Status Quo in Congress Holds Back Teacher Incentive Fund Growth … Somewhat
Alyson Klein, one of the ladies who cover happenings related to education on Capitol Hill for Education Week, reports about an important committee vote yesterday: A bipartisan effort to boost funding for the Teacher Incentive Fund by an extra $100 million went down to defeat today during the full Senate Appropriations Committee’s markup of the bill funding the U.S. Department of Education in fiscal year 2010. The bill already includes $300 million for the TIF, a teacher performance-pay program that is currently funded at $97 million. The proposed increase in the failed amendment would have been paid for by taking $100 million out of the federal State Grants for Improving Teacher Quality program. TIF provides competitive grants to state agencies, school districts, and charter schools that develop quality performance pay programs for teachers and for principals. As my Education Policy Center friend Ben DeGrow has outlined in his issue paper Denver’s ProComp and Teacher Compensation in Colorado (PDF) and elsewhere, local Colorado school districts have applied for and received a significant share of TIF grant money. Are Michigan Lawmakers Being Inspired by Colorado's Innovation School Act?
Last year Colorado passed the Innovation Schools Act, which I applauded as a positive step forward. But our state isn’t the only one to see greater need for public school flexibility to make personnel decisions in the best interests of students. Look at Michigan. The Detroit Free Press recently reported on a legislative proposal “to allow teachers and parents to convert their local schools into independently run schools with more flexible rules.” Known as Senate Bill 636, the proposal would enable the creation of so-called “neighborhood schools”, especially targeted toward high at-risk student populations.

Colorado State Lawmakers Give School Choice a Monday Double-Whammy
Another day at the state legislature, more setbacks for school choice. I’m back from school, have my homework done, so I wanted to share this quick update. Dead on arrival? Yes, that would be a proposal by state senator Kevin Lundberg, R-Berthoud, to create a modest pilot property tax credit for families who take their child out of public school and enroll him in a private school or homeschool program. The Democrat-controlled State Affairs Committee terminated Senate Bill 221 (PDF) on a party-line vote. In other news, the state house shot down an attempt to restore cuts in public charter school facilities funding. A double-whammy against school choice opportunities, and it’s only Monday….

Temperature Rises in Georgia's Debate Over Universal School Vouchers
With a proposal in the state legislature, Georgia is having a debate right now over universal vouchers for K-12 students. The bill, sponsored by state senator Eric Johnson, would attach $5,000 to each child for their parents to select the public or private school of their choice. The debate over such a radical change makes events down in the Peach State worth watching closely: Will one state dare to make the leap to truly competitive, student-centered, customer-friendly public education? Are our schools foremost a jobs program for adults or a place to serve the needs of students? I think most parents and many teachers would choose the latter, but connecting that perception to constructing a more competitive system of consumer empowerment is easily lost in the heated rhetoric that inevitably follows the word “vouchers”.

Colorado State Board of Education Members Weigh in on "Stimulus" Bill
You may think I spend a lot of time complaining about the education spending proposal inside Congress’ so-called stimulus (I prefer “magical money tree”) bill. Well, rather than just get up on my soapbox again (but hey, if I don’t stand up there, nobody will see me), I decided to share firsthand thoughts from a couple of Colorado’s state education officials on the issue. Earlier this week, new State Board of Education member Marcia Neal shared some thoughts on the education portion of the federal stimulus bill with Grand Junction reporter Mike Saccone: “I think there’s growing concern over this huge amount of money they’re throwing around,” Neal told Political Notebook today. “As always my concern … is the issue of local control. That when you accept money from the feds and they direct the way you spend it, they’re basically directing your local educational program and increasing your dependence on federal money.” Neal, a Republican, said she hopes the Senate, when it mulls the economic stimulus package this week, clears up the issue of local control. Colorado Charter Schools May Be Saved by Smaller Building Grant Fund Cuts
A week ago I brought your attention to concerns from Colorado charter school parents and leaders that grant money for facility projects was at serious risk. Public charter schools already face significant inequities when it comes to receiving funds for construction and maintenance. But cutting back the state’s charter school capital construction fund from $10 million to $5 million – as initially proposed by the governor and lawmakers on the powerful Joint Budget Committee (JBC) – also put eligibility for federal grant funds at risk, a double whammy. So news like this from the Colorado League of Charter Schools is really good concerning the circumstances: We are excited to report that our efforts at the Capitol, and especially your calls, emails and persistence have paid off. The JBC has revised its proposal and is now recommending that charter school capital construction funding be cut by $2.5 million instead of $5 million. Your efforts helped save $2.5 million in funding for charter schools. We couldn’t have done it without you!

Barack Obama's "Stimulus" Plan Would Grow Union Jobs, Hinder School Reform
The big story in the news is about President-elect Obama’s giant “stimulus” plan – better known as a giant spending spree that hangs even more debt on the shoulders of me and other kids growing up around America. That part is bad enough. But three leading education reformers – Michael Petrilli, Checker Finn, and Frederick Hess – see other serious problems that it will create for trying to improve our schools and help students learn. In the column they wrote for National Review yesterday, the authors challenge the suggestion that tons of federal government money “invested” in education will yield more positive results down the road: In concept, of course, well-delivered education eventually yields higher economic output and fewer social ills. But there’s scant evidence that an extra dollar invested in today’s schools delivers an extra dollar in value — and ample evidence that this kind of bail-out will spare school administrators from making hard-but-overdue choices about how to make their enterprise more efficient and effective.

Exciting News: California Charter Schools the Best at Teaching Poor Kids
According to a report cited in the Los Angeles Times, 12 of the top-performing 15 schools in California that serve low-income students are charter schools (H/T Joanne Jacobs). Nearly all of them! Number 1 on the list is the American Indian Public Charter run by the amazing Ben Chavis: “These poor kids are doing well because we practice math and language arts,” [Chavis] said. “That’s it. It’s simple.” He insisted that it is easier to teach poor students than more affluent ones because they are more motivated to succeed. “It’s the opposite of what everybody says,” he said. “It’s easier to do it with the poor kids and the minority kids because they have nothing, so they should be the highest.” Asked why most educational researchers say the opposite, he said: “They’re liberal and lazy . . . and they see these kids as victims.” Ben Chavis and his students are among the leading stars of the award-winning Flunked documentary.
