Krista Kafer Helps You Figure Out What Makes a Charter School Good

A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF). The more dedicated among you may want to dive right into the report, but I suggest you whet your appetite for this important topic first by listening to a brand-new iVoices podcast that Krista recorded with Center director Pam Benigno: Near the end of the podcast, you also will hear Krista talk about her newly updated issue paper A Chronology of School Choice in the U.S. (PDF). Edspresso is Hot These Days, Burning Down the Magical Money Tree

The horse isn’t dead yet, so I’m not going to stop beating it. I’ve already highlighted the silliness of the “magical money tree” solution to education coming from Congress. Let’s not mince words: the so-called “stimulus” bill in Washington, DC, is a disaster. A disaster for education reform, and a disaster for students – who would end up being burdened with far, far more debt than we can hope to gain from the proposed education spending. As much as I have enjoyed picking apart the nonsense of this gargantuan wasteful spending bill, the writers at the Edspresso blog truly have been in their heyday unraveling the topic. After a hot start a few years ago, Edspresso went through some tough, slow times. That appears to be in the past, though. The latest piece “Status Quo Education Stimulus” ironically lauds the National Education Association for showing us how “the stimulus bill is nothing more than additional funding for the education programs and structures that already exist, regardless of efficacy.”

"Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks

I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included. For the 846 Denver Public Schools retirees in the sample, average lump sum deferred compensation is $627,570. Wow, it would take a lot of piggy banks to put that much money in. But I think […]
