Terry Moe Touts Power of Technology to Transform Politics of Education

Whether you’re an education policy junkie or a concerned parent or citizen who is new to the reform debate or anyone in between, you will find some insightful and provocative arguments in the new book co-authored by Drs. Terry Moe and John Chubb titled Liberating Learning: Technology, Politics, and the Future of American Education. What’s most interesting about the book is that Moe and Chubb go beyond highlighting how technology can transform the delivery of instruction in schools. They argue that technology also holds the potential to transform the politics of education by weakening the ability most especially of teachers unions to block promising, student-friendly reforms. My Education Policy Center friend Ben DeGrow got the opportunity this week to interview Dr. Moe about his new book for an iVoices podcast (click on the play button to listen): The interview is almost 20 minutes long, but I think it will give you a good taste for what the book is about. Are School Teachers Getting a Raw Deal? Maybe the Truly Great Ones

In a post written yesterday, the venerable Dr. Jay Greene makes the point that education schools typically undersell the benefits of the teaching profession to their own graduates: But the reality is that teaching is a pretty good gig. Yes, the work can be draining, but the hours are great and you get regular breaks throughout the year, including a long one over the summer. The annual pay is OK, but when you consider it on an hourly or weekly basis, you’ll get paid more than the average white collar or professional specialty and technical worker (according to the U.S. Bureau of Labor Statistics). In addition, during a period of almost 10% unemployment you’ll sure appreciate the high job security. And let’s not forget the benefits, including solid health-care and an extremely generous retirement package that will let you retire in your mid-50s with about 60% of your peak salary guaranteed for the remainder of your life and adjusted for inflation. It would take a fortune in a 401k or 403b to produce that kind of pension benefit.

New Denver KIPP School Performance Pay Plan Latest Charter Innovation

With a variety of programs and greater flexibility from state laws and district policies, public charter schools can provide a great alternative for parents and students looking for something different. Because of that same flexibility, charter schools can serve as great laboratories of innovation for different practices that work. A couple months ago, while school was still in session, my Education Policy Center friends visited KIPP-Sunshine Peak Academy, a charter middle school located in west Denver. The national KIPP network of 82 charter schools has been made famous recently by the book Work Hard Be Nice, written by Washington Post education reporter Jay Mathews.

National Education Association Leader Candid about Union Priorities

For those who heard my Education Policy Center friend Ben DeGrow discuss the National Education Association this morning on News Talk 1310 KFKA‘s Amy Oliver Show, here is the video clip you heard of the NEA’s retiring general counsel Bob Chanin explaining his organization’s priorities: The clip came from the end of Chanin’s keynote speech to the NEA’s annual Representative Assembly in San Diego on July 6. According to Education Week reporter Steven Sawchuk, Chanin received a 5-minute standing ovation at the end. Do leaders of the Colorado Education Association share Chanin’s priorities? Is there an intrepid reporter in our state who would dare ask? Inquiring minds want to know … Also, for those who listened to the radio interview, here is a link to the Citizens’ Commission on Civil Rights report (PDF) criticizing NEA, which Ben and Amy talked about this morning. Is Transparency for Teachers Unions Really THAT Scary of an Idea?

Robert Manwaring at the Quick and the Ed asks the timely, fair and relevant policy question: “Should New Era of Transparency Apply to Union Finances?”: Perhaps it is time to shed a little more light on how union funding is used. As union dues go up, what is the additional funding being spent on? Does the public have a right to know? Are union dues going up to compenate [sic] for all of the teachers that are being lost to job cuts, or are unions increasing salaries and expanding their influence. It would be interesting to know. Teachers unions represent government employees. They bargain over public services paid for by taxpayers that serve students in our communities. Therefore, not only do the educators who pay dues into the organization have a right to know where the money goes, so does the general public. My Education Policy Center friend Ben DeGrow makes this terrific point in a paper he wrote a few months ago, titled Setting the Standard for Pro-Worker Transparency (PDF). Healthy Skepticism about Magical Money Tree and Education Reform

The federal government’s “magical money tree” can make untold billions of dollars out of thin air to spend on a wide array of pork projects and various government programs. But what will the money earmarked for education do to promote lasting and effective reform to help student success? Plenty of lip service has been given to this notion. Don’t worry. You aren’t alone in having good reason to be very skeptical of the “stimulus” leading to real education reform. Months ago, when the stimulus was first passed, my Education Policy Center friend Ben DeGrow made the observation: While unconditionally dumping more funds into schools may help to guarantee jobs, it won’t help the ones who need it the most. We’re all in good company now. Fired Conservative Kansas Teacher Missed His Chance at "Rubber Rooms"

For teachable purposes, I like clear contrasts. You know: Black vs. white, Up vs. down, Chocolate ice cream vs. broccoli. But what about the world of education reform — specifically, teacher tenure? Two stories in particular popped up within hours of each other, and what a contrast they present. First, there’s this news from our neighbor to the east: A Kansas teacher says he was wrongfully terminated for his conservative views. Tim Latham has been teaching history and U.S. Government for over 19 years. But after teaching for just one year in the Lawrence School District in Lawrence, Kansas, Latham says his contract was not renewed because school officials did not like his conservative views — particularly a teacher website that Latham hosted and paid for himself. A teacher coach confronted him on that issue. If this indeed proves to be true, how sad it would be to see a teacher not only get persecuted for his unorthodox conservative patriotic views (unfortunately, it happens more than you may think) but also lose his job over it. Are More Teacher Licensure Alternatives on Their Way to Colorado?

Every student in Colorado deserves to have a top-notch teacher in the classroom — especially those kids who are “at-risk” because of poverty and related issues. We shouldn’t put unnecessary obstacles in the way of getting skilled and caring new teachers licensed and ready to go. Instead, we should be looking for high-quality alternative programs that serve the needs of those college-educated adults who want to change careers without going back to get an education degree. We need more content experts, especially in math and science, who have a firm footing in the basics of pedagogy and classroom management. This year Colorado passed Senate Bill 160 (PDF). By giving the state board of education greater flexibility to approve alternative licensure programs, this new law may enable the recruitment and preparation of more highly-qualified teachers to help fill needs in Colorado schools. Please Don't Let Unions Play Hide-and-Seek with Teachers' Money

Hide-and-seek can be a lot of fun, but not when someone else — especially some big group — is playing it with your money. That’s why my friends at the Independence Institute make such a big deal about government spending transparency. But what about transparency for teachers who belong to, or have to pay fees to, a union? Following the story of the Indiana state teachers union that lost millions of dollars of members’ money through gross mismanagement, James Sherk and Dan Lips from the Heritage Foundation wrote a great piece for yesterday’s National Review Online called “Shady Dealings”.
