and dad have been drilling the importance of sharing into me for years. I’ve finally got it down now (okay, for the most part). But as far as I recall, sharing my Legos or Matchbox cars with other kids has never been encouraged as a way to save money. I guess it’s a little different when it comes to school districts and “sharing” services. A recent article in the Pueblo Chieftain offers an account of a new development in the region’s two largest school districts: Talk of consolidating Pueblo City Schools and Pueblo County School District 70 may be too early right now, but the concept of sharing services is not.

Please Don't Let Unions Play Hide-and-Seek with Teachers' Money

Hide-and-seek can be a lot of fun, but not when someone else — especially some big group — is playing it with your money. That’s why my friends at the Independence Institute make such a big deal about government spending transparency. But what about transparency for teachers who belong to, or have to pay fees to, a union? Following the story of the Indiana state teachers union that lost millions of dollars of members’ money through gross mismanagement, James Sherk and Dan Lips from the Heritage Foundation wrote a great piece for yesterday’s National Review Online called “Shady Dealings”. Kansas Teacher Independence Story Makes National Headlines Again

A couple months ago I told you about the Kansas teachers local that fought for and won its independence from the state and national union. I’m excited, because the podcast I posted up there was quoted in the latest edition of School Reform News: In a March 30, 2009 interview with the Independence Institute, a free-market think tank based in Golden, Colorado, [Riley County Educators] spokesman Gary [sic] Sigle explained that last year only 14 of the county’s 56 teachers were NEA members, which gave those 14 members exclusive bargaining power. Others wanted a greater say in what was going on locally. Sarah McIntosh, the writer of the story, also interviewed my Education Policy Center friend Ben DeGrow to get his take on the issue:
