Citizens Have Chance to Stand Up for Real – not Phony-Baloney – Transparency

Nancy Mitchell of the Rocky Mountain News has reported that Denver Public Schools (DPS) plans to cut the budget by 2 percent. To its credit, DPS already has made some moves toward financial transparency, but not to the degree that Senate Bill 57 (PDF) would have DPS and every other Colorado school district and charter school do. At least the original version of SB 57. I told you last week how many citizens came to testify in favor of school districts adopting the relatively simple and cost-effective approach of posting expenditures online in a user-friendly, searchable format. But a majority of legislators on the Senate Education Committee hijacked the bill and made it merely a suggestion – a worthless way of pretending to support transparency. Tomorrow morning (Tuesday, February 3) SB 57 will be debated before the entire state senate, and we’ll get to see whether our legislators support real transparency or the phony-baloney kind. Citizens Speak Out Loud and Clear for Transparent Colorado School Spending

A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times. Leaner Budget Times Call for Colorado Schools to Post Finances Online

It’s going to be a tough fiscal year for education officials used to managing ever-expanding tax-funded budgets. 2009 just might be a year in which policy makers and administrators find ways to cut out the fat and focus the lean spending on classroom success. One way to help is to empower everyday citizens – like my mom and dad, and thousands of other Colorado taxpayers – with detailed financial information online so they can help find cost savings. What am I talking about? It’s called online financial transparency. Can you imagine if school districts and other local education agencies all had searchable databases on their websites that allowed you to see exactly how money is being spent? What once was a distant dream is fast approaching reality. My Education Policy Center friend Ben DeGrow explains it all in his new backgrounder Shining the Light on Colorado School Spending. Transparency promote greater public accountability and confidence that local schools are being run efficiently and effectively. In many cases it also pays for itself. Westminster Switches to Standards System (the Next Doogie Howser?)

As I look forward to my full-time education here in Colorado, I have to wonder if innovative ideas like the program Westminster School District has started will catch on. From a 9News report (including video) (H/T Complete Colorado): The district will shed the traditional kindergarten through 12th grade system in exchange for a standards-based model with assessment levels of one through ten. Students of different ages will be grouped together by assessment level. Students can only move on the next level if they show proficiency in the standards at their level. “There’s nothing magic about nine months in a classroom or at a particular grade level,” said [superintendent] Dr. [Roberta] Selleck. “The critical component in our standards-based model is that time becomes the variable.” This model was developed by smaller school districts in Alaska. Adams 50 will be the first larger school district in the nation to eliminate grade levels, certainly the first in Colorado. Dr. Selleck says this will allow students to learn and advance at their own pace. Barack Obama's "Stimulus" Plan Would Grow Union Jobs, Hinder School Reform

The big story in the news is about President-elect Obama’s giant “stimulus” plan – better known as a giant spending spree that hangs even more debt on the shoulders of me and other kids growing up around America. That part is bad enough. But three leading education reformers – Michael Petrilli, Checker Finn, and Frederick Hess – see other serious problems that it will create for trying to improve our schools and help students learn. In the column they wrote for National Review yesterday, the authors challenge the suggestion that tons of federal government money “invested” in education will yield more positive results down the road: In concept, of course, well-delivered education eventually yields higher economic output and fewer social ills. But there’s scant evidence that an extra dollar invested in today’s schools delivers an extra dollar in value — and ample evidence that this kind of bail-out will spare school administrators from making hard-but-overdue choices about how to make their enterprise more efficient and effective.

Krista Kafer Says Take Another Look at the Facts about Preschool

With her column published yesterday, Independence Institute senior fellow and Face The State columnist Krista Kafer drops a fly or two into the early childhood education debate soup: In Colorado, taxpayers spend $29 million a year on state preschool programs. Denver voters passed a sales tax in 2006 to subsidize preschool. According to a Denver Post article by Jeremy P. Meyer, 3,650 students receive subsidies. James Mejia, director of the Denver Preschool Program, told Meyer that “Studies show that for every dollar you spend on early childhood education, you will get back $10 to $12 in services you would otherwise be spending on social services, incarceration, remediation.” Sounds great, but upon closer examination, this just isn’t true. The cost-benefit analyses routinely bandied about by advocates come up short. The analysis is largely based on exaggerated claims from a tiny subset of studies misrepresented as the whole. When the vast majority of research is considered, it becomes clear that preschool does not reap the amazing benefits touted by advocates. Four decades of legitimate research actually shows that the majority of low-income children experience only short-term positive impacts and there is little long-term impact from preschool participation. Award-Winning Cartoonist Disinvited from School for Offending Union

Thanks to Intercepts’ Mike Antonucci for bringing our attention to this story… San Diego Pulitzer prize-winning political cartoonist Steve Breen was invited to speak at a local public elementary school. A great opportunity for kids to see, right? Think about the kids in the school who are aspiring artists and creative thinkers. Right now, I like to draw pictures of race cars and army guys. Maybe I could do what Mr. Breen does someday. Anyway, there’s more to the story – he has been “disinvited” because of this cartoon he drew: Ed Morrissey at the Hot Air blog makes a great point about the cartoon: A little harsh? Perhaps; the state of California hardly got hijacked by the unions against their will, at least not “Sacramento” as representing its government. The Democrats who run the state willingly allied themselves with these powerful unions and stuck it to the taxpayers on their behalf. Rename the ship “California Taxpayers” and that may be more on target. Regardless, the union officials, school officials, or whoever is responsible for taking back Mr. Breen’s invitation only have helped to prove the point: It isn’t really about the kids, is it? Answers to Failed Tax Proposals? More School Choice and Transparency

On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.

Colorado Teachers Unions May Not Get Day off to Campaign, Have Other Perks

Over at the catchy Flypaper blog, education guru Mike Petrilli talks about his local Maryland teachers union’s get-out-the-vote strategy for Election Day: Montgomery County schools are not only closed today (purportedly to protect students from intruders, as most schools are used as polling places) but were also closed yesterday. Which means that MCEA’s 12,000 members could spend a long weekend campaigning for Democratic candidates (most likely, across the Potomac in Virginia), and then volunteer at polling places today, all without taking a single hour off of work. That’s pretty smart politically, but what’s the justification for students to miss two days of school in the middle of the fall semester? A good question. I am pleased to report that there seems to be no evidence of this sort of thing going on along Colorado’s Front Range. A quick search of the eight largest school districts in the Denver metro area – Jefferson County, Denver, Douglas County, Cherry Creek, Aurora, Adams 12, Boulder Valley, and Littleton – show they are all in regular session today on Election Day (as well as yesterday). Pennsylvania's New School Board Transparency Site Gives Good Ideas

I get excited to see the ball move forward even a little bit on the issue of school district transparency. Whether it’s the district’s checkbook or its union bargaining sessions, this kind of information should be easily accessible to parents and other taxpayers through the Internet. Our friends in Pennsylvania, the Commonwealth Foundation, have launched the latest noteworthy effort (H/T SPN Blog): As part of a year-long campaign to provide greater transparency in school district labor negotiations, the Commonwealth Foundation has unveiled a new website and blog, SchoolBoardTransparency.org. SchoolBoardTransparency.org will offer insight and advice in the labor negotiations process for school boards and citizens. The site will provide regular posts on issues, news, and best practices in school district labor negotiations, and allows users to comment and create posts on a moderated blog. The project will also include a “how-to” manual for school board members looking to provide greater transparency during union negotiations and a resource for media covering public school labor negotiations. The guides will provide the important questions to ask and explain the key issues typically involved in labor negotiation contracts.
