Krista Kafer Helps You Figure Out What Makes a Charter School Good

A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF). The Real World Would Recognize (and Deal with) Both Good and Bad Teaching

Every child is always a winner … Children just need better self-esteem … We only need to use positive incentives to help children learn more … Let’s reward the good but pretend like the bad doesn’t exist … I’m only 5 years old, and I get that this is marshmallow world nonsense. In fact, it’s the kind of silliness that makes many people question (sometimes fairly, sometimes not) the value of much of what goes on in public education. It gets even worse when the principle is applied not only to students, but also to teachers. At least if the union has its way. Witness the evidence from Chicago, a city with many failing schools: principal evaluations found only 3 out of every 1,000 teachers had unsatisfactory performance. While unions thrive on fears of bogeyman administrators who take out their vindictiveness on good teachers they don’t like, this evidence at least indicates the problem tips in the other direction. In any case, wouldn’t a more objective data system be better?

New GoBash Site Takes on Boulder Valley's Anti-Charter School Lawsuit

My friends in the Education Policy Center never quit. They have good new ideas all the time. The latest is the site GoBash (“The Good, The Bad, and The Shameful”): The purpose of the site is to raise public awareness of influential figures who either support or oppose needed reforms of a public education system that has failed thousands of children. The first posting there takes a little different angle on the recent Colorado court victory for parents and charter schools I wrote about last Friday. GoBash files an open letter with the Boulder Valley school board: Just how much of the taxpayers’ money did you spend in your lawsuit against the State Charter School Institute? You lost the suit in district court but appealed to the Colorado Court of Appeals, costing not only the school district but the state more money. All to deny families more educational choice and opportunity. Thankfully, the appeals court justices had the good sense to uphold the district court’s decision. Shame on you, Boulder Valley School District! Agreed. Charter School Institute Legal Victory A Win for Families Seeking Opportunity

Yesterday provided great news for Colorado families who live in school districts unfriendly to certain public education options. The Charter School Institute, a state body created by the legislature in 2004 as another way to authorize charter schools, secured an important legal victory. From a press release in the Attorney General’s office: Colorado Attorney General John Suthers praised a decision by the Colorado Court of Appeals today that upheld the constitutionality of the Colorado Charter Schools Act. The case centers on Boulder Valley School District’s claim that the General Assembly does not have constitutional authority to create and fund charter schools that are not controlled by local school boards.

Temperature Rises in Georgia's Debate Over Universal School Vouchers

With a proposal in the state legislature, Georgia is having a debate right now over universal vouchers for K-12 students. The bill, sponsored by state senator Eric Johnson, would attach $5,000 to each child for their parents to select the public or private school of their choice. The debate over such a radical change makes events down in the Peach State worth watching closely: Will one state dare to make the leap to truly competitive, student-centered, customer-friendly public education? Are our schools foremost a jobs program for adults or a place to serve the needs of students? I think most parents and many teachers would choose the latter, but connecting that perception to constructing a more competitive system of consumer empowerment is easily lost in the heated rhetoric that inevitably follows the word “vouchers”.

Citizens Speak Out Loud and Clear for Transparent Colorado School Spending

A couple weeks ago I noted that “Leaner Budget Times Call for Colorado Schools to Post Finances Online”. Yesterday the state senate education committee heard testimony on Senate Bill 57 (PDF) – which would do just that. Despite the great potential for government cost savings, opponents and a few committee members expressed concerns that schools couldn’t afford to enact transparency during these trying budget times. Barack Obama's "Stimulus" Plan Would Grow Union Jobs, Hinder School Reform

The big story in the news is about President-elect Obama’s giant “stimulus” plan – better known as a giant spending spree that hangs even more debt on the shoulders of me and other kids growing up around America. That part is bad enough. But three leading education reformers – Michael Petrilli, Checker Finn, and Frederick Hess – see other serious problems that it will create for trying to improve our schools and help students learn. In the column they wrote for National Review yesterday, the authors challenge the suggestion that tons of federal government money “invested” in education will yield more positive results down the road: In concept, of course, well-delivered education eventually yields higher economic output and fewer social ills. But there’s scant evidence that an extra dollar invested in today’s schools delivers an extra dollar in value — and ample evidence that this kind of bail-out will spare school administrators from making hard-but-overdue choices about how to make their enterprise more efficient and effective.

School Choice Vital, But Only Part of, Effective Education Reform Package

I just wanted to leave you with a quick reading assignment before the weekend comes. Writing over at National Review, Dan Lips from the Heritage Foundation says conservatives can’t give up on fighting for school choice but also need to focus their agenda broadly on a range of effective changes to the education system: First, principled support for aggressive reforms like vouchers has cleared a space for the types of reform policies that leaders like [Washington DC schools chancellor Michelle] Rhee are advocating. And, second, when it comes to systemic reform, conservatives have a broad agenda of policies that strengthen public education — and the results to prove it. Education reformers from across the political spectrum should give thanks to those who have spent decades promoting school choice. These efforts have yielded only modest (but increasing) enactment of voucher programs. But they have created political breathing room for less aggressive reforms — such as public school choice and teacher merit pay. Terry Moe: Democrats and Effective Education Reform in the Balance

The best education read of the Thanksgiving week goes to the Hoover Institution’s Terry Moe, writing in the Wall Street Journal: Democrats are fervent supporters of public education, and the party genuinely wants to help disadvantaged kids stuck in bad schools. But it resists bold action. It is immobilized. Impotent. The explanation lies in its longstanding alliance with the teachers’ unions — which, with more than three million members, tons of money and legions of activists, are among the most powerful groups in American politics. The Democrats benefit enormously from all this firepower, and they know what they need to do to keep it. They need to stay inside the box. And they have done just that. Democrats favor educational “change” — as long as it doesn’t affect anyone’s job, reallocate resources, or otherwise threaten the occupational interests of the adults running the system. Most changes of real consequence are therefore off the table. The party specializes instead in proposals that involve spending more money and hiring more teachers — such as reductions in class size, across-the-board raises and huge new programs like universal preschool.
