Kafer's Invaluable Advice for Colorado Families Seeking a New School

Yes, I’m not ashamed to admit it: I’m a big (and maybe the youngest) fan of Krista Kafer. The column Krista wrote for yesterday’s Rocky Mountain News is just the latest reason — even though she does tell readers to do more homework: While rankings and other analysis can provide the public and parents confidence in charter schools as a whole, school-by-school information is actually more important to individual families. When considering public schools – whether district-run or charter – the [School Accountability Report] is great place to start when choosing a school. Parents shouldn’t stop there. They should check out other sources of information such as www.greatschools.net, www.schoolmatters.com and www.schoolchoiceforkids.org. Next they should visit the school’s Web site and the school building. You don’t have to be an education expert to recognize student disengagement, apathy or boredom. Kids wandering aimlessly, teachers yelling angrily or trash scattered about the floor – these would be bad signs. Talking to other parents, teachers and students is a must. Krista Kafer Says Take Another Look at the Facts about Preschool

With her column published yesterday, Independence Institute senior fellow and Face The State columnist Krista Kafer drops a fly or two into the early childhood education debate soup: In Colorado, taxpayers spend $29 million a year on state preschool programs. Denver voters passed a sales tax in 2006 to subsidize preschool. According to a Denver Post article by Jeremy P. Meyer, 3,650 students receive subsidies. James Mejia, director of the Denver Preschool Program, told Meyer that “Studies show that for every dollar you spend on early childhood education, you will get back $10 to $12 in services you would otherwise be spending on social services, incarceration, remediation.” Sounds great, but upon closer examination, this just isn’t true. The cost-benefit analyses routinely bandied about by advocates come up short. The analysis is largely based on exaggerated claims from a tiny subset of studies misrepresented as the whole. When the vast majority of research is considered, it becomes clear that preschool does not reap the amazing benefits touted by advocates. Union Omissions: Rest of the Story on CEA and JCEA Political Refunds

Last Friday, the Jefferson County Education Association (JCEA) president sent an email through the chain to her members about their political refund option in anticipation of the Independence Institute informing them. We’d like to thank her for helping to spread the word, but need to provide a few clarifying comments about her message first: 1. JCEA’s Every Member Option (EMO) political money is $24 a year (or $2 a month) for each member. For those not willing or able to do the math, CEA’s EMO is $39 a year ($3.25 x 12). 2. “JCEA and CEA’s EMO is optional for all members.” Only if by “optional” you mean the union takes the money and promises to give it back if you fill out separate refund request letters to CEA and JCEA before December 15. Insisting that “Members agree with the EMO contribution” because most of them don’t ask for it back before a deadline sets a pretty low standard. Institute Report Highlights Douglas County's Home-Grown Teachers

It’s now official. The latest Issue Paper in the *Innovative Colorado School District Series, written by my Education Policy Center friend Ben DeGrow, has been released: Douglas County’s Home-Grown Teachers: The Learning Center Waiver Program (PDF). The Independence Institute website explains what the paper is all about better than I can: Seeking a creative solution to shortages in various teaching positions, Douglas County School District received a waiver from the state of Colorado to license and train its own teachers through the Learning Center. The district currently is able to license teachers in areas such as math, science, and world languages; to provide special education endorsements to teachers in other specialties; and to equip unlicensed professionals with the basic skills to teach more highly specialized courses to high schoolers. The waiver is scheduled to be renewed at the end of 2008, contingent on Douglas County meeting certain performance goals. If it’s true that this means a way for schools to get more skilled and effective teachers in our classrooms to help kids learn better, then more power to Douglas County. Independence Institute Highlights Rural Colorado School Performance

There are plenty of kids in Colorado who live out in the country or in remote small towns. I don’t know many of them myself. Yet while I’m sure they have their own challenges in learning and education, they don’t get as much attention as those of us who live in and around the big city of Denver. That’s part of the reason why my friends in the Education Policy Center put together a project looking at the academic performance of Colorado’s rural school districts, compared with the numbers of poor and non-white students they serve. The author of the newly-released Assessing Colorado Rural Public School Performance (PDF) is Paul Mueller, who spent the summer working in our offices. (Just in case you were wondering, I didn’t see much of Paul, because I spent much of my summer months off school playing outdoors rather than visiting the Independence Institute.) Uncle Charley Unmasked as One of Our Own Questioning DPS Bond Proposal

One of Colorado’s biggest online mysteries has been solved. The many readers of the Schools for Tomorrow education blog are sleeping better tonight. Okay, maybe that’s a bit of an exaggeration. What am I talking about? On Friday, 9News interviewed the Education Policy Center‘s Ben DeGrow about his perspective on the state record $454 million school bond proposal Denver voters face this year. In the process, his hardly-surprising online identity was revealed: An online blogger named “Uncle Charley” has written several entries for Education News Colorado trying to get readers to think about the need before they act. One blog is entitled, “More Tough Questions on DPS Bond,” which talks in part about the individual items that would be funded by this bond issue and series of property tax hikes have agreed to in Denver over the past two decades. “Uncle Charley” is actually the pseudonym for Ben DeGrow, with the Independence Institute, a non-partisan conservative political think tank. DeGrow says spending $13 million dollars on athletic fields and other monies for failing and half-filled schools is not wise. Flunked: The Movie Continues to Spur Discussion of Public Education Reform

Several months ago my friends at the Independence Institute hosted a showing of the brand new exciting education documentary Flunked: The Movie. An Independent Thinking episode with the movie’s producer Steve Maggi and our own Pam Benigno was aired that brought attention to public education reform success stories. Well, it appears the movie and its producer are really making the rounds from state to state. Blogger Bob Weeks followed up on the Kansas debut of Flunked by interviewing Steve Maggi. It’s a great read if you’re intrigued by the movie or looking for more information on ideas for reforming our public schools. Jeffco Voters Need Clearer Information to Decide Funding Proposals

Colorado’s largest school district is one of many asking voters this year for more operating tax revenue and for bond debt to fund school construction. An article in Sunday’s Denver Post quoted one of my Education Policy Center friends with concerns about Jefferson County’s proposals (designated 3A and 3B): “They are asking taxpayers to build in a district with declining enrollment,” said Ben DeGrow, a policy analyst at the conservative Independence Institute think tank. Referendum C, a five-year timeout from TABOR revenue restrictions passed in 2005, and a 2007 law that allowed local property taxes to grow should be providing “a lot more revenue” for Jefferson County and other school districts, DeGrow said. Referendum C provided more than $300 million to K-12 education in 2006-07. No one doubts that Jeffco and other school districts need a certain amount of money to provide educational services. So it’s not a simple matter of voting Yes “for the kids” (like me) and voting No “against the kids.” If funding were attached directly to the student, and the parents could decide where to send their children, there would be a stronger case for that simplified line of thinking. Missed Friday? Watch Joe Williams on Democrats and Education Reform

If you didn’t make it to our fabulous event Friday evening, you not only missed a chance to meet me, you also missed our exciting speaker Joe Williams from Democrats for Education Reform (DFER). Maybe you also missed the chance to listen live online. Well, you’re still in luck. The main page of the Independence Institute website includes the complete video of Williams’ presentation. Audience members asked many important questions and offered some conservative and libertarian challenges to the speaker’s message that Democrats could step up, take on the teachers unions and bureaucrats, and help to bring about real education reform. Mr. Williams also announced the formation of the first state DFER chapter: Colorado Democrats for Education Reform, headed by State Senator Ron Tupa. Senator Tupa was kind enough to come to unfamiliar turf as a guest and engage in some lively conversations. Roy Romer-Bill Ritter Showdown Raises Questions for Friday I.I. Speaker

Over at Education News Colorado, Mr. Alan Gottlieb gives a firsthand account of a polite clash over education reform between Colorado’s two most recent Democrat governors: [Former Governor Roy] Romer laid out the well-known, depressing facts: we are falling behind other nations in education, and we’re going to pay dearly for it soon, if we aren’t already (we are). “We’re a third world nation in terms of our performance in math,” Romer said. What got under [current Governor Bill] Ritter’s skin, apparently, was Romer’s repeated insistence that “we” — meaning Colorado and the U.S. are not doing enough to address this predicament. “We’re asleep, we’re kidding ourselves,” Romer said. Ritter bounded up to the podium like an unleashed dog, and said he wished to “offer a rebuttal, in part, as presumptuous as that may seem.” Colorado is focused on the challenges, despite Romer’s criticism, Ritter said, “in a way perhaps we haven’t been before.” With that subtle dig at the former governor, Ritter laid out his education agenda, stressing the Colorado Achievement Plan for Kids (CAP4K) legislation that passed this year.
