Krista Kafer Helps You Figure Out What Makes a Charter School Good

A couple days ago I brought your attention to the closure of a struggling Denver charter school, but made the point: For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model. That’s great, you might say, but how can I figure out what makes a charter school good or not? Well, have no fear. My friend and Education Policy Center senior fellow Krista Kafer has co-authored a report for the Colorado Department of Education called A Typology of Colorado Charter Schools 2009 (PDF). Yes, We Should At Least Give the Year-Round School Idea a Chance

It isn’t easy for me to say this, and many of my fellow kids may vote me out as a Benedict Arnold, but Colorado teacher Kathy Kullback has a good point: Maybe there’s something to the year-round school idea. What? No more summer vacation, you argue? Ms. Kullback writes: As a special educator, I tried to sign up special education students with generalized learning disabilities reading below grade level for summer school, but soon learned that the only special education students who take an extended year are cognitively disabled. I was advised that I not extend my students’ school year because the esteem issues associated with students of average cognitive ability attending summer school with students with cognitive disabilities is too severe. Then why not offer different classes for the learning disabled student? If year round classes are good for cognitively disabled students, it seems to me that year round classes would give regular education students that needed boost of continuity, and aid in their achieving academic success. Amandla Charter Closure Exceptional, Sign of the Institution's Strength

The Denver Post‘s Jeremy Meyer reports that Denver Public Schools is closing the troubled Amandla Charter Academy — a contract school re-applying to become a charter school. Given the known facts (a checkered past, ongoing financial problems, poor academic results, and lack of a “coherent education program”), it looks like a tough but very good decision by the school board. Public charter schools are an important option in the school choice menu, the institution should be strengthened, and their leaders and managers should be empowered for success. But we have to recognize one of the inherent strengths of charters is that they can be closed down effectively if they fail. That being said, Edspresso is correct to emphasize that decision makers must be “serious about understanding and reviewing original data before making conclusions” about charter school closures. For every Amandla that (as far as I can tell) deserves to be shut down, there is a Cesar Chavez, West Denver Prep, Ridgeview Classical, and many other Colorado charter schools that are doing great work providing families successful alternatives to the traditional public education model.

Detroit: Fire Teachers Who Don't Pay Union, Not Those Who Can't Teach

Detroit Public Schools is far from the model of educational success. In fact, it’s one of the worst-performing school systems in the country. For example, look no further than the abysmally low graduation rates. One of the problems that could be addressed would be the tremendous difficulty to remove ineffective classroom teachers. It is so difficult and costly to do that on the occasions when Detroit (and the problem isn’t isolated there by any stretch of the imagination) actually tries to remove poor performers, they have to resort to offering settlements worth many months of pay and promises not to reveal the reason for their terminated employment. That’s for teachers who show extensive evidence of not being cut out for the job — or in some cases, even worse. As the Education Action Group has uncovered (PDF), though, there is one sure way to ensure the removal of a Detroit Public Schools instructor. House Education Committee Kills Choice for Autistic Kids, Angers Cap'n

I love rollercoasters, but not when my emotions are riding on them. This morning is the bottom of the hill, and the ride has been fast. I just found out that the House Education Committee has killed (though not “double-super-killed” this time) a chance to expand educational opportunity for Colorado’s autistic students. Colorado Senate News has the sad details: Senate Bill 130, authored by Senate GOP Whip Nancy Spence, was a groundbreaking proposal to create the state’s first charter school specifically serving children with autism. Spence, of Centennial, the GOP’s ranking member on the Senate Education Committee, won support for her bill on both sides of the aisle, including from Senate President Peter Groff. Groff, a Denver Democrat, has often made headlines with his advocacy of wide-ranging school reforms and is leaving his post at the end of the 2009 legislative session to help guide education policy in the Obama administration. Yet, Spence says, it ironically was some of Groff’s fellow Democrats in the House who killed the bill this afternoon in the House Education Committe. Teachers Union Puppets Aren't Cool Like Kermit the Frog & Friends

I’m 5 years old. Generally speaking, I like puppets and think they’re pretty cool. Recently learning that Kermit the Frog himself was a puppet (or muppet, you know what I mean) only increased my respect for him. But when heavily-funded teachers unions use other groups as puppets to oppose education reforms like choice and accountability — reforms that help kids like me, but especially kids in more dire straits — that’s a different story. Case #1: Thanks to the hard work of the Education Intelligence Agency’s intrepid Mike Antonucci, we learn that there’s more than meets the eye when it comes to the group Republicans Opposing Voucher Efforts (ROVE). The company that registered the ROVE website is run by a former high-level National Education Association (NEA) staffer. As Greg Forster notes, it “sure looks a whole lot like it has the NEA’s arm sticking out the bottom”.

SB 130 Choice for Autistic Kids Clears One Hurdle, House Education Awaits

Yesterday I brought news of a troubling development at the State Capitol. Today, I decided to shift to the positive — because hope for autistic children in Colorado is just a bit brighter. School choice champion Senator Nancy Spence‘s Senate Bill 130 passed one house of the state legislature, reports Colorado Senate News: Spence, a leading statehouse voice for school reform, faced months-long opposition from charter school opponents, who argued that the plan would take money away from public schools and provide an unnecessary service to children with autism. Spence maintained that the bill isn’t about taking on the public-education bureaucracy or taking funding from public schools; it’s about providing autistic children with a school that specifically serves their unique needs, she said. “We have a responsibility to do more for families struggling to address the needs of their autistic kids,” Spence said. “Children suffering from this disorder are just one small subsection of our society that aren’t being adequately served by our public schools.”

Colorado Senate Bill 291: Bad Idea for Supporters of "Local Control"

Before they’re scheduled to adjourn the session sometime next week, the legislators at the Colorado State Capitol still have some decisions to make on key education bills. But one bad idea has popped up at the last minute that you ought to know about. Four weeks ago sponsoring Democrat lawmakers included in the original version of the School Finance Act a provision to punish “sore losers” — voters in school districts that opt to restore taxpayer protections usurped by the Colorado Supreme Court. In other words, if approved by the legislature and signed by the governor, the state would stop backfilling funds to districts that opt out of ratcheting increased local school property taxes. The provision was amended out of the School Finance Act to avoid the controversy. But the issue returned as Senate Bill 291 (PDF), passed on a party-line vote out of the Senate Education Committee, and now is being considered by the full senate. It will be interesting to see how the votes shake out. For many, the “local control” doctrine in the state constitution is a convenient mantra selectively used to support certain education policies and not to support others.
