Kudos to the Commish, But Parents Also Have Important Reform Role to Play

Yesterday, in a Denver Post guest commentary, Colorado’s commissioner of education Dwight Jones weighed in with some thoughts about our “race to the top” for innovative and effective education reform: Innovation is more than just a good idea, it’s about putting that good idea into practice. The Colorado Department of Education is presently pursuing a wide variety of innovative education models, including new approaches to teacher preparation, leadership development, school choice and the way in which education is funded. We are organizing strategies and directing resources in ways to innovate intentionally, and, in so doing, increase capacity to take to scale what improves education for Colorado’s students.

Colorado Charter-Friendliness Gets a B, As 41,000 Students Wait to Get In

I don’t know about you, but some parents give their kids money for getting certain grades on a report card. Not mine (at least they tell me they’re not going to), but that’s a different story. If Colorado were getting money based on how well it treated charter schools, how would it do? The Center for Education Reform‘s new report Accountability Lies at the Heart of Charter School Success says Colorado’s charter school law merits a B. Only eight states do better. Further, though our state’s charters receive significantly less funding than their other public school counterparts, their overall performance is commendable: In 2007, 74 percent of charters made federal accountability targets of Adequate Yearly Progress (AYP) while only 59 percent of conventional public schools did the same. Charter middle schools in Colorado are making the grade as well. In 2006, 55 percent of middle school charters were rated excellent or high by the state Department of Education, compared with 41 percent of conventional public middle schools.

45 Days to Apply for State Aid to Develop Teacher Performance Pay Plan

Do you live in Colorado? Does your school district or charter school have a compensation system that rewards successful teachers? If not, could you come up with a plan in the next 45 days? There may be state money in it to help your cause. Led by Senator Nancy Spence (R-Centennial), the Colorado state legislature earlier this year allotted some money for local education agencies that want to develop their own alternative teacher compensation systems. Now the chance has come to put this piece of legislation into action. The Colorado Department of Education (CDE) released an important reminder today: The program will allow districts to develop their own individual plans to alternatively compensate educators. A result of the passage of House Bill 08-1388, CDE’s Office of Professional Services will manage the program, with money appropriated from the Colorado Education Fund. A total of $980,000 is available for distribution. There is no maximum that any applicant may request. However, a strong justification for the amount being requested is required…. Money for Sarah Palin's Wardrobe May Be Better Spent on Remedial Math

I don’t mind that the president of the Denver teachers union uses her office as a platform to bash someone running for vice president of the United States: Think about it… [Sarah] Palin’s wardrobe allowance would educate a classroom of 23 students for a year in Colorado. We need to “CHANGE” this! If she wants to complain about the Republican National Committee spending $150,000 on wardrobe for Palin and her family, that’s certainly the Denver union president’s prerogative. But she at least ought to get her math right. Since I’m still working on simple addition, I trusted one of my friends in the Education Policy Center to run the calculation. So you may have to try this for yourself to verify it. According to the Colorado Department of Education, the state average for public school operational expenditures in 2006-07 (the most recent data available) was $8,754 per student. Run the calculation, and you’ll see that $150,000 divided by $8,754 is a little more than 17 (17.135, to be precise). Arts Education is Good, But Does it Help Students in Reading and Math?

Today’s Rocky Mountain News explains Colorado education leaders’ attempt to put greater emphasis on the arts in the state’s new standards and assessments: [Commissioner of Education Dwight] Jones and [Lieutenant Governor Barbara] O’Brien addressed a news conference called to highlight a report showing that many Colorado students are not exposed to the arts, which include music, theater and dance, as well as the visual arts. The report, prepared for the Colorado Department of Education and the Colorado Council on the Arts, shows that art is offered at 93 percent of elementary schools, 86 percent of middle schools and 83 percent of high schools. But 29,000 students attend schools that do not offer art, the study found. Statewide, 53 percent of high school students don’t take art, which is not mandatory even at schools where it is offered. The study found that 75 percent of principals say the arts are being squeezed by the need to focus on reading, writing and math. One of the findings of the new report says that arts education “associates with higher scores” on CSAP tests. Student Growth Model Enlightens Public … Financial Transparency Next?

More clear, accurate, available and usable information about public education is a good thing – good for parents, teachers, policy makers, and taxpayers — and ultimately for students like me. One good example of a step forward in this area is the Colorado Department of Education (CDE)’s new student growth model, featured in today’s Denver Post: The model shows how students have grown academically compared with peers in the same grades with similar scores on the Colorado Student Assessment Program over the past two years. “The bottom line is, the model tells us how much growth the child has made and whether that growth is good enough to meet state standards,” said Richard Wenning, associate education commissioner. Other states have adopted growth models, but Colorado is the nation’s first to use percentiles to describe the growth, Wenning said. New CSAP Scores Tell Colorado It's Time to Advance in School Reform

There’s a big hubbub today about CSAP results being announced. For those of you who don’t know, CSAP stands for Colorado Student Assessment Program – it’s the battery of tests in reading, writing, math, and science that help people to see how well schools and students are performing. The folks in the Education Policy Center and others like them get really excited on days like this, because of all the new information and what story it might tell. I guess this year is really special, because a new “growth model” has been introduced that allows for better measurement of individual student and school progress from year to year. Me? I haven’t had to take any CSAPs yet – frankly, I could do without tests altogether. But I understand why many people might think they are important. Anyway, the Rocky Mountain News has the basic rundown on the latest CSAP scores, and once again, hoped-for progress is not being achieved: Results were up in 11 of the 24 tests given in reading, writing and math in grades 3 through 10.
