Colorado Gets an Awkward Christmas Present: The SAT

It’s almost Christmas, friends! We will all sit down tomorrow morning and unwrap a bunch of gifts while stuffing our faces with various tasty treats. Some of those gifts will be awesome. Action figures, video games, and bikes spring immediately to mind. Other gifts—socks, weird-flavored chocolates, and gift certificates to restaurants you hate—will be less exciting. When you open those awkward gifts, you’ll have that uncomfortable moment where you’re stuck between needing to be polite and wanting to ask loudly what in the world the person who gave you the gift was thinking. I’m having one of those moments right now. You see, Colorado education is getting its own awkward Christmas present this year: A shift away from the venerable, well-respected ACT. Instead, high school juniors will now take the SAT, a creation of the College Board (of APUSH fame). I’ll try to be as polite as possible in the face of this weird gift, but I am unable to refrain from asking an important question: Huh?

Don't Fall Victim to MisNAEPery

It’s NAEP season, my friends. The 2015 National Assessment of Education Progress results were released this week to a barrage of spin, rhetoric, and general “misNAEPery.” I’ve mostly seen this misNAEPery pop up in the form of certain folks using the data to show that education reform efforts aren’t working. (For now, we’ll ignore the crushing irony of using test scores to prove that testing isn’t valuable.) That’s a bummer, so let’s spend a few minutes today talking about what this year’s results do and do not mean. First, let’s talk briefly about the results themselves. Chalkbeat ran a pretty good piece on Colorado’s 2015 NAEP scores that included some nifty graphs. Nifty or not, however, I take some issue with the graphs’ reliance on percentages of kids scoring proficient or better rather than scale scores. Not that I blame Chalkbeat for going this way; graphs showing what appears to be actual change are a lot more exciting than what you get when you look just at scale scores over the past ten years. Little Action Required by Obama's Testing Action Plan

Welcome back, dear readers. I apologize for leaving you mostly adrift for a week as I gallivanted around various education reform conferences. At least you got a good post about the coming local elections yesterday, and you’ve got another big one in store for today. A national story popped up this past weekend that I really should address: After many moons supporting testing and test-linked accountability (often through questionably coercive waivers), the Obama Administration has released a new “Testing Action Plan” calling for some course alterations when it comes to testing in America. That plan comes with the blessing of testing and accountability proponent Arne Duncan, who will be stepping down as U.S. Secretary of Education in December. John King of New York will take his place. Obviously, the administration’s movement was well received by opponents of standardized testing and tying student data to teacher evaluations. That includes horn-tooting statements from both NEA and AFT hailing the administration and reasserting that testing and test-based accountability are bad, bad things. I’m still pretty sure the unions’ position has something to do with tenure reform and an effort to cling to outdated steps-and-columns pay structures, but what do I know? But what […]

Colorado's ACT Flatline Has Me Worried

I feel like I’ve been alienating my fellow edu-nerds in recent weeks by spending so much time talking about the antics of the courts. Most recently, we examined a Colorado Supreme Court decision upholding the constitutionality of the “Negative Factor” under Amendment 23. One could be forgiven for believing that I had suddenly changed careers and become the world’s youngest edu-lawyer extraordinaire. Thankfully, that’s not the case. Today, we celebrate my triumphant return to the world of education policy data by taking a belated look at Colorado’s 2015 ACT scores. As most of you know, the ACT is taken by every high school junior in the state under state law. This year, that amounted to 57,328 kids. The ACT is an important test, as it provides the best picture of the “end product” our education system has produced after more than a decade of school for most students. Unfortunately, Colorado’s ACT numbers this year are flat again. In fact, they’re a little worse than flat, with our overall composite score having fallen from 20.3 in 2014 to 20.1 this year (on a 36-point scale). State Board Resignation Raises Eyebrows

I wanted to do a fun Friday story today. I really did. But duty calls, and we need to talk about something important in Colorado education: The resignation of Chairwoman Marcia Neal from the Colorado State Board of Education. Many of you are already familiar with Marcia, but here’s a quick bio for those of you who may not be fully plugged into the Colorado education scene. The short version is that she taught for 21 years and served on the Mesa County School Board for eight more years before heading to SBOE, where she’s been for the past six years. Marcia’s departure comes on the heels of some pretty weird (and weirder) occurrences on the State Board, particularly in areas related to testing. It also coincides pretty obviously with the departure of Education Commissioner Robert Hammond and, according to the Denver Post, four other executive-level employees at the Colorado Department of Education. Colorado education veteran Elliott Asp will serve as an interim commissioner until a permanent replacement for Hammond is hired.

Exodus or Exaggeration? A Look at Colorado's Teacher Turnover Rates

“Mass exodus” sounds scary, doesn’t it? It conjures images of sad, disheveled refugees limping away from burning villages with smoke billowing in the background. That image is probably exactly what anti-reformers in Colorado have been trying to convey as they loudly sound the alarm that teachers are leaving education in droves while malicious reformers try to improve student outcomes by, you know, trying new stuff. But is that really what’s going on in Colorado? We already know the numbers thrown around in the wake of Douglas County’s reforms fell well short of the truth, but what about the scary Chalkbeat Colorado headline that “More teachers left the school districts where they work last year than at any point in the past 15 years, according to new data from the Colorado Department of Education”? Calling Colorado Parents to Participate in Study of Core Knowledge Charters

From the Colorado Department of Education (CDE), Commissioner Dwight Jones is urging parents to get involved in a research study of Core Knowledge charter schools: The study is being led by David W. Grissmer and Thomas G. White, researchers at the University of Virginia’s Curry School of Education. They have received a $4.9 million grant to evaluate the effectiveness of Core Knowledge charter schools in Colorado. The Colorado Department of Education is participating as a full partner. The five-year grant is being funded by the Institute of Education Sciences, part of the U.S. Department of Education. Grissmer, a principal research scientist, and White, a senior scientist, work at the Center for Advanced Study of Teaching and Learning, a national center that focuses on the quality of teaching and students’ learning. “This study holds tremendous potential as a definitive work that will analyze the key ingredients of these successful schools,” said Commissioner Jones. “Because the study design requires participation from parents who win lottery-based enrollment to Core Knowledge charter schools—and those who don’t win those lotteries—I am strongly encouraging parents to participate in the study to help us all better understand the elements that make these schools effective.” [link added]

And how much will the newly revised Social Studies academic standards help improve the situation? A first draft (PDF) of the Social Studies standards has been produced by a committee, and the Colorado Department of Education (CDE) wants your comments. Whether you have time to read through all 128 pages of introductory material and proposed standards in the four content areas, or just select portions, any feedback you can provide is helpful. New CDE Report Offers Valuable Digest of Information on Colorado Charters

Update: The good people of Ed News Colorado have also written about The State of Charter Schools in Colorado (PDF), breaking down some of the key information if you don’t have time to dig through the whole report. Do you need a good reference digest of important information on charter schools in Colorado? Well, my friend and Education Policy Center senior fellow Krista Kafer has done it again, joining Dr. Dick Carpenter to co-author another valuable report for the Colorado Department of Education. The brand new report is called The State of Charter Schools in Colorado (PDF). Skim through it, and you’ll see there really is no such thing as an average charter school. As the movement has grown in our state over the last 15 years, both the number and the diversity of charters has increased.

Krista Kafer Helps You Figure Out What Makes a Charter School Good

A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF).
