Sign of Hopeful Political Shift as Families Rally for D.C. School Choice
Some day I might grow up to be cynical about education politics, but for now I see a big glimmer of hope. What do I mean? Look at yesterday’s Wall Street Journal: Low-income families in the District of Columbia got some encouraging words yesterday from an unlikely source. Illinois Senator Richard Durbin signaled that he may be open to reauthorizing the Opportunity Scholarship Program, a school voucher program that allows 1,700 disadvantaged kids to opt out of lousy D.C. public schools and attend a private school. “I have to work with my colleagues if this is going to be reauthorized, which it might be,” said Mr. Durbin at an appropriations hearing Tuesday morning. He also said that he had visited one of the participating private schools and understood that “many students are getting a good education from the program.” This could be the sign of a big turnaround for the influential Democratic senator, whom I have rightly critiqued in the past. At the Flypaper blog, Andy Smarick says Durbin’s statement “was a major step in the right direction”, and wonders if the D.C. 6’s dramatic sit-in a few weeks ago had an impact.

If a Teacher Strike Comes, Will Boulder Learn Denver's 1994 Lesson?
Back in the spring, I pointed you to some important discussion about the Boulder teacher “sickout”. A month ago I mentioned how the collective bargaining contract with the school district, and teachers voted to reject the latest offer. Well, earlier this week, the Boulder Valley Education Association filed official notice with the state that the union intends to strike. Sure, as my friend Ben DeGrow pointed out, that doesn’t necessarily mean a strike will happen soon or even happen at all. But another large Colorado local union went down a similar path 15 years ago during the state’s last teachers strike. So will the parties involved learn the lessons of the 1994 Denver walkout (PDF), or perhaps even take the opportunity to promote reforms in the way teachers are paid?

Georgia Parents of Special-Needs Students Love Their School Choice, Too
The proof keeps pouring in: Give parents private school choice opportunities, and they overwhelmingly love it. A couple weeks ago I highlighted a new survey of Florida parents whose children use the corporate scholarship tax credit to attend a non-public school: Satisfaction was off the charts. Not to be outdone by its neighbor to the south, the Center for Educated Georgia also decided to measure feedback from parents who use a voucher to send their special-needs children to a private school. Parents Need to Learn about School Choice? We're On It Here in Colorado
A new Education Sector report by Erin Dillon suggests that too many parents (especially the poorer ones) don’t know enough to make the right decisions when they have school choice options: Reformers working to improve banking and food services in the district’s low-income neighborhoods and around the nation have already learned these lessons. In recent years, they’ve moved aggressively to provide sophisticated market analysis to private sector firms, making the case that poor neighborhoods represent an untapped source of profits. They’ve forged strong connections with local community organizations that reach out to new consumers and help customize services to meet local needs. They’ve provided crucial start-up funds for small businesses and have encouraged these businesses to be flexible in how and where they serve residents. And they’ve worked hard to build knowledge and expertise among the consumers who drive demand. Joanne Jacobs agrees: School choice proponents should learn how to help low-income parents recognize high-quality schools and avoid the duds. Jay Mathews Inspires My Radical Ideas to Spend $100 Billion on Education
In today’s Washington Post, education columnist Jay Mathews raises the question: If you had $100 billion to fix our schools, what would you do? Faithful readers know I was skeptical of the federal government’s “magical money tree” a few months ago. My sentiment hasn’t changed. Some ideas for spending 100 billion (that’s a 1 followed by 11 zeroes) new smackeroos in the education bureaucracy inevitably will be better than others, and some may end up yielding some positive results. In his column, Mathews grades five proposals for spending the money, realistically noting of those who submitted the proposals: Their goal is to get the biggest change by January 2012. I think they are dreaming. The federal stimulus is designed to save jobs, not raise student achievement. But some (not all) of the ideas are so good some states might (repeat, might) be tempted to try them. SB 130 Choice for Autistic Kids Clears One Hurdle, House Education Awaits
Yesterday I brought news of a troubling development at the State Capitol. Today, I decided to shift to the positive — because hope for autistic children in Colorado is just a bit brighter. School choice champion Senator Nancy Spence‘s Senate Bill 130 passed one house of the state legislature, reports Colorado Senate News: Spence, a leading statehouse voice for school reform, faced months-long opposition from charter school opponents, who argued that the plan would take money away from public schools and provide an unnecessary service to children with autism. Spence maintained that the bill isn’t about taking on the public-education bureaucracy or taking funding from public schools; it’s about providing autistic children with a school that specifically serves their unique needs, she said. “We have a responsibility to do more for families struggling to address the needs of their autistic kids,” Spence said. “Children suffering from this disorder are just one small subsection of our society that aren’t being adequately served by our public schools.”

Milwaukee School Choice Research Yields a Lot of Interesting Results
School choice doesn’t provide all the answers to our education challenges, but it’s becoming very hard to deny that choice in itself yields some positive results. Look at the new results (PDF) from the University of Arkansas’s School Choice Demonstration Project for the Milwaukee Parental Choice Program (MPCP). Milwaukee isn’t just famous for that show about two women who work as brewery bottlecappers. The Wisconsin city is the granddaddy of school choice programs, and probably the best place for in-depth studies of all sorts of issues surrounding choice. And the School Choice Demonstration Project has brought together some of the best and most experienced education researchers – including Patrick Wolf, John Witte, and Jay Greene – to do just that. The series of studies released this week focus on everything from fiscal impacts to parental satisfaction to academic growth and real estate prices. Some of the more interesting findings:
