DeVos Wasn't Wrong About Choice and Accessibility

It’s been a while since we last talked, hasn’t it? I apologize for that. The last few weeks have been absolutely packed with edu-stuff. But I’m back now, and what better way is there to rekindle old fires than to tackle a controversial issue? And what could be more controversial in education right now that U.S. Secretary of Education Betsy DeVos? I wrote about the unhinged shrieking over DeVos following her confirmation hearing. Shortly thereafter, she was confirmed as secretary of education on a historically narrow vote. The shrieking only intensified, so my policy friend Ross Izard used an editorial in The Hill to point out the Left’s rather stark philosophical inconsistency when it comes to ambitious, successful women in politics. As Ross wrote, the Left appears to believe that “Women are to be empowered—unless they disagree with progressive positions.” The furor over DeVos receded somewhat as the healthcare debacle and President Trump’s newly declared war on conservative congressional leaders took center stage. But then, a statement by Secretary DeVos about Denver’s top ranking in the Brooking Institution’s latest Education Choice and Competition Index (ECCI) reignited the fire in earnest. I've Been Wrong Before, But Michael Bennet Gets It Right This Time

Our own appointed U.S. Senator and former Denver Public Schools superintendent Michael Bennet conducted a recent Q & A on federal education reform with Linda Kulman for Politics Daily. Here’s his answer to one question about incentives not matching objectives in the education system: We have not updated our theory of human capital, which is a fancy word for saying how do we attract and retain people to public education, since the labor market was one where women had two professional choices: being a nurse or being a teacher. We say to people, “We’d like you to come be a teacher, we imagine that you’re going to teach “Julius Caesar” every year for the next 30 years, we’re going to pay you a really terrible wage compared to what you could make doing almost anything else. … The way most school districts and states pay teachers in this country (is) if you leave any time in the first 20 years, you leave with what you’ve contributed to your retirement system … but if you stay for 30 years, you (get) a pension that’s worth three times what your Social Security is worth. Brad Jupp the Latest Reformer Off to D.C.: Who Will Fill His Shoes?

Education Week‘s political blogger Alyson Klein wrote yesterday about another one of Denver’s education reform leaders being exported to the nation’s capital: Secretary of Education Arne Duncan has a new teacher quality adviser … and he’s got a foot in both the merit pay and union camps. Brad Jupp is formerly a senior policy adviser to Denver-schools-superintendent-turned-U.S.-Senator Michael Bennet. In that role, he worked on school and district performance improvement and accountability, teacher effectiveness, and school choice, among other issues. After being on the short list for the job Duncan now holds, DPS superintendent Michael Bennet was appointed U.S. Senator. More recently, state senate president Peter Groff was appointed to direct an office in the U.S. Department of Education. Now Jupp joins Groff in the Department in the special role of teacher quality adviser. I would be remiss not to observe that when it comes to Brad Jupp, Denver’s loss is D.C.’s gain. He has a tough job cut out for him — that’s usually the case when it comes to effecting change in the Beltway bureaucracy. As DPSRS-PERA Merger Looms, Come March 20 to Independence Institute to Learn About K-12 Pension Compensation

That didn’t take long. The Rocky Mountain News is no more, but education reporter extraordinaire Nancy Mitchell is back. Hopefully the first of many, she has posted a lengthy piece on the proposed merger of the Denver Public Schools (DPS) and state PERA retirement systems. DPS officials are pushing the discussion forward, saying that the current set-up costs them funding that could be used in the classrooms: “We pay $685 more per pupil per year in pension and retiree costs than any of the other 177 school districts in Colorado,” [superintendent Tom] Boasberg said, “which comes out to $47 million more per year … “Translate that into teachers, that’s 700 or 800 teachers, that’s a reduction in our class size of 15 to 20 percent. Every class that has 30 students would be a class of 25 students.” Unfortunately, this article didn’t delve into the costly problem that University of Colorado at Denver professor Michael Mannino highlighted in his recent Independence Institute report Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). Bromwell Elementary Issue Makes the Case for Expanding School Choice

The Denver Post‘s Jeremy Meyer reports today on the latest from the Bromwell Elementary controversy: Parents who skirted district rules to get their children into a high-performing Denver school must go through the choice process for next year, a school committee said. Bromwell Elementary’s collaborative school committee met Wednesday to decide what to do with students from outside of the neighborhood who did not follow the district’s enrollment procedures. In one instance, a family enrolled by using a grandparent’s address. The committee said students who failed to prove they live within school attendance boundaries must enroll through the district’s choice process, which operates on a blind lottery. Superintendent Tom Boasberg must approve the recommendation. First, let me say that Denver Public Schools appears to be fairly treating people who tried to cheat the system. It isn’t right when one of my friends tries to move my checkers when I’m not looking, and it isn’t right for people to pretend to live at a different address so they can enroll their child into a different school. But the conversation can’t end there.
