Barack Obama's "Stimulus" Plan Would Grow Union Jobs, Hinder School Reform
The big story in the news is about President-elect Obama’s giant “stimulus” plan – better known as a giant spending spree that hangs even more debt on the shoulders of me and other kids growing up around America. That part is bad enough. But three leading education reformers – Michael Petrilli, Checker Finn, and Frederick Hess – see other serious problems that it will create for trying to improve our schools and help students learn. In the column they wrote for National Review yesterday, the authors challenge the suggestion that tons of federal government money “invested” in education will yield more positive results down the road: In concept, of course, well-delivered education eventually yields higher economic output and fewer social ills. But there’s scant evidence that an extra dollar invested in today’s schools delivers an extra dollar in value — and ample evidence that this kind of bail-out will spare school administrators from making hard-but-overdue choices about how to make their enterprise more efficient and effective.

Lessons for Colorado from Study on Boston Charter School Success
The argument only grows stronger that charter schools work. While some will dwell on the exceptions, the big picture becomes clearer and clearer. A new study by the Boston Foundation finds that in their city “charter school students consistently outperform their peers at pilot schools and at traditional schools.” As Core Knowledge blogger Robert Pondiscio notes, even factoring out the selection bias of more motivated parents shows charter schools doing more to improve student achievement. And the well-read Dr. Greg Forster puts the Boston study in context to note that “charters are an improvement over the status quo, even if only a modest one, as a large body of research has consistently shown.” He observes that “more freedom consistently produces better results, and more unionization consistently doesn’t.” Charter schools are one good way to bring more freedom to the education system so good ideas and practices can blossom while bad ones are rejected.

Legislative Session Starts: Time to Require Later Bedtimes, More Dessert
In just a few minutes the excitement begins anew: the Colorado state legislature reconvenes. With the economy in the doldrums and tax revenues down, it’s going to be an interesting four months under Denver’s golden dome. But what about the kids? What about K-12 education? Ed News Colorado gives us a preview of the speeches and schedules that kick off the new session. Ed News also takes a look at some of the bigger education issues that figure to be debated. Standardizing a system of concurrent enrollment, creating unique teacher identifiers, adding flexibility to the School Accountability Report, cutting back on CSAP tests, expanding charter school access to bond money – all these figure to be important debates. Given time, I’ll jump into all of them. For now, though, I wanted to hone in on this one: There’s talk that several lawmakers are interested in legislation to encourage greater parental involvement in schools, including possibly a bill that would require businesses to give employees time off for school activities. K-12 Officials Blaming Special Education is Sort of Like Me Blaming Cookie Monster
Let’s admit it. None of us likes to take the blame, including the things we really are responsible for. And many times there are easy targets for those of us who like blame-shifting. One of my favorite education policy people, Dr. Jay Greene, put up a great post a couple days ago that is really worthwhile reading, titled “Blaming Special Ed”. In the post, he deconstructs the widely-held myth that special education is to blame for the lion’s share of increasing K-12 costs in recent decades: Blaming special ed is easy. Most attempts to blame special ed don’t even bother presenting data or make the most crude use of data to support their claims. Reporters simply accept assertions from school and state officials without question. Folks accept the blame-special-ed-story so easily because — well, to put it bluntly – it is a a widely held but unstated prejudice. People quietly resent special education because they fear that it is short-changing their regular education students. They assume that money spent on disabled kids is necessarily money taken away from general education. Michael Bennet Could Do More for Education Reform as DPS Superintendent
The Obama girls have their first day at their new Washington, DC, private school today. And I’m back from vacation, too. I’d be lying to say I’d rather be doing this than playing with Legos or Matchbox cars, but there figures to be a lot of important education policy to discuss in 2009. Today we start back by wondering what the fallout will be from the big appointment of Denver Public Schools superintendent Michael Bennet to fill a vacancy in the United States Senate. From the standpoint of the Senate and federal education reform policy, there’s no doubt this selection represents a net improvement. The optimism of Democrats for Education Reform is justified. Where Bennet stands on many other important issues of the day, however, is not known. (For a wild and interesting piece of trivia, the last sitting U.S. Senator to have served as a school superintendent was none other than the well-aged and controversial late Strom Thurmond.)

Colorado Judges Rule in Favor of Funding Fairness for Charter Schools
Okay, the year is almost over. And you won’t see me writing anything here between now and 2009. So I thought it a good idea to close out 2008 with a post that has some good news. In yesterday’s Rocky Mountain News, Berny Morson reported on a Colorado court decision that almost got completely overlooked. But it definitely is good news: School districts must apply the same funding rules to charter schools as they do other schools, the Colorado Court of Appeals has held in a Fort Collins case. At issue is a provision inserted by the Poudre R-1 school board in the contract that governs the Ridgeview Classical Schools, a charter school. The provision allowed the district to reduce financial support to Ridgeview when students transfer out. [link added] Basic and simple fairness, right? Students should benefit from the same funding rules whether they are in a traditional public school or a public charter school. Either it’s a good idea to take funds away from a school when a student transfers after the fall attendance count, or it’s not. It shouldn’t be a good idea for charters and a bad idea for others, or vice versa.

I Want to be Out of School for Christmas, but Not for a Teacher Strike
It’s a few days before Christmas, and school is out. Students and teachers are supposed to be home, getting ready for the best holiday of the year. But what about when students and teachers are home when they’re not supposed to be? No, I’m not talking about those fun snow days. I’m talking about teacher strikes. The Wall Street Journal has an editorial today about one state where the problem of teacher strikes is rampant: Teachers unions routinely claim that the interests of students are their top priority. So we would be interested to hear how the Pennsylvania affiliate of the National Education Association explains the proliferation of teacher walkouts in the middle of the school year. According to a recent study by the Allegheny Institute, Pennsylvania is once again the worst state in the country for teacher strikes. No less than 42% of all teacher walkouts nationwide occur in the Keystone State, leaving kids sidelined and parents scrambling to juggle work and family, potentially on as little as 48 hours notice required by state law. More Types of Schools to Choose From, Like More Flavors of Yummy Ice Cream
So I’ve already written once today, but I just had to let you know about this Education News Colorado blog post. Why? Because not only does the author Karin Piper give a great argument for school choice, she does so by talking about ice cream. What do I mean? Here’s a little sample, or scoop if you will, to whet your appetite: A great ice-cream parlor caters to the varied needs of its ranging customers with equal appreciation, just like a sound school district is inclusive of the needs of all its students. Have you ever been paying for your treat and had some guy hiss at you that your chocolate ice-cream purchase is hurting the sales of strawberry custard? Has someone told you they think less of you for not preferring their favorite ice-cream? I am going to guess no. So why do some criticize other families for attending different kind of school than theirs? Americans Should Be Generally Happy with New Education Secretary
The American people may not know all the ins and outs of education reform, but enough of them get the big ideas to give me hope for the future. Look at this recent poll from Rasmussen Reports (H/T Mike Antonucci): But two-thirds of U.S. voters (66%) say the teachers’ unions – the National Education Association and the American Federation of Teachers – are more interested in protecting their members’ jobs than in the quality of education. Only 23% of voters say educational quality comes first for the unions, according to a new Rasmussen Reports national telephone survey. Twelve percent (12%) are undecided…. Sixty-six percent (66%) of voters also believe the secretary of Education should be an advocate for students rather than teachers, but 19% say teachers should be the secretary’s priority. Fifteen percent (15%) aren’t sure. "Deferred Compensation" for K-12 Employees Needs a Lot of Piggy Banks
I’m pretty smart for a 5-year-old. But sometimes I wander into a topic that’s just over my head. That doesn’t mean it’s not important, but it’s probably just best if I let the big people talk about it themselves. My friends in the Education Policy Center released a new Issue Paper today, called Deferred Retirement Compensation for Career K-12 Employees: Understanding the Need for Reform (PDF). It was researched and written by Dr. Michael Mannino from the University of Colorado Denver. Rather than try to explain the paper myself, here’s the summary from the Independence Institute website: To improve understanding of public K-12 retirement compensation, this Issue Paper provides historical estimates using a substantial sample of retiree characteristics and salary histories. Deferred retirement compensation from a hybrid defined benefit plan is defined as the difference between an employee’s estimated retirement account balance and the greater pension value she expects to receive. When accounting for K-12 employee compensation, large amounts of deferred compensation should be included.
