The Most Important Policy Field Trips Are the Ones I'm Not On
Fridays are always better when they involve policy field trips, don’t you think? This morning, I had the pleasure of sitting in on a floor debate on SB 45, which some of you will remember I wrote about a while back. SB 45 may well pass in the Senate, but it doesn’t have much chance of passing in the House. That doesn’t mean it’s insignificant, though. It is, after all, the first school choice bill to make it to the Senate floor for debate in quite some time. That means yours truly got to sit in on some pretty interesting arguments. We will discuss these arguments in more detail in the near future. But I don’t want to talk about SB 45 today. In fact, I don’t want to talk about policy at all. Instead, I want to use today’s post to highlight the other young policy explorers at the Capitol. Obama Speaks to Schoolchildren … Where's the Real Local Control?
Update 5, 9/8: The speech that went off today, and the lesson plans that accompanied it, were a lot less creepy and controversial than the original release. Who knows how much the uproar had an effect on that? Anyway, I commend to you two thoughtful perspectives on the whole episode: by Jay Greene at Education Next and by coolreformchick at Edspresso. The good news about the President addressing schoolchildren across the nation? At least this time Congress won’t start an inquiry into it. Update 4, 9/4: I have gathered and posted numerous responses from Colorado teachers and schools to Obama’s address to schoolchildren. Hoping Not to See More of the Same from Boulder, Teachers Union
It doesn’t seem that long ago the school year was winding down, and up in Boulder many teachers were calling in sick as a form of protest: sort of a collective temper tantrum. Now students and parents in the district may wonder what’s coming next. As the Boulder Daily Camera and Denver Post have both reported, 94 percent of Boulder Valley Education Association members (or about 75 percent of all Boulder Valley teachers) have voted to reject a contract offer that included across-the-board 1 percent bonuses but no permanent pay raise. Hey, I might vote against it, too — but for different reasons, I can assure you.

A Glimpse at New Schools: Denver's Envision Leadership Prep (6-12)
Can you picture it? Envision Schools are coming to Colorado, and the first one opens this fall: the Envision Leadership Prep in Denver. Believe it or not, the morning bell will ring sixth- and ninth-grade students in for the first time in only three weeks! Envision Leadership Prep will share campus space with the Smiley Middle School program in Denver’s North Park Hill neighborhood. Universal Preschool Promises Like Harold Hill's Shiny New Trombones
I was never really big into the whole preschool thing. My parents decided not to enroll me anywhere before kindergarten. So maybe I’m biased a little bit, but the piece “Does Universal Preschool Improve Learning? Lessons from Georgia and Oklahoma” by Lindsey Burke of the Heritage Foundation really shoots holes in many of the arguments for expanding early childhood education. Apparently, the idea that universal preschool gives kids an accelerated start into improved learning just doesn’t bear out on any large scale. Especially when you look at the Sooner State (and I think you ought to look at it sooner rather than later): More than a decade after offering students universal preschool, neither Oklahoma nor Georgia has shown impressive progress in students’ academic achievement, as measured by the National Assessment of Educational Progress. In fact, in Oklahoma, fourth-grade reading test scores have declined since 1998 when the state first implemented universal preschool. Say what? Teacher Pay & Tenure System Like Pounding Square Peg into Round Hole
Have you ever tried to pound a square peg into a round hole (or vice versa)? How about after that doesn’t work a couple times, you go out and buy 100 of the same square pegs to keep trying what already failed? It makes about as much sense as most systems we have today for training, developing, paying, and retaining teachers. Sure, we’ve seen some progress with performance pay programs — Colorado has produced some leading examples — but the old-fashioned salary schedule still persists. Pay teachers based on seniority and academic credentials. Never mind, as the Denver Post‘s Jeremy Meyer observes from Urban Institute education director Jane Hannaway (with supporting evidence compiled here), that teachers overwhelmingly improve during the first four years of their career and then just stop: “It’s one of our very consistent findings,” said Hannaway, presenter last week at the American Educational Research Association annual meeting in San Diego, citing at least two recent studies of teacher effectiveness. “The reason of course is not clear, but it’s in study after study,” she said. “Teachers do get better (in the beginning). Another Chance for You to Learn More About Denver's ProComp Program
Last week the Christian Science Monitor featured a full-length article on the state of teacher performance pay, with special focus on Denver’s ProComp program. It’s an especially great piece for someone who has little familiarity with the topic — as some of the leading figures are quoted: Brad Jupp from DPS, Phil Gonring from the Rose Community Foundation, Paul Teske from the University of Colorado Denver, and Kim Ursetta from the teachers union, to name a few. Independence Institute Highlights Rural Colorado School Performance
There are plenty of kids in Colorado who live out in the country or in remote small towns. I don’t know many of them myself. Yet while I’m sure they have their own challenges in learning and education, they don’t get as much attention as those of us who live in and around the big city of Denver. That’s part of the reason why my friends in the Education Policy Center put together a project looking at the academic performance of Colorado’s rural school districts, compared with the numbers of poor and non-white students they serve. The author of the newly-released Assessing Colorado Rural Public School Performance (PDF) is Paul Mueller, who spent the summer working in our offices. (Just in case you were wondering, I didn’t see much of Paul, because I spent much of my summer months off school playing outdoors rather than visiting the Independence Institute.) Your Handy One-Stop Guide to What School Choice Research Says
I haven’t really gotten into list-making yet. Learning to read and write has to come first. But for those of you who are interested in finding out what the research has to say about school choice, having all that information in one place in a list would be handy. Right? What about a list of all the different lists? Writing over at Jay Greene’s blog, Greg Forster has come up with “The Meta-List: An Incomplete List of Complete Lists” (now, that’s a mouthful). The lists are broken down into sections of research on: Effects of school choice on participants (for example, how much more is the voucher kid learning?) Effects of school choice on public schools (does competition bring improvements?) Racial segregation in voucher programs vs. public schools Tolerance and civic values of voucher students vs. public school students Of course, more lists might yet be added to the incomplete “meta-list.” But the next time you are bugged by a question about what the research really says about vouchers and education tax credits, you have a handy one-stop online resource (have you bookmarked it yet?).
