Teachers as Entrepreneurs: A Refreshing Race to the Top Idea?
Knowing that teacher quality is so essential to successful student learning, Colorado’s lawmakers and education officials should be doing more to enact policies that promote teacher autonomy, excellence, and accountability. The Maryland Public Policy Institute does just that with its new report calling for “Teachers as Entrepreneurs” (PDF). The idea? Instead of placing all instructors under the terms of a centralized bargaining contract, allow for some individual teachers or teams of teachers to contract with a school district to perform instructional services. Either union or non-union, they could agree on setting terms regarding class size, basic working conditions, performance and differential pay, and retirement plans. This approach would give individual teachers greater freedom to determine whether they want to support and subsidize political activities. It would require state law to take a neutral position on the issue of unionization and exclusive representation.

Discuss the "Rock Star" Teacher Idea While I Take a Trip to the Beach
Next week I’ll be on vacation at the beach, and blogging won’t be high on my priority list. But before taking off, I want to leave you with a glimpse into a school model based on the “rock star” teacher idea. This doesn’t mean bringing in real-life rock stars to teach. To my mom and dad, that probably would be some guy named Bon Jovi. To my gramps, maybe some ancient dude named Elvis I’ve heard him talk about. But they’d all be wrong. In a nutshell, the idea is to free up funds to pay the best teachers more by allowing for larger class sizes. The question is: Will it work? Over at Jay Greene’s blog, Dr. Matt Ladner has written about the “rock star” teacher idea several times. The latest highlights a New York Times story about a Washington Heights school scheduled to open in the fall that will pay its eight teachers each $125,000 a year, with a chance to earn more in performance incentives.

As DPSRS-PERA Merger Looms, Come March 20 to Independence Institute to Learn About K-12 Pension Compensation
That didn’t take long. The Rocky Mountain News is no more, but education reporter extraordinaire Nancy Mitchell is back. Hopefully the first of many, she has posted a lengthy piece on the proposed merger of the Denver Public Schools (DPS) and state PERA retirement systems. DPS officials are pushing the discussion forward, saying that the current set-up costs them funding that could be used in the classrooms: “We pay $685 more per pupil per year in pension and retiree costs than any of the other 177 school districts in Colorado,” [superintendent Tom] Boasberg said, “which comes out to $47 million more per year … “Translate that into teachers, that’s 700 or 800 teachers, that’s a reduction in our class size of 15 to 20 percent. Every class that has 30 students would be a class of 25 students.” Unfortunately, this article didn’t delve into the costly problem that University of Colorado at Denver professor Michael Mannino highlighted in his recent Independence Institute report Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). Answers to Failed Tax Proposals? More School Choice and Transparency
On Tuesday, voters in Colorado’s largest school district rejected both a mill levy increase and bond proposal: “When you are a people intense organization those reductions will be people,” [superintendent Cindy] Stevenson said. “That’s teachers, counselors, librarians, um, special education staff. That’s where we’re going to have to look for cuts. And that’s going to be difficult because that will result in increased class size, fewer choices for our kids, less teacher training.” Stevenson said the money from the ballot issues would’ve gone toward teachers, books and significant structural improvements. The first reaction many may have is: Why doesn’t the district threaten to cut the number of administrators rather than classroom staffing? No doubt there are some additional efficiencies that could be found by rearranging these priorities. But no matter how good it makes some people feel to say so, just cutting the size of central administration isn’t the answer.

State Board Candidates Marcia Neal, Jill Brake Discuss Choice, Innovation
Last week, I introduced you to two candidates for Colorado’s State Board of Education from the 3rd Congressional District – Democrat Jill Brake and Republican Marcia Neal – but had to close with an important question about them: I know I can sound like a broken record at times, but wouldn’t it be good to know where Ms. Brake and Ms. Neal stand on school choice (e.g., charter schools, online schools, open enrollment)? What about expanding local innovation? The students and parents of Colorado – especially those trapped in failing schools – deserve to know. So my friends in the Education Policy Center went back and did a little research, and followed up with emails to each of the candidates to give them a fair chance to explain themselves on where they stand on school choice and local innovation.

Yes, There Can Be Such a Thing as Too Many Teachers
Over at Jay Greene’s blog, Greg Forster takes on the issue (via the extraordinary education investigator Mike Antonucci) of states with growing teacher workforces and flat – or even shrinking – student populations: Maryland, for example, expanded its teacher workforce 10 percent from 2001 to 2006, while enrollment grew less than 1 percent. California, which is still carrying around an extremely bloated teacher workforce from its apparently failed experiment in class size reduction, has just announced that it’s cancelling the large majority of its planned teacher layoffs. Greg goes on to point out that growing teacher-to-student ratios largely have not resulted in smaller class sizes – in part because teachers have their classroom time limited or some are working in non-classroom positions. So who gets the best of this arrangement? Well, the teachers’ unions make out like bandits. More teachers means bigger budgets without the hassle of selling the membership on dues hikes, and more political clout because the public school gravy train is larger.
