NEA: Charter Schools Are Okay … If They're Not Really Charter Schools

The teachers unions have a delicate dance to do when it comes to public charter schools. In the not-too-distant past, when charters were a new idea and still very small in number, outright opposition to nip them in the bud. Charter schools are largely non-unionized (with exceptions) and provide competition from within the public education system. But over the years has come a gradual evolution. In many states the unions have grudgingly accepted charters as part of the landscape, while working quietly to limit their successful expansion. Then along have come a Democrat president and secretary of education who advocate more charter-friendly policies. Union officials aren’t about to give in to the more radical anti-charter elements of their membership, but they decided they had to do something to make a statement and quell the growing tide of charter school opportunity and innovation. As explained by Nelson Smith of the National Association of Public Charter Schools (NAPCS), the just-ended big to-do known as the NEA Representative Assembly provided the perfect opportunity to do precisely that:

Healthy Skepticism about Magical Money Tree and Education Reform

The federal government’s “magical money tree” can make untold billions of dollars out of thin air to spend on a wide array of pork projects and various government programs. But what will the money earmarked for education do to promote lasting and effective reform to help student success? Plenty of lip service has been given to this notion. Don’t worry. You aren’t alone in having good reason to be very skeptical of the “stimulus” leading to real education reform. Months ago, when the stimulus was first passed, my Education Policy Center friend Ben DeGrow made the observation: While unconditionally dumping more funds into schools may help to guarantee jobs, it won’t help the ones who need it the most. We’re all in good company now. Joseph Lieberman Fights for D.C. Kids' Opportunity -vs.- NEA Lies

I’m back from the beach, and thankfully didn’t get sunburned too badly. A lot went on while I was gone. And though I sometimes have to pick and choose what to write about when I’m blogging almost every day, trying to catch up on a week’s worth of news is — well, it’s like trying to build a tall sand castle just a few feet from the water’s edge. You get the picture. What you really don’t want to miss though is a great op-ed written by U.S. Senator Joseph Lieberman for yesterday’s Washington Post. The good senator from Connecticut notes that vouchers must remain part of the solution to help kids with educational needs in our nation’s capital: There are low-income children in the District [of Columbia] who can’t wait for their local schools to turn around. Without programs such as this one, their opportunity will be lost forever.

Pueblo School Districts Could Do Even Better Than Just Sharing Services

My mom and dad have been drilling the importance of sharing into me for years. I’ve finally got it down now (okay, for the most part). But as far as I recall, sharing my Legos or Matchbox cars with other kids has never been encouraged as a way to save money. I guess it’s a little different when it comes to school districts and “sharing” services. A recent article in the Pueblo Chieftain offers an account of a new development in the region’s two largest school districts: Talk of consolidating Pueblo City Schools and Pueblo County School District 70 may be too early right now, but the concept of sharing services is not.

Secretary Duncan, Please Stop the Madness: Save the D.C. Scholarships

Okay, I’m throwing Legos again (sorry). I just can’t throw them far enough to hit Education Secretary Arne Duncan. First, he ignored and downplayed the positive results of the D.C. voucher program in helping to improve students’ reading skills. Now comes the insulting letter from the U.S. Department of Education that swipes opportunity away from untold numbers of poor kids in our nation’s capital. When will the madness stop? Liberal pro-Obama Fox News commentator Juan Williams shares the outrage. Check out this Cato at Liberty post to read what he had to say, and click on his picture to watch the video. Deconstructing Arne Duncan and the Release of the D.C. Voucher Program Study

I’ve pointed out to you the sad story of national education officials ignoring the positive results from the D.C. voucher program as they let the ax fall on opportunity for some very needy kids. The Wall Street Journal raised serious questions about the complicity of Education Secretary Arne Duncan in hiding the results so Congress could go ahead with shutting down the program. Questioning Duncan directly, the Denver Post‘s David Harsanyi pressed the issue further, finding that the Secretary’s story on one important count didn’t match the record: When I had the chance to ask Duncan — at a meeting of the Denver Post editorial board on Tuesday — whether he was alerted to this study before Congress eradicated the D.C. program, he offered an unequivocal “no.” He then called the WSJ editorial “fundamentally dishonest” and maintained that no one had even tried to contact him, despite the newspaper’s contention that it did, repeatedly. When I called the Wall Street Journal, I discovered a different — that is, meticulously sourced and exceedingly convincing — story, including documented e-mail conversations between the author and higher-ups in Duncan’s office. Arne Duncan & Feds Spending Freely, Doing Little for Real School Reform

Yesterday, U.S. Education Secretary Arne Duncan came to town. The good news is he visited two of Denver’s autonomy schools: Bruce Randolph and Montclair. The Education Secretary certainly is saying the right things about how this approach can grow: “The business we should be in is scaling up what works as quickly as possible,” Duncan said. “Let’s take those lessons, let’s replicate them and move on absolutely as fast as we can with a sense of urgency. We have to get dramatically better as a country, and we need to do it as fast as we can.” The $5 billion pot of “Race to the Top” innovation money is supposed to fulfill this purpose. As pointed out by Swifty Charlie and Flypaper’s Mike Petrilli, the reality is that “Race to the Top” is the only part of the federal stimulus funds that has even a legitimate shot at advancing school reform. Colorado may make some modest strides with the innovation dollars, but it very well could be outweighed by the much greater opportunity and resources wasted.

Colorado, Don't Get Any Ideas about Virtual Education from Florida's SB 1676

I’m kind of leery about even writing this here, afraid it might give some Colorado lawmakers a bad idea. But consider it a note of caution. Apparently, the Florida legislature is trying to put the clamps down on the state’s successful online public school program. So writes Bill Tucker at The Quick & The Ed about SB 1676 and its impact on the Florida Virtual School: The bill would eliminate enrollment in any elective courses and funding for any courses beyond a standard six periods. Students would no longer have an option to take electives, including some AP courses, beyond those offered at their traditional schools (especially painful for small or rural schools), nor would they have the opportunity to take extra courses to catch up on graduation requirements or accelerate. The legislation was approved in committee and now goes to the full State Senate. As tempting as it might be, it’s a bad idea for Florida officials to use tough economic times as an excuse to limit educational options. Arne Duncan's Remarks Stir the Pot on Proposal to Roll Back D.C. School Choice

The political saga of undoing educational choice and opportunity in Washington D.C. continues. It got more interesting yesterday when the new Secretary of Education Arne Duncan told a reporter that he was taking a different position on the voucher program in the nation’s capital than Congressional Democrats who are currently threatening to pull the plug on it: Duncan opposes vouchers, he said in an interview with The Associated Press. But he said Washington is a special case, and kids already in private schools on the public dime should be allowed to continue. “I don’t think it makes sense to take kids out of a school where they’re happy and safe and satisfied and learning,” Duncan told said. “I think those kids need to stay in their school.” Initial reactions have run the gamut.
