If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?

Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?

Would I be chained to the computer all day, blogging for the Independence Institute? Okay, I’m teasing. Of course not. But you may be really surprised to find out what it’s like. Share Your Feedback on Colorado's New Draft Social Studies Standards

You’ve heard that old, old song before: “Don’t know much about history…. (And for that matter geography, civics, and economics.) Well, how true is it of Colorado public school students? And how much will the newly revised Social Studies academic standards help improve the situation? A first draft (PDF) of the Social Studies standards has been produced by a committee, and the Colorado Department of Education (CDE) wants your comments. Whether you have time to read through all 128 pages of introductory material and proposed standards in the four content areas, or just select portions, any feedback you can provide is helpful. Are More Teacher Licensure Alternatives on Their Way to Colorado?

Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole

Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning). Secretary Duncan, Please Stop the Madness: Save the D.C. Scholarships

Okay, I’m throwing Legos again (sorry). I just can’t throw them far enough to hit Education Secretary Arne Duncan. First, he ignored and downplayed the positive results of the D.C. voucher program in helping to improve students’ reading skills. Now comes the insulting letter from the U.S. Department of Education that swipes opportunity away from untold numbers of poor kids in our nation’s capital. When will the madness stop? Liberal pro-Obama Fox News commentator Juan Williams shares the outrage. Check out this Cato at Liberty post to read what he had to say, and click on his picture to watch the video. Just so you know that we’re not alone (not nearly alone), Jay Greene also has been rounding up other responses to the Obama-Duncan hit on D.C. vouchers here and here and here. Homeschool Day at the Capitol: Marya DeGrow Spreads Message of Vigilance

A week ago I told you what a big school choice week it was going to be at the Colorado State Capitol. And it was. Ed News Colorado has a short video recap of Thursday’s charter school rally. It was left to one of my friends at the Education Policy Center – namely Marya DeGrow – to cover Friday’s Homeschool Day at the Capitol. Several legislators showed up to show their support and appreciation. Marya handed out hundreds of flyers about her new, exciting paper Colorado’s Homeschool Law Turns Twenty (PDF). And she let me be an honorary homeschooler for a day! Maybe you don’t have time to sit down and read the whole paper, or maybe you need to be persuaded why the paper is so important.

Virginia Walden Ford: D.C. Scholarship Program Under Attack by Congress

I’ve written about it a lot: the attack by Congress against students in the D.C. Opportunity Scholarship Program, that is. But I’m not ready to give up yet. And you shouldn’t be, either. If you need some inspiration – or maybe you’re just learning about this attack on school choice that benefits low-income kids in our nation’s capital – you really ought to listen to Virginia Walden Ford, executive director of D.C. Parents for School Choice, explain the situation in this 10-minute iVoices podcast: Is it really true that the best we can hope for is saving the scholarships of the 1,700 kids who currently receive them, and leaving out in the cold the thousands more on waiting lists to escape some terrible D.C. public schools? Maybe that is the best we can hope for on behalf of Washington D.C. students for now, but don’t give up. After all, it’s important to note – as Adam Schaeffer does on the Cato-at-Liberty blog – that voucher and tax credit programs across the country are growing and growing in bipartisan political support. Keep your chin up. Stay in the fight.

I know there must be a lot of you out there who heard about the Education Policy Center‘s recent interesting event with Joe Williams from Democrats for Education Reform, but weren’t able to attend or listen online. Or maybe you did hear it, and you want to see more. In either case, you’re in luck. A special episode of Independent Thinking hosted by Jon Caldara is airing this Friday, October 3, at 7:30 PM (please note the scheduling change) and next Tuesday, October 7, at 5:00 PM, locally in the Denver area on KBDI Channel 12. Guests Joe Williams and our own Pam Benigno will discuss the movement to reform education in the Democratic Party and how it might play out here in Colorado. As I pointed out earlier, Colorado is the site of the first state chapter of Democrats for Education Reform, headed by retiring state senator Ron Tupa.
