On Pay for Performance and Using the Right Yardstick
Pay for performance (PFP) is an incredibly hotly debated facet of education reform. I’ve never really quite understood that because, well, rewarding folks for doing great work strikes me as common sense. I mean, I get more allowance money if I do my chores well, and not so much if I “clean my room” by just moving a pile of toys from one corner to another, less visible one. Yet as a recent Denver Post article highlights, things aren’t always as clear cut for folks who are skeptical of PFP. The article provides very brief outlines of PFP system variants in Denver, Jefferson County, and Douglas County. It also launches a number of thinly veiled assaults against the concept of pay for performance, which means that—you guessed it—Little Eddie feels compelled to say a few things. Before we get to that, though, I find it interesting (and slightly disingenuous) that the article does not include any mention of Harrison School District’s innovative compensation model. New Study: Teacher Performance Pay Helps Students in India Learn
I don’t know a lot about India, except that a whole lot of people live there and my parents love the food (Me? I’ll stick with hot dogs and mac & cheese). But then yesterday I found this story about a study of India’s education system (PDF): We find that the teacher performance pay program was highly effective in improving student learning. At the end of two years of the program, students in incentive schools performed significantly better than those in comparison schools by 0.28 and 0.16 standard deviations (SD) in math and language tests respectively….

Poll: 3 in 4 D.C. Residents Support Voucher Program; Wake Up, Congress
I’ve told you how many politicians have been attacking the D.C. Opportunity Scholarship Program, which helps some of the poorest kids in the nation’s capital. Not only does the D.C. City Council support the private school choice program, but a new poll conducted by Braun Research shows that the people who benefit directly from it — D.C. residents, and especially parents of school-age children — overwhelmingly support it: 74% have a favorable view of the D.C. Opportunity Scholarship Program; and 79% of parents of school-age children oppose ending the D.C. Opportunity Scholarship Program. The survey also contains additional findings about residents’ views on the public school system, charter schools, merit pay, and related issues. But it’s their opinions about the successful voucher program under assault by Congress that carries the most immediate relevance. It only makes the situation sadder that the people who are affected the most strongly support the program while politicians put powerful lobbying groups and ideology ahead of kids such as these:

Brad Jupp the Latest Reformer Off to D.C.: Who Will Fill His Shoes?
Education Week‘s political blogger Alyson Klein wrote yesterday about another one of Denver’s education reform leaders being exported to the nation’s capital: Secretary of Education Arne Duncan has a new teacher quality adviser … and he’s got a foot in both the merit pay and union camps. Brad Jupp is formerly a senior policy adviser to Denver-schools-superintendent-turned-U.S.-Senator Michael Bennet. In that role, he worked on school and district performance improvement and accountability, teacher effectiveness, and school choice, among other issues. After being on the short list for the job Duncan now holds, DPS superintendent Michael Bennet was appointed U.S. Senator. More recently, state senate president Peter Groff was appointed to direct an office in the U.S. Department of Education. Now Jupp joins Groff in the Department in the special role of teacher quality adviser. I would be remiss not to observe that when it comes to Brad Jupp, Denver’s loss is D.C.’s gain. He has a tough job cut out for him — that’s usually the case when it comes to effecting change in the Beltway bureaucracy. Tenure Reform Would Be Another Good Idea for Obama & Colorado to Embrace
President Obama made some remarks about education yesterday, and my Education Policy Center friend Ben DeGrow got a chance to respond in this piece from Face The State: Ben DeGrow, education policy analyst for the Independence Institute, said he is glad to finally see Obama taking a strong position on education. “Obama the candidate and Obama the President has been all over the place on education reform, and it’s been hard to pin him down,” said DeGrow. “The comments in [Tuesday’s] speech are mostly promising, and we need to hold him to those comments.” [link added] In the Face the State piece, State Board of Education chairman Bob Schaffer also raised the point that Obama has given no indication of wanting to help stop an effort by Democrats in Congress to take away private tuition scholarships from poor kids in the nation’s capital. Still, the President’s message yesterday was largely on the right track. Feds' Magical Money Tree Blowing Dollars Away from Education Reform
Last week I asked whether the federal “stimulus” bill and its magical money tree would do any good for education reform. It didn’t take long to have that naive question soundly rejected. The Flypaper blog’s Obama Administration Reform-o-Meter has taken a plunge with the news that the $125 billion in education funding attached to the so-called emergency spending measure is becoming less reform-friendly. Take the Senate committee’s approved version: The Teacher Incentive Fund (which supports merit pay programs): gone. Charter school facilities dollars: gone. Money for data infrastructure projects: gone. Language ensuring that charter schools have equitable access to the money: gone. The teachers unions firmly in control of the Democratic Party: back with a vengeance.

Eagle County Experience with Teacher Pay Reform Should Embolden Others
Reforming how teachers are paid to better match the goals that benefit students in our education system is a tricky business. On one hand you have some people who oversimplify the issue of “merit pay” and think that it should be quite easy to implement a new system that has a positive impact on student achievement. (Of course, there is a significant grain of truth in what they advocate, as an analysis of a pilot program in Little Rock has shown.) On the other hand, you have entrenched opposition within elements of the education establishment who find it too hard to overcome the inertia that keeps the lockstep salary schedule in place. Paying teachers strictly for years of service and degrees is inefficient and ineffective, but a variety of obstacles are readily summoned to trip up any momentum toward compensation reform. That’s why it’s great news to read about a Colorado school district like Eagle County that at least has been working outside the box for the past six years to re-design teacher pay. Most noteworthy is that their system not only includes significant rewards for boosting student test scores, but also that it’s showing broader support among district teachers. […]

There's No Evidence that Merit Pay Negatively Affects Teacher Teamwork
Washington Post education columnist Jay Mathews wrote a column earlier this week suggesting that “merit pay could ruin teacher teamwork” in Washington, DC. In response, Jeanne Allen from the Center for Education Reform wrote an open letter saying that merit pay is in fact the key to building a culture of teamwork inside the district schools of our nation’s capital. But there’s more to throw into the pot of this little debate. Findings from a study of a merit pay pilot program (PDF) in Little Rock, Arkansas, further questions the conventional wisdom in Mathews’ piece: The data do not indicate that ACPP teachers experience divisive competition, suffer from a negative work environment, or shy away from working with low-performing students – despite the fact that these are three oft-cited potential problems inherent in merit pay plans. More research is needed, but it looks like there’s reason to believe that the old teachers union saw about merit pay being divisive isn’t necessarily true. Momentous Showdown between Michelle Rhee and D.C. Teachers Union
I earlier told you about the tough teacher union negotiations here in Denver that got resolved at the last minute. But there’s even more momentous negotiations going on in Washington, D.C. – a school district that has earned a poor reputation for wasteful and corrupt bureaucracy and dismal academic performance. New D.C. Schools Chancellor Michelle Rhee (of Teach For America fame) is trying to clean house, though, as the Washington Post‘s Steven Pearlstein notes: Negotiations are stalled over Rhee’s proposal to give teachers the option of earning up to $131,000 during the 10-month school year in exchange for giving up absolute job security and a personnel-and-pay system based almost exclusively on years served. If Rhee succeeds in ending tenure and seniority as we know them while introducing merit pay into one of the country’s most expensive and underperforming school systems, it would be a watershed event in U.S. labor history, on a par with President Ronald Reagan’s firing of striking air traffic controllers in 1981. It would trigger a national debate on why public employees continue to enjoy what amounts to ironclad job security without accountability while the taxpayers who fund their salaries have long since been forced to accept […]
