Inadequate Funding or Inadequate Information?

Welcome back, friends. I apologize for my absence during the second half of last week. Do you have any idea how busy an intrepid policy explorer like myself gets in the closing weeks of the legislative session? Plus, I had to carve out some extra time to watch interesting education TV shows hosted by my Independence Institute policy friend Ross Izard. See here for a segment on charter funding equity, and here for one of my favorite Colorado private schools, Arrupe Jesuit High School. I’m sorry I left you hanging. But now we’re back. And we’ve got some serious edu-policy work to do. Today’s topic: school finance in Colorado. No, no. Don’t run. I promise it’ll be (mostly) painless. I started thinking about how important it is to get accurate information out there about school finance in Colorado when I read a Colorado Public Radio story about our state’s supposed failure to adequately fund its public schools despite a “booming” economy.

Colorado Supreme Court Nixes Negative Factor Challenge

We’ve been talking a lot about the courts lately. Between the Dougco voucher decision, the ridiculous silliness going on in Thompson, and Washington’s bizarre decision that charter schools are unconstitutional, there hasn’t been much cause for celebration. I’ll admit to feeling pretty darn frustrated with the courts. Now, many of the folks on the other side of reform aisle are also experiencing some court-driven frustration after roughly a year of waiting. Today’s 4-3 Colorado Supreme Court decision in Dwyer v. State of Colorado has cemented the legislature’s interpretation of Amendment 23 to the Colorado Constitution and the “Negative Factor” it spawned.

Big Bucks or Big Misconception? Report Sheds Light on Philanthropy in Charter Sector

Last Friday, we celebrated votes in two of my favorite districts, Jeffco and Thompson, to provide more equitable funding to charter school students. In that post, I briefly mentioned that there were some inaccurate anti-equitability arguments floating around before the board votes. We’re going to tackle one of those misconceptions today: The argument that charters do not need more funding because they pull in untold sums of money from philanthropic sources. First, though, a disclaimer: We will not be playing the irritating fill-in-the-blank game that often crops up in charter funding discussions. You know the one. It involves a statement that goes something like this: “Charters receive all their money from [INSERT SCARY ORGANIZATION OR INDIVIUDAL NAME]!” Anti-charter folks really love to go down this road from time to time, and they do occasionally come up with some pretty entertaining conspiracy theories. Even so, we’re going to stick with the numbers. I’ve never much cared for black helicopters, anyway. They’d be much cooler with green polka dots. Fortunately, we have plenty of numbers to stick with thanks to a brand spanking new report from the University of Arkansas’ Department of Education Reform.

Thompson and Jeffco Stand up for Fair Charter Funding

Last Friday, pressing Colorado education news forced us to do a less-than-happy Friday post. This week, pressing Colorado education news is forcing us to do a fantastically happy blog post. I guess my dad was right. It really does all even out in the end. Today’s big news is that two of our favorite districts, Jefferson County and Thompson, passed budgets this week that reflect more equitable funding for charter school students. The move toward funding equalization was driven by reform majorities on both district school boards. From Sherrie Peif’s latest Complete Colorado story: Jefferson County Public School District and the Thompson School District both agreed to shift some of the districts’ money to the charter schools, and in the case of Thompson, dipped into district reserves to provide additional funding for charter students … … In Thompson, $450,000 was set aside for the district’s two charter schools, New Vision and Loveland Classical. The increase works out to about $400 per student. Of the additional money, $191,000 will go to New Vision and $260,000 to Loveland Classical … … In JeffCo, an additional $2.5 million was set aside to fund the district’s 16 charter schools. Little Eddie Digs Out After the 2015 Legislative Session

The 2015 legislative session ended last week, and I have no doubt you are all eagerly awaiting a report on the progress made—or lack thereof. Luckily for you, I have been diligently digging through the aftermath of 2015’s education battles just as I help dad shovel snow after a big storm. With a whopping 119 education bills introduced, this is no easy task. The work is ongoing. But we can certainly pause to provide a quick overview of the session’s highlights. Fortunately, a discussion of actual legislative movement this year is relatively straightforward because very little noteworthy stuff passed at all. In fact, it’s fair to say that the single most important thing that happened this year was a compromise on the testing issue, which we discussed last week after observing a protracted and almost humorous (if it weren’t so serious) game of legislative testing chicken. As I predicted then, the compromise was amended before final passage. The bill currently awaits Governor Hicklenlooper’s signature. But we’ll cover the testing compromise in more depth later this week. For now, let’s talk other highlights. With lists! Because everyone loves lists!

Americans Understand Their Schools, Just Not School Finance

All things considered, I think my school is pretty good. It’s got monkey bars, snack time, culturally enriching field trips, and shiny blue fish stickers. Oh, and my dad went there. If you’re thinking that those things aren’t very convincing measures of overall school quality, you’re right. Yet for a long time, factors like these were held out as possible explanations for the gap between people’s generally positive opinions on their own schools and their less-than-optimistic views of the school system as a whole. Ok, maybe not the monkey bars or fish stickers, but you get the point. The days of guessing may be coming to a close. Martin West’s new analysis of data from this year’s Education Next Survey (which I wrote about back in August) may be the closest I’ve seen to a really plausible, research-based explanation of what I’ll call—brace for neologism—the “perspective gap.”

iVoices: Colorado's Own Expert Talks Education Policy and the Courts

Exactly what role should unelected judges play in making policies for our schools? What problems have been created? What can we expect in the future? These are the kinds of questions that University of Colorado at Colorado Springs professor Joshua Dunn addresses in a new iVoices podcast with my Education Policy Center friend Ben DeGrow (click the play button below to listen to the 15-minute discussion): The podcast only scratches the surface on the issue of the courts and education policy, because Joshua Dunn really knows what he’s talking about. Along with Martin West, he edited an important new book on the topic called From Schoolhouse to Courthouse — published by the Brookings Institution Press and Thomas B. Fordham Institute.

Where Does Colorado Rank? Quality Questions about Quality Counts

In recent years we have seen reports from Colorado’s major newspapers – like this one from 2008 in the Rocky Mountain News – reacting to the release of Education Week‘s Quality Counts survey. The survey uses an assortment of measures in school finance, student achievement, accountability and more to come up with state-by-state scores and letter grades for comparison. Last year, Colorado overall ranked 38th with a low C. This year, Colorado overall ranks 37th with a low C. Maybe that’s why we haven’t seen any news stories yet. But trust me, I’m not complaining about this fact. Why do I say that? Check out legal scholar and philosopher Stuart Buck’s quick work of deconstructing Quality Counts. First, the humorous: In fact, the report reminds me of the old joke (I can’t remember who to credit for this) of a beggar sitting on the streets of New York, with a sign reading, “Wars, 2; Legs Lost, 1; Wives Who Left Me, 2; Children, 3; Lost Jobs, 2. TOTAL: 10.” Well, obviously, the number “10″ doesn’t represent ten of anything.

Briefing Candidates on K-12 Education

Two of the Education Policy Center staff – Pam Benigno and Ben DeGrow – just got done speaking to all those in attendance at the Independence Institute Candidates Briefing. It was hard to fit inside of 30 minutes a real flavor of all these busy people (including Marya DeGrow and Raaki Garcia-Ulam) do. There were plenty of good questions from the audience. The candidates seemed especially interested in information about school finance, because it’s so hard to find reliable information. And they’re interacting with members of the public, many of whom drastically underestimate how much our schools spend. This stuff is kind of boring and hard to figure out, but ask Mr. DeGrow for help. He’s done a lot of the hard work digging through the data. But for the candidates here, it gets even better this afternoon, as Pam is going to talk about our School Choice website. Me? I’m going to play outside before it starts raining.
