Colorado's ACT Flatline Has Me Worried

I feel like I’ve been alienating my fellow edu-nerds in recent weeks by spending so much time talking about the antics of the courts. Most recently, we examined a Colorado Supreme Court decision upholding the constitutionality of the “Negative Factor” under Amendment 23. One could be forgiven for believing that I had suddenly changed careers and become the world’s youngest edu-lawyer extraordinaire. Thankfully, that’s not the case. Today, we celebrate my triumphant return to the world of education policy data by taking a belated look at Colorado’s 2015 ACT scores. As most of you know, the ACT is taken by every high school junior in the state under state law. This year, that amounted to 57,328 kids. The ACT is an important test, as it provides the best picture of the “end product” our education system has produced after more than a decade of school for most students. Unfortunately, Colorado’s ACT numbers this year are flat again. In fact, they’re a little worse than flat, with our overall composite score having fallen from 20.3 in 2014 to 20.1 this year (on a 36-point scale). New Orleans Video Underscores the Power of Reform

What a week! My mom and dad moved me to a new house last weekend. This one is a long way from the Capitol, which they say is to keep me from sneaking in there and playing edu-politics when I should be doing my homework. On top of that, I attended an awesome student-based budgeting event yesterday with my Education Policy Center friends. So did a whole bunch of other people from around the state who are interested in empowering school-level decision-making. All of which is to say that yours truly is a bit tired today. Fortunately for me, I ran across an awesome Heritage Foundation video this morning about New Orleans’ (nearly) all-charter system and the results it has achieved since Katrina. The video offers a very human side of the story through interviews with school leaders and students in the city. I bet you’ll love it as much as I did.

Despite Union Statements, National Polls Show Public Support for Testing

About this time last year, I was puzzling over the presence of a strange phantom statistic quoted by NEA in the wake of the annual PDK/Gallup national education poll. The statistic was eventually released weeks after the rest of the poll, which means NEA didn’t lie about it. They did, however, get special access to an unverifiable number that happened to support their very strong push against evaluation systems that include student growth. No one can easily refute poll results without, you know, having the poll results, so NEA got some good mileage out of that one. But there’s no use crying over spilled statistics. Besides, the main reason I was interested in that number in the first place was the fact that it stood in stark contrast with data gathered by another nationally representative poll conducted by Education Next—data showing clear public support for the use of student performance when making teacher tenure decisions. This year, though, the polls appear to mostly agree with one another on testing issues. Not that NEA or AFT are very keen on sharing that fact. New Study Highlights Success in New Orleans

You know what’s way more fun than debunking silly arguments about charter schools? And almost as exciting as celebrating fair funding for charter students in two of my favorite districts? New research showing huge improvements in New Orleans, which has the nation’s first all-charter system. Well, almost all charter. Over 90 percent of the city’s students are enrolled in charter schools. For those roughly 40,000 kids, things are looking pretty bright. A new Education Next study by Douglas Harris finds some fairly staggering academic gains in the wake of sweeping reforms that followed New Orleans’ near-total destruction in Hurricane Katrina. Here’s a quick overview of those reforms from the study: What happened to the New Orleans public schools following the tragic levee breeches after Hurricane Katrina is truly unprecedented. Within the span of one year, all public-school employees were fired, the teacher contract expired and was not replaced, and most attendance zones were eliminated. The state took control of almost all public schools and began holding them to relatively strict standards of academic achievement. ESEA Reauthorization Grinds Forward in Congress

Colorado’s education scene is so interesting—and the federal education scene so ugly—that I rarely feel the need to drag our conversations beyond our state’s borders. Yet sometimes we have to force ourselves to look at what’s going on inside the Beltway, especially when the federal sausage-making process has the potential to touch Colorado in a big way. The ongoing ESEA reauthorization effort is just such a case. For those distracted by summer weather and local education fights like the ones in Jefferson County and Thompson, Congress has been hard at work trying to finally reauthorize the Elementary and Secondary Education Act, which we currently know as No Child Left Behind. I was less than optimistic about the effort after HR 5 was denied a vote in the U.S. House of Representatives earlier this year, but things appear to be moving along. Sort of. Just last week, the House very narrowly passed (218-213) a rewrite of the law that goes further than the original HR 5.

PARCC's Plummet

Despite valiant efforts, I was unable to find a nice, neat, uplifting Friday education story for us to talk about today. That’s kind of a good thing, though. Pressing issues like the Jeffco recall-oisseurs’ inability to tell the truth have distracted us from a large education policy discussion backlog. Today we’re going to nibble on that backlog by taking a look at the latest developments for the tortured PARCC test. Faithful readers will recall that my policy friends Ben DeGrow and Ross Izard published a joint op-ed late last legislative session calling on Colorado’s policymakers to reach a compromise on the testing issue—and to seriously reevaluate the state’s use of the much-maligned PARCC exam. The testing compromise happened (and little else), but Colorado remains in the PARCC testing consortium for now. Meanwhile, PARCC seems to be entering a death spiral of sorts.

Little Eddie Digs Out After the 2015 Legislative Session

The 2015 legislative session ended last week, and I have no doubt you are all eagerly awaiting a report on the progress made—or lack thereof. Luckily for you, I have been diligently digging through the aftermath of 2015’s education battles just as I help dad shovel snow after a big storm. With a whopping 119 education bills introduced, this is no easy task. The work is ongoing. But we can certainly pause to provide a quick overview of the session’s highlights. Fortunately, a discussion of actual legislative movement this year is relatively straightforward because very little noteworthy stuff passed at all. In fact, it’s fair to say that the single most important thing that happened this year was a compromise on the testing issue, which we discussed last week after observing a protracted and almost humorous (if it weren’t so serious) game of legislative testing chicken. As I predicted then, the compromise was amended before final passage. The bill currently awaits Governor Hicklenlooper’s signature. But we’ll cover the testing compromise in more depth later this week. For now, let’s talk other highlights. With lists! Because everyone loves lists!

Drumroll, Please: The Great Testing Debate of 2015 Nears Conclusion

This is it, my friends. We have entered the final phase of the Great Testing Debate of 2015 as the legislature speeds toward the finish line. We’ve been talking about testing since the session began back in January (and even before then), but it looks like we’re nearing the end of the discussion. While we may not be able to fully pull ourselves out of the testing rut, there is now hope that we will see some forward progress. Colorado’s legislators have pulled together a hasty compromise that attempts to merge the two remaining big testing bills on the docket—HB 1323 and SB 257—by amending them to be identical to one another. Both bills passed the opposite chamber’s education committee last night.

NEA President Reminds Us That Education Policy Belongs in Legislatures, Not Courts

I don’t want to write about the teachers union today. I already did that this week, and it resulted in a whole bunch of grownups calling me and my friend Ross Izard ugly names. When I told Ross, he just laughed and said “If you’re catching flak, you’re over the target.” I don’t really know what that means, but I know I don’t like meanies. Besides, I’d much rather write about the fact that the top schools in Denver are charters, or a weird math thing called Simpson’s Paradox and how it relates to the recent release of NAEP social studies scores. Even better, I’d like to just post a video of a dinosaur and leave it at that. Unfortunately those things aren’t in the cards (today). My friend Jason Bedrick caught my attention with a tweet too fantastic to ignore this morning: Fine. We’ll talk about unions again. I have no choice if they’re going to make it this easy.

State Board Gets Even Weirder On Testing Issue

Last month, we kicked off the 2015 legislative party together. I promised it would be an exciting year, and that has certainly been the case. But I may have been wrong about where that excitement would be coming from. The legislature has its hands full when it comes to education-related issues, but the real party seems to be at the Colorado State Board of Education. As faithful readers and education followers know, the Colorado State Board of Education got weird in January by voting (along unexpected lines) to grant districts waivers from the performance-based part of this year’s PARCC exams. Those waivers were slapped down by a recent opinion from Colorado Attorney General Cynthia Coffman, but that hasn’t stopped the action at good ol’ SBOE. For starters, the board voted 5-1 (Chairwoman Marcia Neal was absent due to medical issues) to postpone action on the PARCC waiver requests it has received. Judging from comments made during the meeting, this extension is being granted in the hopes that the legislature will “clarify” the issue.
