Superintendent Subterfuge: Broken Promises, Empty Words, and the Crystal Ball in Jefferson County

Remember that recall thing that happened in Jeffco back in 2015? Of course you do. We all do. In fact, a fair number of folks are still suffering from the edu-PTSD that nasty fight caused. Many speculated as the dust settled that the dishonesty underlying the Jeffco recall portended broken promises and bad behavior by the new 5-0 anti-reform board. And based on the board’s recent selection of Eagle County’s legendarily anti-reform Jason Glass as its new superintendent, it would appear those predictions have come true. It became clear pretty quickly following the 2015 election that recall proponents were somewhat… erm… less than honest about their motivations and backers. That’s a nice way of saying they lied through their collective teeth. First, it emerged that the teachers union began working against the conservative reform majority “from the moment the polls closed in 2013” despite statements to the contrary from just about everyone on the pro-recall side. Then, we discovered that the “parent-led” recall effort was, in fact, directly funded by the National Education Association. LIFO Procedures and Schrödinger’s Financial Crisis

You may have noticed that my policy friend Ross Izard recently published an issue paper calling out nearly half of Colorado’s unionized school districts for maintaining last-in-first-out (LIFO) layoff procedures in their union agreements or negotiated policies. LIFO procedures prioritize seniority over performance when making teacher reduction-in-force (RIF) decisions despite the fact that doing so is both bad policy and against the law. Just this weekend, Ross used a column in the Denver Post to amplify the message that these districts should fix their layoff procedures. He also addressed the weak arguments thrown up by some districts in defense of their remaining LIFO procedures. I encourage you to read both the report and the op-ed if you want to learn more about the issue. For today, I’d like to focus in on one of Ross’s arguments specifically. Shades of Jeffco: Dougco's Student Walkout

Yesterday, we covered some very interesting new research on educator evaluation reforms. While we were busy reviewing that study, our friends down in Douglas County School District were busy making news. Let’s catch up on that news today. First up was a student walkout/protest at Ponderosa High School. Roughly 200 students paraded around with signs blasting Superintendent Liz Fagen and decrying what they see as concerning levels of teacher turnover at Ponderosa and other schools. They blame unfair teacher evaluations and pay under the district’s pay-for-performance system for this turnover. I think I’m having flashbacks to Jeffco’s misguided protests in 2014…

Ugly Smear Column Tries, Fails to Shove Conservative Education Reform Aside

I hope you all enjoyed a nice, long break from recent depressing edu-happenings over the last few days. I also hope that your disappointment is tempered by hope for the future. As my friend Ross Izard pointed out in a recent op-ed—and as my dad always says—it ain’t over ‘til the fat lady sings. I never have figured out who that fat lady is, but I’m pretty positive it isn’t Michael Vaughn, a former DPS spokesperson turned communications director for Education Post. Mr. Vaughn recently wrote a post-election Denver Post op-ed about the fact that “real” reform is winning in Colorado. It’s a rather nasty piece in which he celebrates reform victories in Denver while all but dancing on the graves of conservative education reformers around the state. When I look at what conservative education reform folks have pushed for over the past few years in Jeffco, Thompson, Dougco, and other districts, I see a long list of meaningful reforms. New curricula, new charter schools, pay-for-performance systems, equal funding for charter students, collective bargaining reform—you name it, it’s there. Denver Post Editorial Board Nails It on the Jeffco Recall… Again

I know I’ve said this before, but it makes me feel good when even the mainstream media sees through the antics of anti-reform efforts in Colorado. The Denver Post has been a model for sensible, truthful commentary in recent months. So much so, in fact, that I feel compelled to make a bulleted list of their recent columns on education issues to avoid a monster paragraph: An editorial about the Colorado Supreme Court’s dubious decision to kill Dougco’s local voucher program. An editorial slamming the abuse of recall elections by anti-reform activists and union supporters in Jeffco. A fantastic column about a serious union-driven legal threat to local control in Thompson A follow-up piece wondering aloud about the tortured legal logic underlying an unprecedented decision by a district court judge to force the Thompson school board to swallow a union contract it has repeatedly voted against in one form or another. After all that, one would think they’d be all out of good stuff to say. One would be wrong. The Denver Post Editorial Board has really outdone itself with its latest column about why the Jeffco recall effort ought to be rejected.

Harrison's Successes Continue Under Pay-For-Performance System

A few months ago, I wrote about how important it is to use the right metric—fairness for teachers— when evaluating the success of pay-for-performance compensation systems. That post was a response to a rather biased Denver Post article on the subject, which featured as one of its subheadings the assertion that these systems provide “No Benefit to Students.” It also completely failed to mention perhaps the state’s most interesting example of pay for performance in practice: Harrison School District in Colorado Springs. As it turns out, that was a serious omission. 9News ran a story yesterday about Harrison’s success at elevating its minority students. From that story: The Harrison School District has more minorities than most districts in Advanced Placement courses. It has more Black and Latino students in Gifted and Talented classes. Harrison has a consistent graduation rate of Black and Latino students of higher than 75 percent. And, testing data shows that this district located on the southern end of Colorado Springs has the smallest achievement gap between white students and students of color. Respected Voices Highlight Importance of Reform Battles in Jeffco, Thompson

Yesterday, we took a look at a major school choice flub in the new PDK/Gallup national education poll. I was all set to offer some further comments on that poll this morning, but we’ll have to come back to that. Today we’ve got important stuff like the hugely important fights over local education reform in Jeffco and Thompson to talk about. I got a little worked up last week thinking about the criticality of the education reform battles in Jeffco and Thompson. Yet I was long ago categorized as a five-year-old ideologue, so it’s easy enough for reform opponents to write me off by pointing out that my father is Charles Koch, or that I was born in a petri dish in a secret underground lab know only to members of the “vast right-wing conspiracy.” Neither of which I can confirm or deny, of course. Now, though, more and more mainstream folks are beginning to talk about the significance of these two districts. Two pieces in particular stood out to me this morning during my daily romp through the news.

Jeffco Leads the Way on Sensible Union Contract Changes

I’ve got to be honest, the Denver Post’s Editorial Board has kind of been knocking my socks off recently. First, they wrote good, thoughtful columns on the Dougco voucher decision and the abuse of democracy that is the Jeffco recall. Now they’ve come out with a new column praising Jefferson County School District’s new tentative tentative agreement with the Jefferson County Education Association. No, the second “tentative” is not a typo. As exciting as this new contract is, it still needs to be ratified by JCEA’s more than 3,000 members. That said, I join the Denver Post in praising Jeffco adults’ newfound ability to “gather their senses,” and I sincerely hope cooler heads will prevail when it comes to contract ratification among union members. While we wait for the results of the union ratification vote scheduled for August 21, it’s helpful to take a look at why this agreement is such a big deal. From my edu-wonk perspective, it accomplishes some very important things: Prioritizes teacher performance in cases of layoffs or displacements instead of basing these decisions solely on seniority. A Little Rain on the Graduation Rate Parade

What’s in a number? If you’re talking about educational choice, numbers like the ones coming out of Arrupe Jesuit High School can be beacons of hope for tough populations of kids. In other cases, numbers can convey more concerning trends. And in still other cases, numbers can be rigged in such a way that they don’t tell the full story. I was reminded of the importance of questioning numbers in the education debate yesterday as I read a great Denver Post piece from the Education Commission of the States’ Peter Huidekoper. The piece points out a disconcerting disconnect (alliteration!) between higher graduation numbers, low ACT scores, and ugly remediation rates in some Colorado schools. For those who don’t know, “remediation rate” refers to the percentage of students who require remedial courses in college before they begin full-fledged coursework. If you’re feeling a bit nerdy and want to dive deeper, the Colorado Department of Higher Education just released the 2014 Legislative Report on Remedial Education, which somewhat paradoxically covers 2013 high school graduates. Tom Coyne's Smart Jeffco Whistle Bomb

Every now and then, an op-ed drops from the sky like one of those whistle bombs in the movies. The resulting explosion gets folks all riled up, and usually leads to some highly entertaining (though not terribly productive) conversations. Today is one of those days, with a Denver Post op-ed that sees Jeffco’s Tom Coyne outlining one of Colorado education’s biggest issues: The difficulty of removing ineffective teachers from the classroom. Coyne smartly argues that despite spending enormous amounts of money, Colorado districts haven’t been able to achieve their academic goals. Coyne quantifies these shortcomings in Jeffco at some length using some pretty convincing data. As he puts it: As taxpayers, we spend an enormous amount of money each year to achieve these goals. For example, based on the most recent Colorado Department of Education data, in the 2012-13 school year, total revenue per student in Jeffco was $10,420, or over $260,000 for every classroom of 25 students. In aggregate, total revenue in Denver’s most affluent suburban school districts (Boulder Valley, Cherry Creek, Douglas County, Jefferson County, and Littleton) was about $2.5 billion in 2012-13. Despite this spending, we aren’t coming close to reaching our student achievement goals.
