Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?
Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

Offering Ideas to Address Stapleton School Overcrowding Challenge
What to do if you’re a school district, you have a fast-growing neighborhood, and not enough tax revenue to meet the promises to build schools for the elementary and middle school kids in the area? Well, Denver Public Schools is confronting that problem right now in regards to the Stapleton neighborhood. A meeting with community members “to share a list of options about what to do about overcrowding” is scheduled for next Tuesday. While it’s hard to argue that this situation isn’t a sticky one, my Education Policy Center friend Ben DeGrow nevertheless has written a new piece for Education News Colorado (also re-posted at the Independence Institute website), proposing some suggestions to help the district and citizens think outside the box a bit. Two Chances to Hear from Douglas County School Board Candidates
It’s important for Colorado citizens to get involved in local school board elections. A lot of important policies and other decisions are set at the local level, so it’s good to make an informed choice and cast a vote! If you live in Douglas County, you’ll want to know about two forums taking place where you can get to meet the school board candidates, ask them questions, and learn about where they stand on important issues like school choice, school accountability, performance pay, school financial transparency, and more. Why Effective Education Reform Often Is So Hard: Pueblo Edition
Yesterday’s Pueblo Chieftain featured a very telling story of why serious education reform cannot simply be entrusted to the good will of local school bureaucrats. Not that they aren’t necessarily trustworthy, because most of them certainly are. But the prevailing number of federal and state regulations, added on top of the provisions negotiated into the master union contract, have stacked incentives in favor of pleas for more money to help get them out. See what I mean: Local school administrators are well aware of the attempts by districts around the country to find ways to reward teachers and give them incentives to do better but it’s not something that can be done without also finding ways to pay for it. Kathy West, interim superintendent of Pueblo City Schools, said that there are indications that new federal programs will be coming soon to help cash-strapped districts like Pueblo’s do that. But for the time being the district remains with its narrowly worded contract and pay scale that bases salaries on years worked, degrees and training earned and on annual across-the-board pay increases. “It’s just too hard….” In other words, labor peace trumps teacher quality.

A Glimpse at "New" Schools: Montclair School of Academics and Enrichment
Okay, okay … so Denver’s Montclair School of Academics and Enrichment isn’t exactly new. In fact, at more than 100 years of age, it’s one of Colorado’s older public schools. So what’s new about it? Montclair is one of the state’s first two Innovation Schools — as approved by the local school board and by the state board of education under the 2008 state law — and the only school to be recognized both as an Innovation School and as a DPS Beacon School. Are More Teacher Licensure Alternatives on Their Way to Colorado?
Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Kansas Teacher Independence Story Makes National Headlines Again
A couple months ago I told you about the Kansas teachers local that fought for and won its independence from the state and national union. I’m excited, because the podcast I posted up there was quoted in the latest edition of School Reform News: In a March 30, 2009 interview with the Independence Institute, a free-market think tank based in Golden, Colorado, [Riley County Educators] spokesman Gary [sic] Sigle explained that last year only 14 of the county’s 56 teachers were NEA members, which gave those 14 members exclusive bargaining power. Others wanted a greater say in what was going on locally. Sarah McIntosh, the writer of the story, also interviewed my Education Policy Center friend Ben DeGrow to get his take on the issue:

Rocky Mountain Deaf School Seeking to Build on Special Record of Success
Yesterday a couple of my Education Policy Center friends had the privilege of visiting a local charter school with a special program to serve a particular group of kids with special needs: Rocky Mountain Deaf School (RMDS). RMDS is located in Jefferson County, but about half of its 61 students live in surrounding districts. That’s a sign of a school having success connecting with deaf and hearing-impaired kids and improving their learning horizons. The RMDS vision statement highlights the clear focus and special status of the school: As a high performing, innovative educational program for students who are deaf, we are deeply committed to providing a rigorous, standards-based curriculum. We prepare each deaf student to be literate, academically successful, and technologically competent. We provide a linguistically rich learning environment through the acquisition of American Sign Language and English both inside and outside the classroom.

Research Shows Information Changes Public Opinion on School Funding
One of the main things my friends here at the Education Policy Center do is to shed light on the public debate with information. It’s good to see in scientific terms that information makes a difference with people’s opinions about important policy issues related to education. The new issue of Education Next highlights the research of University of Chicago Professor William Howell and Brown University Professor Martin West — who tested this idea in the area of whether schools should receive more funding. Here’s a sample of what they learned: The average per-pupil spending estimate from respondents to the 2008 Education Next/PEPG survey was $4,231, and the median response was just $2,000; but for these respondents, local average spending per pupil at the time exceeded $10,000. When told how much the local schools were spending, support for increased spending dropped by 10 percentage points, from 61 percent to a bare majority of 51 percent. Howell and West find that these differences in opinion based on exposure to key information are consistent across a wide range of socioeconomic backgrounds, views about the local public schools, and political ideologies. “It’s clear that the American public is quite willing to update its views […]
