Ugly Smear Column Tries, Fails to Shove Conservative Education Reform Aside
I hope you all enjoyed a nice, long break from recent depressing edu-happenings over the last few days. I also hope that your disappointment is tempered by hope for the future. As my friend Ross Izard pointed out in a recent op-ed—and as my dad always says—it ain’t over ‘til the fat lady sings. I never have figured out who that fat lady is, but I’m pretty positive it isn’t Michael Vaughn, a former DPS spokesperson turned communications director for Education Post. Mr. Vaughn recently wrote a post-election Denver Post op-ed about the fact that “real” reform is winning in Colorado. It’s a rather nasty piece in which he celebrates reform victories in Denver while all but dancing on the graves of conservative education reformers around the state. When I look at what conservative education reform folks have pushed for over the past few years in Jeffco, Thompson, Dougco, and other districts, I see a long list of meaningful reforms. New curricula, new charter schools, pay-for-performance systems, equal funding for charter students, collective bargaining reform—you name it, it’s there. Wait, What? Washington Supreme Court Finds Charter Schools Unconstitutional
I’ve got to admit, Little Eddie’s faith in judges’ ability to fairly decide education issues is beginning to fray. Or maybe it would be more accurate to say that I’ve moved past fraying, and that my confidence has fully fallen apart at the seams like the blanket I’ve been dragging around with me since infancy. Back in June, the Colorado Supreme Court made a dangerously broad decision to strike down the Douglas County Choice Scholarship Program. Not long after that, a retired Colorado Court of Appeals judge handed Thompson School District perhaps the most heavily flawed “legal” document I’ve ever seen after a questionable (and expensive) non-binding arbitration process related to the district’s negotiations with its local teachers union. Then, a Larimer County District Court judge contorted herself into a logical pretzel in order to force Thompson to abide by the terms of a contract that the board has voted down three separate times in one form or another. But as frustrating as judges have been in Colorado this year, our problems are small compared to a jaw-dropping 6-3 Washington Supreme Court decision that charter schools are unconstitutional. New Orleans Video Underscores the Power of Reform
What a week! My mom and dad moved me to a new house last weekend. This one is a long way from the Capitol, which they say is to keep me from sneaking in there and playing edu-politics when I should be doing my homework. On top of that, I attended an awesome student-based budgeting event yesterday with my Education Policy Center friends. So did a whole bunch of other people from around the state who are interested in empowering school-level decision-making. All of which is to say that yours truly is a bit tired today. Fortunately for me, I ran across an awesome Heritage Foundation video this morning about New Orleans’ (nearly) all-charter system and the results it has achieved since Katrina. The video offers a very human side of the story through interviews with school leaders and students in the city. I bet you’ll love it as much as I did.

New Study Highlights Success in New Orleans
You know what’s way more fun than debunking silly arguments about charter schools? And almost as exciting as celebrating fair funding for charter students in two of my favorite districts? New research showing huge improvements in New Orleans, which has the nation’s first all-charter system. Well, almost all charter. Over 90 percent of the city’s students are enrolled in charter schools. For those roughly 40,000 kids, things are looking pretty bright. A new Education Next study by Douglas Harris finds some fairly staggering academic gains in the wake of sweeping reforms that followed New Orleans’ near-total destruction in Hurricane Katrina. Here’s a quick overview of those reforms from the study: What happened to the New Orleans public schools following the tragic levee breeches after Hurricane Katrina is truly unprecedented. Within the span of one year, all public-school employees were fired, the teacher contract expired and was not replaced, and most attendance zones were eliminated. The state took control of almost all public schools and began holding them to relatively strict standards of academic achievement. Big Bucks or Big Misconception? Report Sheds Light on Philanthropy in Charter Sector
Last Friday, we celebrated votes in two of my favorite districts, Jeffco and Thompson, to provide more equitable funding to charter school students. In that post, I briefly mentioned that there were some inaccurate anti-equitability arguments floating around before the board votes. We’re going to tackle one of those misconceptions today: The argument that charters do not need more funding because they pull in untold sums of money from philanthropic sources. First, though, a disclaimer: We will not be playing the irritating fill-in-the-blank game that often crops up in charter funding discussions. You know the one. It involves a statement that goes something like this: “Charters receive all their money from [INSERT SCARY ORGANIZATION OR INDIVIUDAL NAME]!” Anti-charter folks really love to go down this road from time to time, and they do occasionally come up with some pretty entertaining conspiracy theories. Even so, we’re going to stick with the numbers. I’ve never much cared for black helicopters, anyway. They’d be much cooler with green polka dots. Fortunately, we have plenty of numbers to stick with thanks to a brand spanking new report from the University of Arkansas’ Department of Education Reform.

Thompson and Jeffco Stand up for Fair Charter Funding
Last Friday, pressing Colorado education news forced us to do a less-than-happy Friday post. This week, pressing Colorado education news is forcing us to do a fantastically happy blog post. I guess my dad was right. It really does all even out in the end. Today’s big news is that two of our favorite districts, Jefferson County and Thompson, passed budgets this week that reflect more equitable funding for charter school students. The move toward funding equalization was driven by reform majorities on both district school boards. From Sherrie Peif’s latest Complete Colorado story: Jefferson County Public School District and the Thompson School District both agreed to shift some of the districts’ money to the charter schools, and in the case of Thompson, dipped into district reserves to provide additional funding for charter students … … In Thompson, $450,000 was set aside for the district’s two charter schools, New Vision and Loveland Classical. The increase works out to about $400 per student. Of the additional money, $191,000 will go to New Vision and $260,000 to Loveland Classical … … In JeffCo, an additional $2.5 million was set aside to fund the district’s 16 charter schools. Tuesday Twofer: More Legal Victories for School Choice
This year has been a big year for school choice, and a decidedly bad year for teachers unions. First, a red tidal wave surged across the country in the 2014 elections despite record union spending in an effort to stop it. Then, the school choice aftershocks started. Alabama became America’s 43rd charter state, Nevada passed a very strong scholarship tax credit program that was subsequently signed into law, and Arkansas said yes to a new voucher program for special needs kids. To round things out, Montana took a step in the right direction by passing a small school choice pilot program. Wow! We recently talked about the NEA president’s recent comment that education policy should be left “… where it belongs: The legislature.” As I highlighted then, this is an interesting statement given a number of union-led legal attacks on school choice programs around the country (including Douglas County). I cynically posited then that I suspected the unions would challenge policies they don’t like anywhere they can win. As it turns out, they may not be able to win anywhere at all.

Little Eddie Digs Out After the 2015 Legislative Session
The 2015 legislative session ended last week, and I have no doubt you are all eagerly awaiting a report on the progress made—or lack thereof. Luckily for you, I have been diligently digging through the aftermath of 2015’s education battles just as I help dad shovel snow after a big storm. With a whopping 119 education bills introduced, this is no easy task. The work is ongoing. But we can certainly pause to provide a quick overview of the session’s highlights. Fortunately, a discussion of actual legislative movement this year is relatively straightforward because very little noteworthy stuff passed at all. In fact, it’s fair to say that the single most important thing that happened this year was a compromise on the testing issue, which we discussed last week after observing a protracted and almost humorous (if it weren’t so serious) game of legislative testing chicken. As I predicted then, the compromise was amended before final passage. The bill currently awaits Governor Hicklenlooper’s signature. But we’ll cover the testing compromise in more depth later this week. For now, let’s talk other highlights. With lists! Because everyone loves lists!

Charters Off the Beaten Path: A Different Kind of Roadtrip
This has been a good week. I got to write what I hope you thought was a funny April Fools’ Day post, and yesterday I had the pleasure of highlighting some exciting developments in what is quickly shaping up to be another year of school choice. The week before that, I talked about the awesome work urban charters are doing across the nation. But for all our talk of urban charters (which only makes sense given that most charters are in or around cities), we don’t often get to explore the world of rural charters. “Explore” doesn’t necessarily have to mean what nerds like me usually think it means. Sure, numbers and studies are great, but there’s something to be said for getting out and physically exploring charter schools off the beaten path. Maybe that’s why I was so interested by an edu-story today highlighting a special kind of road trip by some folks in Pagosa Springs.

Urban Charters Rock CREDO's Newest Report
Earlier this week, we celebrated Alabama’s entry into the world of charters even as we mourned the death of the first stab at an ESA program here in Colorado. We can’t leave the school choice balance teetering between good and sad, though, so today I want to take a look at some awesome new research on urban charters schools from Stanford’s Center for Research on Education Outcomes, or CREDO. Some of you will remember that my education policy friend Ross Izard wrote an op-ed last year praising Colorado’s charter sector for its continued progress and efficiency. That op-ed discussed previous reports from CREDO, including a 2009 national report that was particularly damning—and that was used repeatedly in the years that followed to hammer charters across the country. CREDO’s follow-up 2013 report on charters nationally found significant improvements, and its brand new 2015 report specifically on urban charter schools sees that trend continue.
