Award-Winning Cartoonist Disinvited from School for Offending Union

Thanks to Intercepts’ Mike Antonucci for bringing our attention to this story… San Diego Pulitzer prize-winning political cartoonist Steve Breen was invited to speak at a local public elementary school. A great opportunity for kids to see, right? Think about the kids in the school who are aspiring artists and creative thinkers. Right now, I like to draw pictures of race cars and army guys. Maybe I could do what Mr. Breen does someday. Anyway, there’s more to the story – he has been “disinvited” because of this cartoon he drew: Ed Morrissey at the Hot Air blog makes a great point about the cartoon: A little harsh? Perhaps; the state of California hardly got hijacked by the unions against their will, at least not “Sacramento” as representing its government. The Democrats who run the state willingly allied themselves with these powerful unions and stuck it to the taxpayers on their behalf. Rename the ship “California Taxpayers” and that may be more on target. Colorado Teachers Unions May Not Get Day off to Campaign, Have Other Perks

Over at the catchy Flypaper blog, education guru Mike Petrilli talks about his local Maryland teachers union’s get-out-the-vote strategy for Election Day: Montgomery County schools are not only closed today (purportedly to protect students from intruders, as most schools are used as polling places) but were also closed yesterday. Which means that MCEA’s 12,000 members could spend a long weekend campaigning for Democratic candidates (most likely, across the Potomac in Virginia), and then volunteer at polling places today, all without taking a single hour off of work. That’s pretty smart politically, but what’s the justification for students to miss two days of school in the middle of the fall semester? A good question. I am pleased to report that there seems to be no evidence of this sort of thing going on along Colorado’s Front Range. A quick search of the eight largest school districts in the Denver metro area – Jefferson County, Denver, Douglas County, Cherry Creek, Aurora, Adams 12, Boulder Valley, and Littleton – show they are all in regular session today on Election Day (as well as yesterday). Uncle Charley Unmasked as One of Our Own Questioning DPS Bond Proposal

One of Colorado’s biggest online mysteries has been solved. The many readers of the Schools for Tomorrow education blog are sleeping better tonight. Okay, maybe that’s a bit of an exaggeration. What am I talking about? On Friday, 9News interviewed the Education Policy Center‘s Ben DeGrow about his perspective on the state record $454 million school bond proposal Denver voters face this year. In the process, his hardly-surprising online identity was revealed: An online blogger named “Uncle Charley” has written several entries for Education News Colorado trying to get readers to think about the need before they act. One blog is entitled, “More Tough Questions on DPS Bond,” which talks in part about the individual items that would be funded by this bond issue and series of property tax hikes have agreed to in Denver over the past two decades. “Uncle Charley” is actually the pseudonym for Ben DeGrow, with the Independence Institute, a non-partisan conservative political think tank. DeGrow says spending $13 million dollars on athletic fields and other monies for failing and half-filled schools is not wise. There's No Evidence that Merit Pay Negatively Affects Teacher Teamwork

Washington Post education columnist Jay Mathews wrote a column earlier this week suggesting that “merit pay could ruin teacher teamwork” in Washington, DC. In response, Jeanne Allen from the Center for Education Reform wrote an open letter saying that merit pay is in fact the key to building a culture of teamwork inside the district schools of our nation’s capital. But there’s more to throw into the pot of this little debate. Findings from a study of a merit pay pilot program (PDF) in Little Rock, Arkansas, further questions the conventional wisdom in Mathews’ piece: The data do not indicate that ACPP teachers experience divisive competition, suffer from a negative work environment, or shy away from working with low-performing students – despite the fact that these are three oft-cited potential problems inherent in merit pay plans. More research is needed, but it looks like there’s reason to believe that the old teachers union saw about merit pay being divisive isn’t necessarily true. Challenge Grows for Michelle Rhee's Washington DC Teacher Innovations

Washington, DC, schools chancellor Michelle Rhee is fast approaching a critical crossroads that will put her bold leadership to the test, as her showdown with the teachers union reaches the moment of truth. The Washington Post reports that union leaders are giving in to cries from older tenured teachers insecure about their professional abilities: [Union president George] Parker said many older teachers believe that they have been targeted for dismissal by Rhee, who has proposed a two-tiered salary plan that would pay many instructors more than $100,000 annually in pay and performance bonuses. Those choosing the “green tier” would be required to spend a year on probation, risking termination. Teachers have the option of selecting a “red tier” that would allow them to keep tenure and accept lower raises. Union leaders can’t only be concerned about the promising young teachers in their midst. They have to fight for the interests of mediocre and overpaid teachers, too. It’s the nature of the beast. Roy Romer-Bill Ritter Showdown Raises Questions for Friday I.I. Speaker

Over at Education News Colorado, Mr. Alan Gottlieb gives a firsthand account of a polite clash over education reform between Colorado’s two most recent Democrat governors: [Former Governor Roy] Romer laid out the well-known, depressing facts: we are falling behind other nations in education, and we’re going to pay dearly for it soon, if we aren’t already (we are). “We’re a third world nation in terms of our performance in math,” Romer said. What got under [current Governor Bill] Ritter’s skin, apparently, was Romer’s repeated insistence that “we” — meaning Colorado and the U.S. are not doing enough to address this predicament. “We’re asleep, we’re kidding ourselves,” Romer said. Ritter bounded up to the podium like an unleashed dog, and said he wished to “offer a rebuttal, in part, as presumptuous as that may seem.” Colorado is focused on the challenges, despite Romer’s criticism, Ritter said, “in a way perhaps we haven’t been before.” With that subtle dig at the former governor, Ritter laid out his education agenda, stressing the Colorado Achievement Plan for Kids (CAP4K) legislation that passed this year. Figuring Out Why the Union President (and Her Kids) Back Barack Obama

Kim Ursetta, the president of the Denver Classroom Teachers Association (DCTA) tells this little story yesterday: One of my twins (6 yrs. old; first grade) was really sad when he came home from school today. It seems that another boy in his class told him he was “stupid.” I asked why the boy would say something like that, and my son was so upset. He told me that the boy “was just mad ’cause I won’t vote for McCain… I’m only voting for Obama!” I’m not going to tell you who my mom and dad plan to vote for President. It’s not important for me to do so. But I know I’d be in trouble from them if I called anyone “stupid” – especially just because they might support someone different than my parents do. It simply isn’t nice. I’ve told you about the Presidential campaign before. On the issue of education, there are reasons to be hopeful about both candidates (as well as reasons to be skeptical). Compromise Boost to Denver ProComp Accepted; Now It's Time to Ratify

The kids in Denver were big winners when the local school board and teachers union headed off a potential strike at the eleventh hour. They also won when it was agreed that tense negotiations would be averted for another three years. But how well did they fare from the actual terms of the final compromise agreement made between DPS and DCTA? Considering what might have been, Denver Public Schools students came out pretty well. Why? As the editors of the Rocky Mountain News pointed out yesterday, the school district’s nationally-known teacher performance pay program got a boost toward meeting its original purpose: First, it dramatically increases the incentives available under ProComp. Several key bonuses for early and mid-career teachers will more than double, from $1,000 to $2,345 a year each. These incentives reward teachers who choose difficult-to-teach subjects, work in hard-to-staff schools and whose students improve in the classroom. In that regard, a new incentive will be available to teachers in the schools ranking in the top 50 percent in growth of student achievement. Five Things the Next President Can Do to Advance Education Reform

Thankfully, most education policy in our country is governed at the local and state level. Though the federal government’s role in education is too big, it’s still very limited. I wish that were really the reason you don’t hear Barack Obama and John McCain say a whole lot about education. Over at Pajamas Media, Greg Forster has a list of five things the next President – whoever it may be – can do to advance education reform: Expand the D.C. voucher program to make it a national model Keep testing outcomes transparent Fund differential teacher pay Improve data transparency for better evaluation of education programs Keep pushing teacher unions to comply with financial disclosure reporting Not many people are going to pick the next President based primarily on education. But it would be best if the media and citizens press the candidates to articulate their positions on these five specific issues. Kids like me can’t vote yet, but we sure appreciate it.

New NCTQ Report Rightly Calls for More Research on Teacher Union Impacts

Okay, I think it’s a long and boring paper, but Ben in the Education Policy Center says the new report from the National Council on Teacher Quality is very important. What it boils down to is there are a lot of rules, mostly written by well-meaning people, that end up negatively affecting how well kids learn in the classroom. The NCTQ report Invisible Ink in Collective Bargaining proves the realization that more damage is often done by lawmakers at the state level than by the private union negotiations at the local level. The report’s authors say there are three major reasons this “preeminence of state authority” is so poorly misunderstood: The old media doesn’t much either understand or pay attention to the issues that govern education–namely, “few have focused on the outsized influence of the teachers union in the statehouse.” Neither school district or union officials have a vested interest in bringing public attention to their private bargaining sessions. Short of threats to strike, the media doesn’t get how the issues that are negotiated locally have an impact on education’s bottom line.
